The Role of Scientometric Criteria in the Formation of Budget and Qualification Growth at Pavol Jozef Šafárik University in Košice, the Slovak Republic

Pavol Jozef Šafárik University in Košice, according to the number of its students (approx. 8,700), belongs to the group of smaller-size public universities in Slovakia. The major part of its budget income (approx. two thirds) comes from a direct state subsidy. The subsidy amount is defined by the Methodology of the Ministry of Education, Science, Research and Sport of the Slovak Republic that is modified yearly. This Methodology uses various input data that are related to research activities of a university, the results of the last complex evaluation, the amount of financial resources obtained from home grant agencies and from abroad, as well as the publications of lecturers, research staff and students of a university, etc. The amount of publications as a scientometric criterion was for the first time used in 2005 and since then its proportional representation has risen substantially and it represents a strong motivational aspect for universities in Slovakia. The number of publications also plays important role in the qualification growth of P. J. Šafárik University lecturers and research staff. The specific requirements as to the categories and numbers of publications to be met by a candidate for the habilitation (associate professor status) and inauguration (full professor status) are defined by several legislative documents and are further specified by the documents approved by the Scientific Board of the University. The qualification growth of lecturers is also important for the University as it has its influence on the amount of the direct state subsidy. The presentation will focus on the importance of the publication activities as one of the scientific criterion relevant to the research and scientific activities of the University and the methods of publication registration by the Ministry and the University, their strengths and weaknesses will be discussed.

New rules of evaluation of scholarly journals and scholarly institutions in Poland

Recent amendments to laws on Polish science and higher education have resulted in changes in the system of evaluation of both research institutions and scholarly journals. The final result of the assessment will be a new categorization of academic units. As the majority of scientific institutions in Poland are publicly funded, new criteria will have significant impact on their financing. The next evaluation will be conducted in 2013 and will be supported by currently developed computer applications. The address will present the rules of evaluation of journals and research units in Poland and will iscuss the main allegations made against them.

Academic Scholarship in the Digital Age

Digital information and the increasing amount and availability of its basis, data, is changing scholarship to a more or less dramatic extent. New areas of research and knowledge have been created by the availability of machine-produced data, calculations, and simulations in various academic disciplines. In academic teaching, too, digitized sources and forms of learning are about to convert studying and lecturing to a considerable amount. However, no adequate infrastructure for digital information has emerged yet. Whereas in the field of scientific information providers (libraries, document centers, publishers etc.) new services, arrangements and business models are being experimented with, the scholarly disciplines are, by and large, lagging behind these developments, as are most scientific work practices and teaching in general. To sum up: An information infrastructure of scholarly information has been developed, but not one for scholarly information, yet. What this means, and some ideas of what could be done about it, shall be discussed in the talk.

Crisis of scientific communication: Fact or Fiction?

Modern libraries have been around for hundreds of years and served us well with practically the same form of service. Today electronic publishing seems to be changing not only the form of service but the concept of a scientific library as such, as professionals for their work not only need access to the right publications but they frequently want it right now. At the same time some, if not all, modes of scientific communication are experiencing growing degrees of stress. We are faced with an almost exponential expansion of journal titles, many of them published only electronically. When we add to this the current tendencies to assess the scientific merit of an academic by the number of his publications or citations we see the basis for this ‘publish or perish’ culture we all are experiencing. On the other hand the emphasis on the ‘transfer of technologies’ is often forcing scientists to hold back publications of their results in order to protect their intellectual property. Indeed some results are never published or patented precisely because their commercial value is greater when their essential principles are not known. We see the gradual decline of telephone directories as our mobile telephone numbers are deemed to be too confidential to be published. Are we moving in the same direction with the scientific results of a real value?

Open Access as a new trend in the scholarly communication at the Czech universities

The presentation will map the situation of the scholarly communication at the Czech universities from the open access point of view. The supporting activities of the Association of Libraries of Czech Universities will be also mentioned. The second part will present the Digital Library of the University of Pardubice, its placement to the university structure, and its connection to the world systems and services.

„Open Access“ trends and its applications

Global changes in the new building the information society strongly affect all areas of scientific communication and access to social cognition. The main role here played by the processes associated with the information searching and survey in making complex, searching and mediation of professional information and knowledge from information sources with „Open Access“. It will address current issues of Open Access to technical and scientific information indicates a change in their communication. On the basis of practical and theoretical bases will be formulated a general model of a modern operation of "Open Access" will be characterized by various factors and elements of the system, referring to the possibility of their use in communicating scientific and technical information on science and research in the Czech environment.

Towards a Prague Definition of Grey Literature

The most common definition of grey literature, the so-called ‘Luxembourg definition’, was discussed and approved during the 3rd International Conference on Grey Literature in 1997. In 2004, at the 6th International Conference on Grey literature in New York City, a postscript was added. The main characteristic of this definition is its economic perspective on grey literature, based on business, publishing and distribution models of the disappearing Gutenberg galaxy. With the changing research environment and new channels of scientific communication, it becomes clear that grey literature needs a new conceptual framework.
