Předmětem dizertační práce je analýza postavení profesně orientovaných vysokých škol na trhu terciárního vzdělávání v zahraničí i v České republice, zhodnocení systémů zajišťování kvality a modelů jejího hodnocení na profesních vysokých školách v zahraničí i v České republice, posouzení zahraničních přístupů k financování na profesních vysokých školách a rozbor systému financování vysokoškolského vzdělávání v ČR se zaměřením na veřejné neuniverzitní školy. Hlavním cílem dizertační práce je na základě analýzy systému zabezpečování kvality a financování profesně zaměřených vysokých škol v zahraničí a České republice zhodnotit současný stav financování tohoto sektoru v České republice i jeho vazbu na kvalitu a na základě zjištěných závěrů navrhnout specifická kritéria pro financování českých veřejných neuniverzitních vysokých škol. Náplní dizertační práce je důkladné pojednání o současné situaci v oblasti zajištění a řízení kvality s akcentem na hledisko financování pro segment profesně orientovaných veřejných vysokých škol. Tento segment je v České republice na rozdíl od vyspělých (nejen) evropských zemí poněkud stranou zájmu moci zákonodárné i výkonné, a proto nemá patřičný prostor pro plnění své specifické role, tj. zejména vazby na podnikovou praxi, výukovou orientaci a vztah s regionem. Dizertační práce poukázuje na největší problémy a úskalí v dané oblasti a předkládá i návrh okamžitých úprav v oblasti financování, které jsou zasazeny do stávajícího systému. Z toho důvodu by jejich zavedení do praxe nepředstavovalo výrazné administrativní ani finanční náklady a přínos pro sektor by byl naopak markantní. The main aim of the presented thesis is to analyse the quality assurance system and principles of financing the professionally oriented public tertiary educational sector in the Czech Republic and to evaluate a connection between financing and quality results of institutions. Within the framework of the set goal the theoretical part contains a list of theoretical knowledge and approaches. Some sectional aims are subordinated to the main aim of the thesis, which helps to determinate the whole structure of the dissertation. Special attention has been paid to models of quality assurance, system and principles of financing the professionally oriented public tertiary educational sector in selected EU countries and in the Czech Republic and key public and private sources of higher education financing. When compared different countries show substantial differences in its usage. The important part of the thesis is a study of implementation a link between quality results and financing the schools in chosen EU countries and in the Czech Republic. This analysis includes evaluation of income items of public higher schools' budgets and their impact to factor of quality. The objective of the thesis is to describe and analyse the existing model of financing the public tertiary educational sector in the Czech Republic and define important principles which are there applied. There are also mentioned strengths and weakness of current financing model after which possible ways of modification to more fair and efficient allocation of public recourses are discussed. The above mentioned essential information is the base to be used in the analytical part of the dissertation, chiefly for the suggestion of main financing criteria's for non-university public tertiary educational sector in the Czech Republic.
