Státní rozpočet je tématem více než aktuálním a velice klíčovým pro vývoj ekonomiky. Cílem práce bude zmapovat politický proces tvorby, schvalování a plnění státního rozpočtu v České republice a ukázat, zda jsou deficitní rozpočty pouze výsledkem špatných politických rozhodnutí. Práce se zabývá samotným procesem tvorby a schvalování státního rozpočtu. Dále práce mapuje legislativu, která tento proces ovlivňuje, zkoumá strukturu státního rozpočtu s identifikací nejvýznamnějších příjmových a výdajových položek. Druhá část pak nabízí pohled na hospodaření jednotlivých vlád od vzniku samostatné České republiky, vždy je vybrán jeden rozpočet schválený během volebního období dané vlády. Tento rozpočet je podroben detailnější analýze. Práce identifikuje hlavní položky, které vytváří nevyrovnanost státního rozpočtu, zkoumá plnění státního rozpočtu jednotlivými vládami, hledá společné tendence v jejich hospodaření. Práce tak nabízí pohled na jednotlivé státní rozpočty, aby mohla diskutovat, zda je vyrovnaný státní rozpočet za současných podmínek dosažitelný, nebo je jeho deficitní charakter zabudován do samého procesu vzniku. The field of state budget is very topical and crucial for the future economic development of the country. The aim of this thesis is to map the political process of state budget production and endorsement. It shows the level of its affectability under the current conditions, if the state budget is only a result of wrong political decisions. The thesis discusses the process of the state budget production and endorsement itself. It also shows the state budget structure when identifying the most significant items of the state budget. The second part presents state budgets under the different Czech governments since 1993. One state budget of each government is further examined. Its production, endorsement and final performance is described. It shows the key items change under the different governments. It searches for similar tendences among governments and focuses on items which are the source of imbalances of the state budget. This thesis offers the insight to different government state budgets, in order to discuss if balanced state budget is under the current conditions attainable, whether its deficit character is determined by the process itself.
