Téma mé diplomové práce se teoretickým způsobem zaměřuje na popsání jednotlivých systémů sociálního zabezpečení ve vybraných státech a provedení jejich srovnání. Při volbě států jsem zohledňovala jejich postavení v rámci Evropské unie, případně vztah vůči České republice vyplývající ze společné historie nebo současných vazeb. Vybranými státy, jejichž systém sociálního zabezpečení porovnávám vzhledem k systému v České republice, jsou Slovensko, Francie, Německo, Rakousko a Velká Británie. U každého státu jsem zjišťovala informace týkající se obecného nastavení systému sociálního zabezpečení, jeho historická východiska a současný stav. V rámci této problematiky jsem popsala také podrobnosti o sociálním pojištění v jednotlivých státech z toho důvodu, že vznik nároku na dávky se ve většině států přímo váže na účast v sociálním pojištění. Nedílnou součástí úvodu ke každému státu jé také základní právní úprava. Pro lepší přehlednost zpracovaného tématu jsem si zvolila tři základní cílové skupiny, kterým jsou dávky ze systému sociálního zabezpečení primárně určeny. Jedná se o rodinu, osoby se zdravotním postižením a osoby v sociální, resp. hmotné nouzi. Cílem bylo popsat systém dávek, které jsou pro jednotlivé cílové skupiny, poskytovány ze systému sociálního zabezpečení, podmínky vzniku nároku, oprávněné osoby a výši vyplácených příspěvků. Následně bylo, v kombinaci s diskusí, provedeno srovnání, které vyplývá ze samé podstaty tématu diplomové práce. Na úvod byla zohledněna společná vlastnost všech uvedených států, a to jejich příslušnost k Evropské unii, kde jsem definovala postoj Evropské unie k sociálnímu zabezpečení. Dále bylo provedeno obecné srovnání jednotlivých systémů, zejména úloha státu, jako garanta sociálního zabezpečení. Poté jsem srovnala jednotlivé dávky pro dané cílové skupiny.Všechny údaje v diplomové práci jsou aktuální k 1. 1. 2012. V případě Velké Británie a Francie jsou data aktuální k legislativní změně 1. 4. 2012. Věřím, že diplomová práce bude kvalitním zdrojem pro posuzování systémů sociálního zabezpečení ve vybraných státech Evropské unie. The theme of my diploma thesis focuses, in a theoretical way, on a description of individual social security systems in chosen countries and on their comparison. When choosing the states I took into account their position in the European Union, or their relationship to the Czech Republic arising from the common history or current relations. The chosen states, whose social security system I compare on account of the system in the Czech Republic, are the Slovak Republic, France, Germany, Austria and the Great Britain. At each state I collected information concerning a general setting of the security system, its historical background and a current status. I described also details of the social security systems in individual states in this issue because of the fact, that an entitlement to benefits in most states is directly related to a participation in the social insurance. A basic legislation is also an integral part of an introduction to each state. For a better clarity of the processed topic I chose three basic target groups, to which the benefits from the social security system are primarily intended. These are families, people with disabilities and persons in social, resp. material need. The aim was to describe the system of benefits, which are for individual target groups provided from the social security system, conditions of the entitlement, eligible persons and the amount of paid benefits. Subsequently there was carried out, in combination with a discussion, a comparison which follows from the very nature of the topic of the diploma thesis. The common characteristic of all mentioned states, namely their affiliation with the European Union, was taken in consideration in the introduction. There I defined a position of the European Union to the social security. Furthermore, there was made a general comparison of individual systems related to a common variable of the social insurance. Then I compared individual benefits for the given target groups. All data in the diploma thesis are updated to January 1st, 2012. In case of the Great Britain and France the data are updated to the legislative change as of April 1st, 2012. I believe that the diploma thesis will be a high-quality source for an assessment of the social security system in the chosen states of the European Union.
