Regulation of professional services - case of sworm interpreter
Havlínová, Nikola ; Zemplinerová, Alena (advisor) ; Lipka, David (referee)
This thesis focuses on the issue of working licences for sworn interpreters. Sworn interpretation is a service used in both the private and the state spheres when there is a need for sworn interpreting or translation. The interpreting work or translation is then performed by sworn interpreters appointed by the state. The conditions for appointing a sworn interpreter are subject to legislation. However, concisely speaking the service guarantees that the translation or interpreting work performed by a state-appointed sworn interpreter conforms to the original text. The translation or interpreting work is furnished with the sworn interpreter's personal seal, and can then be used during dealings with the authorities and so on. In this work I have examined the legislative framework of sworn interpreting, the economic justification for the working licences and the practical experience of translation agencies that make use of the services of sworn interpreters. I have contacted a total of 44 translation agencies through questionnaires and this has allowed me to make a genuine assessment of their experience. In addition to these agencies I have also contacted all the regional courts with powers to appoint sworn interpreters in order to ascertain their approach to the interpretation of legislation as it stands. In the conclusion I summarise all the theoretical and practical experience I have uncovered and the contribution of my work.

Our first task will be return to the history of the USA. We will compare the situation of tobacco advertising and sponsorship in the European Union with regulation in the Czech Republic. Our next step will be discovering consumption trends and complexity of anti-tobacco policy in different countries within the EU. Main purpose of my work is to assess whether the regulation of tobacco advertising reached its goals. We will try to point out some falsehoods about the necessity of this regulation. We will evaluate influence of tobacco advertising on young people. We will do our best to answer the question, whether the bann of tobacco advertising has a direct impact on consumption of tobacco products. We will compare consumption of tobacco products in counties, where tobacco advertising is banned with countries, where tobacco advertising has not been prohibited. The conclusions of international studies, which deal with this topic, will be our main source of information. The economical aspects of tobacco advertising regulation and its real impact on economy will be our next object of observation. At last we will identify other effects of regulation.

Financing and subsidizing of small and medium enterprises
Hybler, Michal ; Zemplinerová, Alena (advisor) ; Mládek, Josef (referee)
Small and medium sized enterprises constitute an overwhelming majority of all companies in the economy. They are the resource of the growth of GDP, innovation and significantly contribute to the employment. Representatives of the European Union are aware of the important role which these companies play and they try to create the most convenient and optimal business environment. The small and medium sized enterprises are supported through institutions such as Czechinvest and the ČMZRB which receive funds from structural funds of the European Union and the state budget. In my thesis I made evaluation of the projects of the SME Finance Facility program under which subsidy and credit lines were granted to the ČMZRB and various leasing companies. Finance was provided from various european development banks and were intended to grant the loans and leasings with better conditions than loans and leasings from unsubsidized banks. Based on the results from the survey I came to a conclusion that the program was relevant only to a certain extent because companies had significant alternative opportunities of financing their investment projects.
Clustering as a Tool of Competitiveness, the Case of the Czech Republic
Daumová, Dora ; Zemplinerová, Alena (advisor) ; Chalupníček, Pavel (referee)
This paper deals with the issue of clusters as relatively new tools of competitiveness in economies and examines their linkage to state through cluster policies and initiatives. At the beginning, a theoretical development of the concept is presented. Afterwards, the cluster concept as such is introduced, putting down a wide scale of supportive rationales, presenting also possible risks and explaining a linkage to innovation and competitiveness. The second part of the thesis treats the issue of cluster policies as possible means of a cluster creation. Aside from examining cluster policies in different views, an emphasis is put on the justification of the role of state which can take part as either contributive or disturbing factor. The empirical part of the paper presents the case of the Czech clustering. Firstly, the Czech cluster policy is analyzed concerning its targets, instruments, approaches and other relevant issues, focusing on shortcomings and problems of the policy. Further, a case study of the Moravian-Silesian automotive cluster is presented. In this part, the particular cluster is observed with a view to its origin, development and activities. The endeavor is to compare the case with the classical Porter model and find out its inadequacies.
