[cze][eng] Světová populace stárne, v Evropě je situace obzvláště kritická. V horizontu následujících 20 let se očekává nárůst podílu obyvatelstva staršího 65 let na dvojnásobek. To přináší nezanedbatelná rizika pro dlouhodobou udržitelnost sociálních systémů. Již od počátku nového milénia proto probíhá intenzivní debata o budoucím vývoji. Na základě této debaty Evropská unie definovala prohlubování inkluze osob starších 50 let do společnosti jako hlavní způsob řešení této situace. Prostředky k jeho dosažení byly identifikovány na úrovni pracovního trhu, prevence nemoci a v oblasti celoživotního učení. Konkrétní nástroje řešení tohoto problému představuje 1) zvyšování participace starších pracovníků na trhu práce prostřednictvím posouvání hranice věku odchodu do důchodu, penalizace předčasného odchodu do důchodu, zvyšování kvalifikace starších pracovníků a efektivity jejich rekvalifikace, 2) restrukturalizace důchodových systémů a způsobu poskytování sociálních služeb a 3) posilování participace seniorů na chodu společnosti uplatňováním principů aktivního stárnutí na všech úrovních společenského života a zvyšováním kvality a dosahu systému celoživotního vzdělávání. Tato práce analyzuje situaci osob starších 50 let v České republice z hlediska jejich postavení na trhu práce, participace na společenském životě...World population is ageing and in Europe the situation is especially alarming. In the next two decades the ratio of people over 65 years of age is expected to double. This threatens long-term sustainability of welfare systems. The debate about future developments has been going on since the turn of the century. Based on this debate the European Union defined improving the inclusion of people over 50 as the main solution to this problem. The means to achieving this goal have been identified at the level of the labour market, disease prevention and lifelong learning. The specific instruments are: 1) increasing the participation of older workers in the labour market by increasing retirement age, introducing penalties for early retirement, promoting retraining of older and increasing retraining efficiency, 2) restructuring of pension systems and provision of social services and 3) strengthening participation of older people in society, applying the principles of active aging at all levels of social life and increasing the quality and variety of lifelong learning opportunities.
