Municipality and GPP

1 Abstract With effect from 1 January 2021, municipalities, as contracting authorities, have to comply with environmentally responsible procurement principles, taking into account the nature and purpose of the contract. In this context, we are talking about green public procurement, the requirements of which arise from the European Union directives. This thesis deals with green public procurement by municipalities in the Czech Republic. Since this issue has not yet been explored and widespread in the Czech Republic, the introduction of the new obligation may cause difficulties for municipalities in practice. Therefore, this paper focuses on the attitudes of Czech municipalities towards green public procurement and analyses the specifics of the preparation of green public procurement compared to other public procurement and the resulting new requirements imposed on municipalities. The thesis is intended to serve as a basic insight into the examined issues as well as a potential basis for the practice of municipalities as contracting authorities. The thesis is based on the theoretical background of public interest, sustainable development, good governance and public finance. Attitudes of the Czech Political Parties with Respect to Public Job

1 Due to the high public expenses connected with the classic welfare and other reasons, the European countries including the Czech Republic adopted certain measures falling within the workfare concept. One of them is the public service, which is construed as a help activity in favour of a municipality consisting in publicly beneficial services. The public service rule was enacted into Czech law in 2008 and has undergone several changes since that time. These changes resulted in the current legislation which became effective on 1 February 2017. According to the Advocacy Coalition Framework, it is possible within a policy subsystem to identify certain beliefs of the policy actors and their advocacy coalitions. This bachelor thesis aims to identify the beliefs of the political parties within the policy subsystem of public service in the Czech Republic with the focus on the policy core beliefs and to determine their advocacy coalitions in this subsystem.

Analysis of the problematics of coca cultivation in Bolivia and its impact on the relations with the US

Bachelor thesis, Analysis of the problematics of coca cultivation in Bolivia and its impact on the relations with the US, examines the historical development, traditional use and cultivation of coca. It also discusses the causes of the US hard-line stance against drugs and its efforts to completely eradicate coca in producing countries such as Bolivia. It captures not only the historical but also the economic context, and the strategies and laws used to enforce the coca eradication. It also identifies the major reasons why the chosen strategy does not produce the desired effects, and how the problematic situation of the production and smuggling of drugs should be dealt with according to the bolivian president Evo Morales and the US government. Firstly, the study examines the historical context and traditions of the cultivation and use of coca, followed by a description of the domestic situation, the relation between Bolivia and the US and the lobbying efforts in coca legalization made by president Morales. The second chapter describes the history of cocaine in the US, hard-line stance against drugs and the drug cooperation of the US and Bolivian governments. The study ends with the insight and views on the current situation from the position of the United States and countries neighboring Bolivia.
