1 Abstrakt Předkládaná diplomová práce se zaměřuje na vymezení faktorů, které významným způsobem ovlivňují koncipování důchodové reformy, a to v letech 1990 - 2017. Sledován je vývoj převládajících diskursů, které byly pro jednotlivá období signifikantní a rovněž role politických stran, a to jak z pohledu jednotlivých vlád, tak během jejich činnosti v rámci odborných komisí zaměřujících se na úpravy penzijního systému. Práce analyzuje volební programy politických stran a hnutí, které jsou následně konfrontovány s předloženými variantami na půdě I. Bezděkovy komise a Odborné komise pro důchodovou reformu. Analyzována je také role dalších vybraných aktérů, kteří se významným způsobem podíleli na tvorbě možných variant reformy. Práce nalézá odpovědi na stanovené hypotézy, které se zabývají otázkou zainteresovanosti politických stran a jejich případné konzistentnosti v oblasti důchodové reformy. Řešen je rovněž vliv uzavíraných koalic na odchylky od původně deklarovaných záměrů a ovlivňování možné podoby důchodové reformy ze strany odborných komisí. Jako teoretická východiska byly využity teorie diskursivního institucionalismu, teorie nastolování agend a teorie rámcování. V rámci metodologie autor uplatňuje především metodu analýzy sekundárních dat a rovněž metodu srovnávací analýzy. Sekundární data byla... 1 Abstract The diploma thesis focuses on defining the factors that significantly influence the frame of the pension reform in years 1990-2017. It observes the evolution of the predominant discourses relevant to each period, as well as the role of political parties, both from the point of view of individual governments and during their activity within the expert committees focusing on adjustments to the pension system. The thesis analyses the election programmes of political parties and movements, which are then confronted with the submitted variants within the I Bezděk Committee and the Expert Committee on Pension Reform. There is also a role analysis of other selected participants, who significantly contributed to the creation of possible reform options. The thesis finds answers to the set hypotheses dedicated to the issue of political parties and their interest and possible consistency in the field of pension reform. The impact of the created coalitions on the deviations from the originally declared intentions and the expert committee's influence on the possible form of the pension reform are discussed, too.
