The process of public tenders for the police

The aim of the thesis is evaluation of the public procurement issue in the Police of Czech Republic (Policie České republiky) namely from beginning of the public procurement until its realization. Aim of the thesis is evaluation of the process of public procurement in the Police of the Czech Republic from the theoretical point of view, thus description legislative environment and from practical activities involved subjects the point of view as well. Procedure itself of the public procurement is regulated by the generally regulated legislation, but regarding to the subject of the contract owner like Police of the Czech Republic, is this procedure determinate by the Ministry of the interior regulation. One of the basic presumptions for effective and economical spending of the public funds, not only in the police, but also in the whole public administration, are correct public procurement when buying services, supplies or building operations. In this thesis is described procedure in the realization of the public procurement from its planning until contract concluding. In the thesis are also mentioned subject, which are involved in this process including their rights and responsibilities.
Management of the certain property group in Department of military of Defence of the Czech Republic

The thesis is focused on the property management in within the Ministry of Defence of the Czech Republic, specifically on example of equipment for personal use. The theoretical part of the thesis is aimed on personal equipment and specifics of its use within the Army of the Czech Republic. The management process including dealing with equipment is being governed by legislative standards and internal regulations. The practical part is addressed to personal equipment including the consideration of the need for acquiring, managing and registering. In all the cases of compating, the form of equipment standards is being used. The thesis is targeted on differencies and specifical needs of the personal equipment of the Prague Castle Guard, which performs representative and other specifical tasks linked with security, protocolar, and representative activities of the President of the Czech Republic. In the final section a particular management of personal equipment is described and supplemented by finding from practice. The work provides a comprehensive overview of the management and handling with personal equipment within the Ministry of Defense of the Czech Republic.
Fiscal policy and analysis of unemployment in the Litoměřice region

This master's thesis deals with fiscal policy and the analysis of unemployment in the region of Litoměřice. The first section summarizes theoretical findings in the area of fiscal policy, unemployment, and the labour market. This section also describes specific elements of the labour market and the risk groups in it; forms and tools of fiscal policy; types of unemployment and its impacts; and tools for decreasing unemployment. The practical section of this thesis provides the general characteristics of the region of Litoměřice. Unemployment in the region is explored according to age structure, length of unemployment, structures of available job positions and the degree of education achieved among unemployed individuals. In addition, this section compares the region of Litoměřice to the Ústí Region in terms of unemployment. By using an econometric model, the impacts of selected variables are quantified on the ratio of unemployed persons in the region of Litoměřice. The model contains quarterly data from 2010 to 2015. At the end of the practical section, the influences of individual variable models are expressed relatively via elasticity coefficients.

Budget of the European Union in the field of justice and home affairs

The Master Degree Thesis focuses on analysis of the EU budget. The main area of interest is justice and home affairs. Planning of the EU annual budget is preceded by creation of the Multiannual Financial Framework which is a planning tool and also a safeguard of predictability of the EU expenditures. Also EU priorities are mirrored there. Annual budget itself is divided into six headings. The thesis is dedicated mainly to the third area Security and Citizenship. Also an EU agency CEPOL (European Police College) is financed from this area. The second part of the thesis is dedicated to CEPOL. The EU agency CEPOL occupies important position in the field of education and training of senior police officers and also law enforcement officers. It provides educational and training activities which suppose to contribute to improving of EU Member States´ cooperation in fighting against the most serious forms of international crime. The flagship of CEPOL is European Police Exchange Programme. Thanks to the exchange programme, the participants gain experience based on their needs and preferences. CEPOL supports qualitative rather than quantitative education. The third part of the theses tries to find out whether the financial resources spend on the Exchange Programme are used effectively. This issue is examined by using a questionnaire and subsequently its evaluation.
Legalization of proceeds from crime

The thesis deals with issues of legalization of proceeds of crime in the Czech Republic. The theoretical part is focused on defining terms and analysis of the general characteristics of organized crime, including its development since the late 20th century to the present. Further detail is aimed at analysis of the crime of money laundering focusing on stages of the process of money laundering. The practical part describes the recover the proceeds of crime and compares previous and amended legal provisions concerning this issue. Further analyzes the statistical data of economic crime in the Czech Republic between 2008 and 2015, with a forecast of the years 2016 to 2018 and describes the analysis of actual cases of money laundering. At the end of the work deals with a summary findings and compare the characteristic features of the process of money laundering with the real practices recorded on specific cases.
Emergency operations of the fire brigade units in context of the budget of the Fire and Rescue Service of the Czech Republic

This thesis deals with intervention activities mainly of the professional fire protection units in the Czech Republic with a focus on the predominant type of incidents such as traffic accidents, fires and technical assistance. In this context, it is designed as a historical trend in the number of such events and their future prediction using statistical techniques. Even the historical development of the budget for the Fire and Rescue Service in the same period is being discussed, referring to the cost of these interventions.
Development of traffic offenses

Driving offences are an actual topic, because there are more and more vehicles on the roads of all the time higher power and all the time more "perfect", while personality of the driver remains the same and the consequences of these driving offences are all the time more fatal. However it is strange that adhering to the traffic rules from the side of drivers is very limited and the whole society subconsciously sees resolution of these offences so that the driver obtains a fine on the spot or the offence is reported to the respective administrative body for further hearing. The reality though is much more complicated, as resolving of traffic offences is dealt with in the Act on offences, Traffic act as well as in the Administrative procedure code. Further facts have to be for instance deducted from the Criminal code. The legislators make every effort to adapt traffic regulations not only to the currently growing occurrence of road rage, but also to set more accented rules, which would be not only respected, but also adhered to, by drivers. Probably the greatest progress in the area of driving offences brought the introduction of so called point system, which has not only repressive but also informative and preventive effect. The essence of this system lies in the fact that the most serious offences and criminal offences are rated by points and when committing these the points add up in the register of the driver up to an exactly defined level, beyond which the driving licence is taken away from the driver. Further breakthrough represents the amendment of the Act No. 361/2000Sb., which, among others, incorporates into its content a part of administrative transgressions such as § 125c - offences, which means that the Misdemeanours act should contain only the general part on offences and a procedure provision regarding offence proceedings.
The operating costs of official vehicles of the Czech Republic Police in the framework of the regional police headquarters in the Pilsen region

This work is theoretical part deals with revenues and expenditures, state budget, the Police of the Czech Republic and the cost of operating business vehicles. There are explained terms relating to the public sector, public finances and discussed herein system of public budgets. There are concepts and definitions car, the basic kinds of vehicles and road traffic. The practical part is focused on the management of the Police of the Czech Republic, the costs of the fuel consumed, the number of kilometers traveled and accidents official vehicles. There is described refueling and types of service vehicles, their numbers and the numbers of accidents and drivers who operates them. Finally, we evaluated the management of the Police and analysis of monitored indicators in the period and the expected development in the future.
