Social Cooperative of Municipalities/Microregion as Tool to Solve Regional Needs and Handicapped Citizens Employement

My thesis is that ?Social cooperatives across communities can be used as a tool to better address regional economic needs and improve employment levels of disadvantaged citizens.? My hypothesis is that cooperation across communities creates more positive economic effects than simply individual participation within a single village. When individual villages join forces there is a greater probability of obtaining dotations from the EU Monetary Funds. The group of villages is also in a better negotiating position with other governmental departments and authorities than just negotiating on their own. This is extremely important since it is the individual villages and cities that suffer the most when they cannot address the economic issues of their disadvantaged citizens ? e.g. increasing crime levels, antisocial behavior and other negative aspects. If the individual villages join together in a social cooperative they will be in a better position to negotiate and thus collect benefits to better serve their disadvantaged community. Social cooperatives do exist today that are focused on addressing the needs of the disadvantaged. They work to offer employment positions (opportunities) to the disadvantaged citizens who then can provide certain types of services or products they produce back to the community. Unfortunately, these types of cooperatives do not exist within our micro region. Unlike abroad, this type of cooperatives does not exist in our country yet and therefore it was difficult to evaluate my theory in practice within the Czech Republic. As a result, I used micro region ZÁHORAN as an example to explore the reason why we do not have these social cooperatives.

Preconditions of commercial use in tourism of historical attitudes to crime and punishment

Dark Tourism is a term that in the last days has gained more attention of tourists as well as of entrepreneurs. It reveals a range of activities that attract tourists from all the corners of the world. One of these activities is the history of crime and punishment that reveals the darkest site of human nature. By research we found out that people perceive this activity rather in a negative way because they are repelled by vision of death and suffering. Though the visit rate of places that reveal the history of crime and punishment is high. People visit these places due to the knowledge. They want to reveal the history and gain new information. The main objective of this work was to evaluate the present status of market of Dark Tourism and especially its section history of crime and punishment. We found out the following: the demand for this activity is relatively high but the offer is not able to satisfy the demand. On the territory of the Czech republic there is located relatively small number of commercialized products that reveal the history of crime and punishment. It adverts to opportunity for entrepreneurs and investors to build new objects or to reconstruct existing objects. The history of crime and punishment on the territory of the Czech republic is very wide and mysterious and thus attractive for tourists.

The development of the crime on credits in the South Bohemia before 2014

The aim of this study is to analyze the development of committing a credit fraud offence under § 211 of the Act. no. 40/2009 Coll., the Penal Code (particularly the development of this crime and the development of the amount of the damage) and consequent comparing the selected macroeconomic indicators development in the period 2005-2014 in the region of South Bohemia. In this work secondary data analysis methods were used. Statistical data obtained from the South Bohemian branch of the Czech Statistical Office and statistical data from Crime Police of the Czech Republic was used as the source. The data evaluating the amount of detected cases of this crime committed by the offenders in the Region South Bohemia, according to the region where the fraud was commited, was analyzed. The analyzed file was 5,713 offenses and 4,219 offenders. The defined set was divided into seven parts (districts), according to the local jurisdiction of the territorial departments of the Czech Police. The observed data was compared with selected macroeconomic indicators. From the results it can be concluded that the highest rate of loan fraud offence (calculated per 1,000 inhabitants) is in the district Stra-konice. Conversely, the lowest crime in the same period is in the district Jindřichův Hradec. This work also re-vealed that the development of macroeconomic indicators has no effect on the development of this crime. In conclusion, it is recommended to promote economic education at primary and secondary schools, thus improving the financial literacy of the population. Furthermore, we can recommend the consistent use of, the Central Credit Register, which is already available, as well as supporting of changes in the legislation, so that the providers have an obligation to investigate the credit applicants more and make the offenders of this crime discouraged by higher penalties imposed for credit fraud.

The crime of a breach of peace

CRIME OF A BREACH OF THE PUBLIC PEACE This thesis deals with the issue of the crime of a breach of the public peace. The starting point thereof is the valid and effective wording of section 202 of the Criminal Code. (1) The person who commits publicly or at a place accessible to the public a gross indecency or a breach of the public peace by making an attack on other person, defames a historical or cultural sight, a grave or any other sacred place or intervenes in the preparation or course of an organized sporting contest, assembly or a ceremony of people in a gross manner will be punished by the imprisonment for up to two years. (2) The perpetrator will be punished by the imprisonment for up to three years if he commits the crime mentioned in para 1 as a member of an organized group. The crime of a breach of the public peace pursuant to section 202 is one of the crimes grossly intervening in the social cohesion anchored in Chapter V of a special part of the Criminal Code. In practise, the most often prosecuted crime of this Chapter is in question. The perpetrators are usually young people, more often men, as arises from the court statistics. In this respect, the alcohol or narkotics and the feeling of a man being part of the crowd, i.e. the factors depriving an individual from inhibitions and encouraging...

The Citizens with Officially Cancelled Permanent Residency on Territory the Ceske Budejovice

Permanent address is very important information for each citizen of the Czech Republic as it is closely linked to some rights and obligations exercised. A citizen of the Czech Republic may only be registered for permanent address at one place, usually where he/she has his/her family, flat or job. The permanent address location however does not have to be connected with the real place of residence and the bachelor thesis focuses on this reality, which often complicates citizens? lives. The origins and purpose of permanent address is examined from the historical point of view with links to the present situation. The bachelor thesis deals with the exact definition of the institute of permanent address of citizens of the Czech Republic and with a relatively new phenomenon of citizen registration, the possibility of so called official permanent address cancellation if the address does not correspond with the place where a citizen really lives. A house owner or a new lessor then exercises his/her right and files an application for cancellation of permanent address of a former lessee that is still registered at the address. During the administration procedure the lessee is asked to re-register voluntarily to another address upon valid right of use, if he/she fails to do that within a set deadline the address is officially cancelled, he/she is formally registered to a registration address, and the registration office of the municipality in whose territory the permanent address was cancelled then becomes the permanent address. The issue of permanent address cancellation brings numerous aspects not only in the context of the phenomenon of homelessness. The purpose is to point out the fact that not all the people with officially cancelled permanent address are homeless and still they are people who solve urgent living conditions and other existential anxieties. The bachelor thesis focuses on the territory of České Budějovice, its goal is to map the structure of the citizens with officially cancelled permanent address in the territory from the gender point of view. Another aim of the thesis is to find out in which parts of České Budějovice applications for permanent address cancellation are the most frequent and except others to propose a prognosis of the number of citizens with officially cancelled permanent address in České Budějovice. The fact showing certain relation between officially cancelled permanent address and escalated crime in selected area of České Budějovice seems to be a very interesting indicator. Demographic data processing is based on quantitative research performed upon own work experience by means of analysis of secondary data and trends from documents of opened administration procedures, their course and from already issued administration decisions on permanent address cancellation at the territory of České Budějovice.

The methodology for investigation of theft (criminal and forensic issues)

The work deals with the most common crime in the Czech Republic - theft, with a special focus on burglary. The emphasis is put on a detailed definition of the criminal offense of the theft by the currently valid legislation while outlining the previously valid legal regulations. From the criminalistic perspective, the work focuses on the classification of individual types of theft, theft offenders, victims of the theft, the most common evidence arising from burglaries and investigative capacity in explaining the theft, with an emphasis on the crime scene investigation and an interrogation of the accused. The rigorous work is also complemented by a part containing information on prevention of theft, practical examples and data from police statistics and victim surveys.

Reconstruction of a crime

Title of the dissertation: Reconstruction of a criminal offence Key words: reconstruction, criminal offence, criminology Abstract This dissertation deals with reconstruction of criminal offence, its definition, the tactics used and the relevant aspects of the criminal law. The first chapter is concerned with the term of 'crime reconstruction'and the use of the crime reconstruction, discussing the historical development of crime reconstruction together with the development of the views and opinions dealing with the crime reconstruction. The second chapter considers specific types of crime reconstruction, that is a reconstruction of criminologically significant crime locations, significant objects and significant signs of a criminal and, finally, the reconstruction of criminologically significant actions and events. The third chapter deals with the legal aspects of the reconstruction of criminal offence, specifically its embedding in the criminal law. The fourth chapter discusses the difference between the reconstruction of criminal offence and the other methods of investigation, such as the initial investigation, verification of statements on the site and the inspection of the scene of crime. The fifth chapter concentrates on the psychological aspects of carrying out the reconstruction of criminal offence....


Methods of investigation of murders

This diploma work deals with the methodology of investigating murders. The aim of my work was to shed a light on this issue and try to explain it from an expert point of view. The diploma is divided into three main chapters. The first one deals with juristic and criminalistic characteristics of murder and with the phenomenon of serial and mass murderers. The second part is dedicated to the most important aspects which influence the course of investigation, namely the specialties of the primary operations, search of crime premises, trace evidence, the interrogation and the role of psychology in it. The last part is trying to give a complex view on sexual murders and its suspect, various typologies of sexual murders and sexual paraphilia which occur very often. The most dangerous of them is sexual sadism and murderers who suffer from this kind of deviation are considered to be the most brutal and dangerous. In the end, this work is trying to explain the important role of psychological profiling in investigating murderers. The cooperation between the investigator and psychologist could only increase the chances of apprehending the offender.

Water resources and water pumping sites for fire equipment in Písek district.

In my diploma thesis I have created the updated version of water sources and pumping sites for fire equipment in the Písek district. I acquired large volumes of data by a detailed physical inspection of possible water sources in all villages in the Písek district. In my thesis I have mentioned water sources only in those villages that are classified into fire protection units, category II and III. The complete summary of all water sources and water pumping sites is on the attached CD. The data contain the name of the village, type of water source, GPS coordinates, additional information about the water source and any additional notes regarding repairs, distances from the village, etc. Photo documentation and the map section were produced for each water source. In many villages, there are hydrant networks which, in those villages where there is no water source, can have a substantial effect on fire safety. The thesis also includes the list of all hydrant networks in the Pisek district, including the owners and operators. The thesis can be used for the Operating and Information Centre of the Fire Brigade for the South Bohemian region which, for the demand for water for rescue and liquidation can send the unit directly to the water source according to the ascertained data. For some water sources, below the table in the note, there may be corrections or improvements that lead to a better use of these sources. The thesis monitors the existing status of the water and pumping sites for fire equipment in the Pisek district. I compared the acquired data with data from South Bohemian Region Regulation No.4/2003 at 2.12.2003. It results from the compared data that permanent updating and communication on the part of the municipalities with the Fire Brigade is necessary. In many places, water sources are closed and new water points originate with the possibility to pump this basic and main extinguishing agent.
