This thesis deals with money management in municipality Březnice in Zlin region. Its theoretical part sums sup the most important pieces of knowledge concerning municipality functioning, money management and also concerning budget tax determination. The practical part comprises the analyses of the status of municipal money management both in the field of budget receipts and expenditures and in the field of money management of municipal property. In terms of previous pieces of knowledge, there is carried out SWOT analyses, there are set the problematic fields of municipal money management and defined proposals for improving including also contribution for municipality and the level of realization.

Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Resüme Titel: Die Zuständigkeit der Gemeinden Das Hauptziel dieser Diplomarbeit besteht darin, die Zuständigkeit der Gemeinden in der Tschechischen Republik zu beschreiben. Die heutige gesetzliche Regelung schließt sich seit 1990 wieder an die ehemals Ősterreichisch-Deutsche kommunale Tradition des gemischten Vollzugs der öffentlichen Verwaltung an. Nach einer nötigen kontextuellen Einführung (in der Form der Abgrenzung des Begriffes der "Zuständigkeit" und in der Form eines kurzen historischen Exkurses des Verlaufs der gesetzlichen Regelung bis zum Jahr 1990), folgt das Kapitel über den übertragenen Wirkungskreis der Gemeinden. Das Ziel dieses Kapitels ist die Verankerung dieser Zuständigkeit innerhalb der Rechtsordnung der Tschechischen Republik, ihre Prinzipien und ihre Funktionieren zu zeigen. Comparison of the Organisation of Local Administration in the Czech Republic and the Republic of Montenegro The thesis Comparison of the organisation of local administration in the Czech Republic and the Republic of Montenegro deals with the basic principles of the organisation of local administration in the above mentioned states both in the form of valid legislation and its practical implementation. A large space is devoted to the constitutional foundations defining the scope of powers of local self-governments and the degree of their decision making autonomy and to two basic laws which determine essential institutes and aspects of the local self-governments administrative activity - the Czech Law on Municipalities and the Montenegrin Law on Local Self-Government. Major part of the thesis is descriptive and it is analysing and comparing the valid legislation. This part is followed by the evaluation of the practical implementation of the legislation and by the reflection of real organisation and functioning of local administration in both countries. Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. Diploma thesis "The Interest Group the Union of Cities, Towns and Communities of the Czech Republic in the Process of Public Policy in the Czech Republic" is a deeper analysis of one of the important interest groups associating cities, towns and communities in the Czech public space, the Union of Cities, Towns and Communities of the Czech Republic. Activities of the Union and its contribution to the Czech public policy are in depth analyzed against a background of social movements and the theory of interest groups. The Union is assessed from the perspective of its history, types of interest groups and resources it manages (namely the membership base, financial means and means of public policy lobbying). The analysis indicates that the negative image that lobbying has in the Czech Republic needs not necessarily be fair. As an organization addressing peer groups, yet defending public interests due to the fact that the Union's members are as a part of public administration municipalities, the Union advocates those things that finally bring positive effects to lives of all citizens in the Czech Republic. Local Political Systems in the Nordic Countries

Diploma thesis deals with local polity, politics and policies in the Nordic countries. The main aim of this thesis is to study local polity, politics and policies in the Nordic countries and then identify what are the most important common features of these countries and the most significant differences between them. The first chapter deals with known theoretical approaches to distinctions between local government systems. This chapter presents some typologies of local government systems. Another four chapters are dedicated to local politics in the Nordic countries. The second chapter is focused on Sweden. The third chapter deals with Denmark. The fourth chapter is focused on Norway, while the fifth chapter on Iceland. The each of these four chapters is split into several subchapters, which are focused especially on competencies, tasks and duties of municipalities, structure and functioning of municipal institutions, forms of intermunicipal cooperation, number and size of municipalities, structure of municipal earnings and expenditures and other financing matters, electoral and party systems at local level, neighborhood councils, user democracy and free commune experiments. Bachelor thesis focuses attention to individual municipal authorities, mainly to municipal council members and their liability in the scope of political law, private law and criminal law also associated with new legal norms about personal data protection (GDPR) in the scope of independent and delegated competence. The research compares municipality with commissioned local authority and municipality with extended competence in conjunction with other legal norms, such as the Municipalities Act, the Civil Code and the Penal Code. An important part of this thesis is a questionnaire, which is used for the research and it illustrates legal liability of local authorities elected in compared municipalities and an interview with an elected member of municipal council after elections. The results of the research present subjective points of view of municipal council members on their own liability.
