Implementace koncepce Smart City v oblasti sociálních a zdravotních služeb ve Zlínském kraji

The main aim of given master thesis is to analyse the current situation of the implementation of the Smart City/Region concept in field of social services and health care services in Zlín region. The theoretical part of this thesis pays attention to the key theoretical concepts, which are essential for the understanding of the whole topic. The following analytical part of this thesis firstly analyses the role of the region in the process of implementation of the Smart City/Region concept. Secondly it aims to analyse the current situation of the implementation of the Smart City/Region concept in given field of social services and health care services within the Zlín region. At the end, the attention is given to the exploration, whether the Covid-19 pandemic could potentially influence the development of implementation of the Smart solutions within the given field. The analytical part of the thesis is based on the secondary information from the relevant methodical and strategic documents at the national and regional level. The significant sources of data are also primary information from the group interview with the 3 relevant representatives of the regional office of Zlín region and semi structured interviews with 2 relevant representatives of the social service organizations and 2 relevant representatives of the health care service organizations. Finally, the master thesis seeks to evaluate actual situation and practices of the implementation of the Smart City/Region concept in given agenda of social services and health care services. It seeks to identify the existing problems and barriers and tries to suggest the possible recommendations for further development of the implementation of the Smart solutions within the particular field of social services and health care services in Zlín region.
Extreme Emergency during Provision of Health Services

The work discusses the institute of extreme emergency in the context of the provision of health services. Its goal is to find out whether the current legal regulation of extreme emergency is sufficient for the field of health law from a practical point of view. The work analyses individual conditions of extreme emergency from the point of view of civil law. For the better understanding, it includes frequent comparisons with other legal fields. In several places, there is a comparison with foreign legislation. The work also provides an insight into the circumstances excluding illegality, which are unknown for the Czech legal system. The work is divided into four chapters. The first of them deals with the concept of illegality and the connection between civil law and criminal law regulations of circumstances excluding illegality. The second chapter presents the role of extreme emergency in the legal system. It focuses on the state of emergency in the Convention on Human Rights and Biomedicine, on the obligation to compensate for damage caused in an extreme emergency and on the apparent (putative) extreme emergency. Geodemographic aspects of the take-up, provision, and availability of the selected healthcare services in Czechia Abstract This work focuses on finding connections and monitoring differences in the area of take-up, provision, and availability of the selected health services in Czechia, especially from a geodemographic point of view. The main goal is to describe and evaluate the influence of basic demographic aspects, age and sex, on take-up, provision, and availability of health services, and also to clarify regional differences. This issue has so far been studied relatively limited in the Czech environment. The work mainly concerns the segment of outpatient care, which is an irreplaceable component of the healthcare system, namely specializations of general practice, outpatient diabetology, cardiology, and psychiatry. Particularly data from the General Health Insurance Company of the Czech Republic (VZP ČR) were used, which contained detailed anonymised information on take-up, provision and availability of health services. Based on these data, methods of a quantitative character were applied. The findings confirm global trends and also offer new insights for further examination of the issue. Health care (Section 2636 - Section 2651 CC) The topic of the thesis is health care (Section 2636 - Section 2651 CC), an obligation regulated in the mentioned provisions in Act No. 89/2012 Coll., Civil Code. A contract for health care is the most common legal title for the provision of health care. On the basis of a health care contract, in particular, health care and other health services, according to Act No. 372/2011 Coll., the Health Services Act, are provided, which usually consist of interference with the integrity of a person according to Section 93 and following of the Civil Code. The thesis is divided into seven chapters and a conclusion. The thesis is dominated by descriptive, comparative, analytical and deductive methods of work and research. The aim of the thesis was, on the one hand, to comprehensively present the contractual relationship between the health care provider and the patient, focusing on the health care provider and the patient, as such services will be provided most frequently on the basis of a health care contract, and to present their mutual rights and obligations, and on the other hand, to evaluate the quality of the currently applicable legislation. Health services from the point of view of value added tax

The thesis deals with value added tax and discusses it in terms of services provided in health care. The thesis specifies selected problems of organizations providing services in health care in terms of value added tax and offers such organizations in this area possible solutions. It contains a description of the key structural elements of value added tax, deals with the analysis of the most important judgments of the Court of Justice of the European Union, which are related to the health care and on their basis tries to define the health care and other related services precisely. The practical part of the work dealt with three model situations in which model returns for value added tax were constructed. For the creation of the value added tax returns were used internal data provided by selected health care facility. The first two model examples compared the advantages and disadvantages of applying the shortened coefficient and the complexity of its construction. The latest model example pointed to the need to exempt health services within uniform legislation and price regulation. Based on the results, it can be stated that it is advantageous for a health care facility to claim a reduced right to deduct, but it is always necessary to assess the amount of the reduced right to deduction within the entire calendar year. Another partial conclusion was that the exemption of health care was necessary, in order for the prices for this care to be sustainable, affordable and to meet its goal, especially to be provided for the protection of health and prevention.
The importance of health services for caring families

This thesis deals with the topic of informal care linked with health care services. Many people are not aware of the variety of fields that can be classified as health care services and where to find these services outside of hospitals and surgeries. Often people have to look for information in the moment when they need to start caring for someone else which is usually difficult for them. One part of the thesis focuses on informal care, who carries it out, what it involves. The main goal of the practical part of the thesis is to identify the significance of health care services for caring families. To discover this goal two research questions were set: 1. Why does a member of a family become an informal carer? 2. Why do caring families utilize health care services for a non self-sufficient member of a family? In order to accomplish the goal, qualitative strategy was used, in particular the method of questioning. During the interviews, the semi-structured form was used. The acquired data were then processed using the method of creating clusters. On the basis of the acquired results I believe that the goal of the thesis has been fulfilled. Caring families seek out and utilize health care services when they need to add professional acts to their care. The example of such situation would be if a non self-sufficient person would have to be moved into a hospital or a housing facility (such as a retirement home) where formal care is carried out on a common basis. Families also seek out health care services if they need to stabilize or improve the health condition of the person they care for.
The procedure of health care provider non lege artis with respect to social security

This diploma thesis deals with the procedure non lege artis and its consequences. The aim of the thesis is to analyze the possible impacts of the procedure non lege artis in particular in the field of social security law. For better orientation, the thesis is divided into two parts, with each part being further divided by two chapters, i.e. the thesis contains a total of four chapters. The first part of the thesis deals with the concept of lege artis And the consequences of the procedure non lege artis in the field of social security law, the second part deals with related issues, in particular it focuses on the legal aspects of the relationship between the patient and the provider of health services and the possible consequences of such a procedure in other legal levels. As a general introduction to the issue and to understand other contexts, the first chapter defines the term lege artis for it is the basic concept from which the further content of the work is derived. Czech Healthcare Policy after 2010 in the Context of Heger's Reform

The diploma thesis "Czech Healthcare Policy after 2010 in the Context of Heger's Reform", deals with the significant institutional change that was implemented in Czech healthcare law during the right-wing government, which claimed its reforms were necessary in order to balance the budget. The aim of this work is to analyze the development of Czech healthcare policy in the period 2010-2013 with respect to the case of Heger's reform. This thesis uses different methods of analyzing the political process, for example methods of institutional analysis, critical discourse analysis, and other methods. The main theoretical basis of this work consists of a social critique of the neoliberal approach to Czech health care policy, and of a study of healthcare systems, their functions and goals, and a study of health policy and its changes. Attention is paid especially to the context of human rights related to health and the international discourse. This thesis identifies the arguments of neoliberal ideology in the policy-making of Czech healthcare policy makers in the process of justifying reforms.
