Stehlík, Petr ; Holcová, Irena (advisor) ; Křesťanová, Veronika (referee)
Copyright and patent protection of computer programs in the United States of America and in the Czech Republic - analysis and comparison Computer programs in their nature are specific objects which have great value in the current information age. The purpose and aim of this thesis is to conduct a detailed analysis of the two most important regimes of their legal protection - copyright and patent protection. I cover both of these topics in the context of the law of the United States of America (USA) first and then in relation to the law of the Czech Republic. In the chapters about copyright protection, I specifically describe the individual aspects of a computer program, such as source and object code, graphical user interface, structure and functions of a computer program and whether and under what conditions these aspects of a computer program are protected. After that I analyse the conditions of a computer program's protection in connection with patents. As to the law of the USA, the most important source of law are understandably decisions of local courts in which the form and conditions of both copyright and patent protection of computer programs are described in a detailed manner. In the chapters which concern legal protection of computer programs in the Czech Republic (specifically in...
Effective Utilization of Municipal Solid Waste in Heat and Power Systems
Ferdan, Tomáš ; Bébar, Ladislav (referee) ; Ucekaj, Vladimír (referee) ; Stehlík, Petr (advisor)
This work focuses on effective utilization of municipal solid waste in heat and power systems. The effectivity in this work is evaluated from an economic as well as an environmental viewpoint. In the introductory part a review of legislation and state-of-the art in the fields of energetics and waste management of European Union is presented. Next an optimization tool NERUDA, created on the author’s workplace, is introduced. NERUDA consists of basic modules on which creation has the author been participating. The thesis is divided into two main parts that describe two NERUDA’s modules. First deals with a techno-economic model of waste-to-energy plants and is called Flexi model. The main output is a dependency of gate fee on capacity. Second part is devoted to the implementation of new module into the NERUDA system. This module is an environmental criterion for evaluation of the effectivity of waste utilization in the waste management and energetics.
An analysis of the decision making of the Office for the protection of competition
Šipkovská, Silvie ; Ochrana, František (advisor) ; Stehlík, Petr (referee)
The thesis deals with the nature of the decision-making of the Office for the Protection of Competition (hereinafter "the OPP") in the area of public procurement. The theoretical part describes the various methods used, the legislative framework for the decision-making processes of the OPP (from the point of view of the currently effective legislation and the new Act on public procurement), and summarizes theoretical assumptions. In the analytical part, selected decisions of the OPP from the years 2005-2015 are analysed, using descriptive and interferential statistical methods. In terms of the subject matter, the OPP most often conducts proceedings in relation to complaints against alleged violation of the prohibition of discriminatory practices. Decisions of the OPP are challenged before administrative courts in only 4% of cases, in spite of the fact that contracting authorities are found guilty of committing an administrative offense in almost 80% of the cases. Commonly imposed penalties are fines. The trend of decisions on guilt, as well as the imposition of fines, is growing, however, the level of fines remains unchanged. A contracting authority which awards a public works contract is more likely to be found guilty than a contracting authority awarding other public contracts. It is also more...
Nazism and religion
Stehlík, Petr ; Kučera, Jan (advisor) ; Franěk, Jakub (referee)
This thesis deals with a mutual relationship between the ideologies of the Nazi movement and Christianity. In the first part we look at both an incompatibility and a proximity of different basic ideas of both worldviews. Attention is also paid to differences between Protestantism and Roman Catholicism. Besides the official party program and Mein Kampf, this thesis also examines private attitudes of several prominent Nazi leaders. In the second part of the work, theoretical conflicts of both worldviews are scrutinized in the context of actual historical events.
Copyright protection of software
Stehlík, Petr ; Holcová, Irena (advisor) ; Křesťanová, Veronika (referee)
The title of this diploma thesis: Copyright protection of computer programs The general purpose of this thesis is to describe the most important aspects of the legal protection of computer programs, particularly the aspects of copyright protection. In this thesis I describe the form in which a computer program is protected, the activities that are permitted by law in relation to a computer program and what activities constitute an unauthorised intereference with author's rights. In addition to the copyright regime I also briefly described patent protection of computer programs, since it recently was subject to heated discussions in Europe and we can anticipate further development in this matter in the future, especially with regard to the decision-making practice of the European Patent Office and possible legislative establishment of patent protection of software at EU level. I have analyzed the above mentioned aspects under the Czech law (in close relation to the law of EU) but also under the law of the USA. Therefore, another aim of this thesis was to compare the legal protection of software in the USA and in the Czech Republic (EU respectively). Finally, this thesis also describes the issue called "software piracy", i.e. illegal distribution and use of computer programs. More specifically, I...
Nazism and religion
Stehlík, Petr ; Kučera, Jan (advisor) ; Franěk, Jakub (referee)
The thesis deals with a complicated relationship between National Socialist ideology with its leading figure, Adolf Hitler, on one side and religion - especially Christianity - on the other. In the first part of the thesis the attention is given to related historical context and escalating persecution, which the regime carried out on both the Protestant and Catholic Church, and also the hope, which the regime initially put into German Protestantism. Next part of the thesis is dedicated to the religious views of several prominent Nazis using transcripts of their private conversations and their diaries as a primary source of information. The last part examines the attitude of Nazism towards Judaism, Islam and atheism as well as the theory of political religion.
Bribery and Overpricing in Public Procurement - The Case of The Czech Republic
Stehlík, Petr ; Ochrana, František (advisor) ; Witz, Petr (referee)
The aim of this thesis attempts to analyse two concepts connected with public procurement overpricing, competition effect and non-transparent effect. Dataset consists of 326 public procurement contracts. Existence of competition effect is proved, thus increase of competitors in selection procedure causes that final price decreases. Open types of selection procedures are also cheaper for public authorities. Analysis of non-transparent effect lies in possibility to find beneficial owner of each winner of selection procedure from public sources. Results show that companies with clear and visible owners realize public contracts cheaper than their non-transparent competitors. Findings are also discussed in public policy approach.

Analysis of Interactions in Waste Management
Szásziová, Lenka ; Hájek, Jiří (referee) ; Hrabec,, Dušan (referee) ; Stehlík, Petr (advisor)
PhD thesis deals with the application of simulation, forecasting and optimization methods in the waste management. An introduction describes current state and outlook in the waste management in the Czech Republic. The following chapter analyzes the available data base in the field of the waste management in the Czech Republic, focusing on the specifics and problems such as variable availability of spatially and hierarchically structured, heterogeneous input data. The core work is the computational tool named Justine, which represents the balance system, ensuring consistency of values for the standalone and aggregated data, in terms of their composition and distribution in intended area and time. Development of the tool was motivated by the need to predict the production and composition of various types of waste. The application of the concept is shown in three case studies, focusing on the prognosis of hazardous waste, the forecast of production and composition of municipal solid waste and components of separated waste collection, and estimation of the waste with waste-to-energy potential, all in the Czech Republic. The outputs of the tool represent valuable inputs for the related optimization supply chain models, which are used e.g. for the design of new waste-to-energy facilities.
The Influence of Operating Parameters and Construction Parameters of the Process Burner on Stability and Combustion Processes Parameters
Skryja, Pavel ; Jegla, Zdeněk (referee) ; Odstrčil, Miloslav (referee) ; Stehlík, Petr (advisor)
The objectives of this paper focus upon composing recommendations with respect to burners design while observing aerodynamic, together with present and advanced developments in the field of flame technology principles. Specifically the aims are set at flame stability and pollutions. Important part of this paper is a novel design procedure dealing with premixed burners. Further, by exploiting the results of testing program enabled one to design burners exhibiting low level of nitrogen oxides emissions. On the basis of aerodynamic analysis of premixed burners flow path several recommendations on the geometry resulted in proposing two ejectors, which transport the combustion air. In the first ejector the fuel jet, generated by flow through a nozzle, draws the specified part of the combustion air, and then the mixture is a driving agent of the second ejector. The remaining part of combustion air flows first through the radial curved vanes, and second its tangential velocity component is augmented by axial vanes prior it enters mixing part of the second ejector. For the additional contribution to the rotating motion the inclined axial vanes built inside the nozzle of the second ejector are responsible. The resulting swirling number reaches the values up to 2.6. For the burner so arranged fire stability and low NOx emissions in the wide operating conditions can be expected. Within the frame of extensive testing program in the field of diffusion burners several modifications have been carried out such as setting of axial vanes which secure the swirling motion, changes of combustion air flows path, and modifications of secondary nozzles, these resulted in extending zone of stabilized flame and reducing the formation of NOx, e.g. NOx emissions of 70 ppm, prior the modifications, have dropped to 30 ppm (dry flue gas 3% O2). The main contribution of this paper stands in applications of development activities results in aerodynamic and flame within their implementation in the field of burners design. Further, it is the proposed design of burners which are capable of simultaneously firing products of the biomass microwave pyrolysis, namely syngas and bio-oils.
