[cze][eng] Rozvojová spolupráce je jednou z aktivit Evropské unie jako celku i jejích členských států a subjektů fungujících na jejím území. Evropská unie je nejvýznamnějším světovým aktérem a dárcem v této oblasti, a to i přesto, že globální finanční a hospodářská krize tento úkol ztížila a částečně změnila i jeho pojetí aprovádění. EU i nadále podporuje činnosti v klíčových oblastech rozvojové spolupráce, jako je zabezpečení vody a potravin, vzdělání, životní prostředí, zdravotnictví či budování důležité infrastruktury. Snaha o vyrovnání propastných rozdílů mezi chudými a bohatými zeměmi, pomoc při katastrofách, úsilí směřující k vyšší kvalitě života obyvatel zemí rozvojového světa a solidarita s těmi nejchudšími znejchudších zůstává a měla by zůstat hodnotnou a nezanedbatelnou součástí evropského ducha a kultury. Tato práce si vytkla za cíl zmapovat formy, jejichž prostřednictvím EU rozvojovou pomoc poskytuje a realizuje svou rozvojovou politiku. Na základě nástinu vývoje, jímž tento typ činnosti prošel, aktuální situace a rozhovorů s odborníky, kteří se na provádění rozvojové spolupráce podílejí, jsem se pokusila definovat současné trendy, kterými se rozvojová spolupráce řídí, a směry, jimiž se bude ubírat v budoucnu. V teoretické části byl sestaven základní přehled institucí a orgánů EU, jejich oblastí činnosti a zájmu. Poskytovaná rozvojová pomoc a spolupráce byla rozčleněna podle geografických oblastí. Jako příklad členského státu EU byla uvedena Česká republika a stručně popsán její státní systém rozvojové spolupráce i začlenění českých neziskových organizací aktivních v této oblasti. Informace získané studiem podkladů a teoretických prací na téma rozvojové spolupráce byly doplněny nástinem z praxe. Za tímto účelem byly vedeny rozhovory sdeseti odborníky na rozvojovou spolupráci z několika členských států EU a evropských státních i nestátních organizací: čtyři komunikační partneři pracují přímo v evropských či jim příbuzných institucích, dva byli členy zastupitelské mise jednotlivých členských států EU a čtyři se nějakým způsobem podíleli či stále podílejí na činnosti nevládních organizací. Nejdůležitějším kritériem výběru do výzkumného souboru bylo, zda má komunikační partner profesionální zkušenosti s rozvojovou pomocí a spoluprací. Uplatněn byl tedy kvalitativní výzkum ve formě polostrukturovaného rozhovoru. Bylo uskutečněno deset hloubkových rozhovorů, které byly následně vyhodnoceny.Development cooperation is one of the activities of the European Union as a whole as well as of its member states and various local entities. The European Union is the most important global player and donor in this field, in spite of the fact that the global financial and economic crisis has made this task more difficult and partially changed its concept and implementation. The EU continues to support activities in key areas of development cooperation, such as ensuring water and food security, education, environment, health care or building vital infrastructure. Endeavours to balance the immense differences between poor and rich countries, disaster relief, efforts to achieve better quality of life for population of developing countries and solidarity with the poorest of the poor remains, and should remain, a valuable and non-negligible part of the European spirit and culture. The aim of this bachelor thesis is to map the means used by the EU to provide development aid and to implement its development policy. Based upon the previous development of this activity, the current situation and using interviews with experts participating in the implementation of development cooperation, I tried to define contemporary trends followed in the policy and the directions it is likely to take in the future. The theoretical part comprises a basic overview of EU institutions and bodies and their fields of activity and interest. Development cooperation and aid provided were divided according to geographical criteria. The Czech Republic has been presented as an example of an EU member state and the thesis contains a short description of its state system of development cooperation and the integration of Czech non-governmental organisations acting in this area. The information gained from studying documents and theoretical works on development aid has been supplemented with an outline based upon professional experience. To that end, ten experts in development cooperation and aid were interviewed. They come from several EU member states and have been working both in European governmental and non-governmental organizations: four communication partners (CP) work directly in European or related institutions, two took part in a diplomatic mission of an individual EU member state and four have participated or are still participating in the operation of NGOs. The most important selection criterion for the research file was the fact that the CP had professional experience with development aid and cooperation. These interviews were accordingly carried out in a half-structured format yielding results amenable to methods of qualitative research.
