Responsibility to Protect (R2P) in French Foreign Policy 2008 - 2013

This Master's thesis deals with the emerging international norm Responsibility to Protect (R2P) in French Foreign Policy between 2008 and 2013. Responsibility to Protect was created in 2001 by the International Commission on Intervention and State Sovereignty and endorsed by the UN World Summit in 2005. It has changed the understanding of state sovereignty in international relations by emphasizing the responsibility component of sovereignty. It gives priority to the security of individuals. France has been an active agenda-setter in the field of human protection norms in the 1980s and 1990s and it has showed a supportive approach towards R2P. The thesis examines whether the conceptualization of R2P in current French foreign policy is coherent with this tradition. The research is based on the concepts of ethical foreign policy and alternative national interest. The analysis of strategic documents setting the priorities of French foreign policy between 2008 and 2013 as well as an examination of the three military interventions based on R2P (Libya, Côte d'Ivoire and Central African Republic) in which France played an active role have shown that in the France's foreign policy is based on moral principles which it upholds in strategic documents. International Criminal Tribunal for the former Yugoslavia and Ante Gotovina

The bachelor thesis focuses on the International Criminal Tribunal for the Former Yugoslavia and deals with the issue of Croatian governments' cooperation with the Tribunal in the period between 1995 and 2005. The cooperation consisted in the arrests of Croats who had been indicted by the Prosecutor of the Tribunal. It analyzes in particular the case of the former Croatian general Ante Gotovina who became the most senior Croat prosecuted by the International Criminal Tribunal for the Former Yugoslavia. The first chapter outlines the historical development in Croatia between 1990 and 1995. Special attention is given to the armed conflict which was taking place in Croatia in the years 1991 to 1995. During the armed conflict, the crimes which would later be investigated by the Tribunal were committed. The next chapter analyzes the International Tribunal for the Former Yugoslavia as an international judicial institution. It is followed by a chapter in which the approaches of three Croatian governments vis-a-vis the Tribunal are compared. The factors which shaped their decisions are analyzed here. The last chapter is a legal analysis of the judgment rendered in the case of Ante Gotovina who was acquitted by an Appeals Chamber of the Tribunal in 2012.
Strategic Analysis and Health Care Quality of Masaryk Hospital in Jilemnice

The aim of this thesis is to elaborate a strategic analysis of Masaryk Hospital in the city Jilemnice and evaluation of quality of care in this medical facility. Masaryk Hospital in Jilemnice city is located in the Giant Mountains region in the Liberec Region and is the largest organization run by the city Jilemnice. The health sector in the region is developing quite dynamically and is thus evident that although the hospital is a non-profit organization run by the city, operates in a market environment, especially due to relatively visible competitive struggle between hospitals in its vicinity. It is a facility offering comprehensive acute health care, which operates six other wards and outpatient department.
