Aspects of public procurement in context of Criminal Law

The topic of this thesis is the analysis of criminal activities related to public procurement, the analysis of individual crimes that affect public procurement, the analysis and analysis of individual means of evidence used by law enforcement agencies to detect and prove criminal activities. At the same time, the thesis deals with and analysis of selected criminal offences that are imposed in connection with criminal activities related to public procurement. The aim of the thesis is then to evaluate the possible shortcomings in the legal regulation and the proposal for modification of the legal regulation. To this end, the thesis also deals with a comparison with foreign legislation in order to possibly inspire de lege ferenda proposals. The thesis is divided into five thematic chapters. The first chapter analyses the existing regulation of public procurement with the definition of concepts crucial for the criminal law regulation of public procurement. The author also briefly makes a comparison with the previous legal regulation, taking into account the fact that the terms mentioned in the criminal regulation refer precisely to the previous legal regulation of the Public Procurement Act. Sustainable development from the perspective of the public sector

The thesis focuses on the evaluation of sustainable urban development. The theoretical part is processed as literature research, from which important indicators for the design of the methodology of sustainable development assessment of the city are derived. The research presents basic concepts related to the public sector, local government, sustainable development, and public investments. The core part of the thesis is the design a methodology to help local governments to identify the strengths and weaknesses of the city's sustainability. Additionally, it can serve as a basis for investment decision-making. This methodology is based on a multi-criteria analysis of selected key indicators that assess the functionality and sustainability of cities. The aim of this work is to offer cities a practical tool that will not only help with the assessment of the situation, but will also contribute to improving the sustainability of urban areas as centers and producers of significant economic, ecological, and social processes.
Utilization of Reverse E-Auctions in Public Works Contracts

The subject matter thesis “Utilization of reverse e-auctions in public works contracts“ is analysis of procurement of public works contracts using electronic shopping auctions. Part of the thesis is a brief description of public construction contracts, electronic auctions, their pros, cons and why it is advantageous to use them. Part of the thesis is also evaluation of the questionnaire focused on the use of the electronic shopping auctions for constructioncontracts in the public sector. Questionnaire was sent to Czech towns and results were summarized in text, tables and charts.

Sources optimization for public construction investments

This bachelor thesis deals with the optimization of sources for public building investments. The thesis is divided into the theoretical and practical part. The theoretical part deals with public procurement, possibilities of financing public procurement, municipality and the budgetary system of the Czech Republic. In the practical part, the development strategy of the municipality of Červenka is analyzed using SWOT analysis, problem analysis and their solution and long-term investment outlook. Based on these analyzes, the public construction investment of the sokolovna building reconstruction is selected. For this investment, several funding options are proposed. At the end of the thesis, these variants are evaluated and the most suitable one is selected.
Evaluation of economical effectivness of public construction projects

The dissertation concerns on an evaluation of public construction projects efficiency. In the beginning is made the explanation of necessity to monitor the indicators of public construction investment efficiency in relation with possibility of stabilization of public budgets. Afterwards is examined the historical development and the actual status of legislative dealing with investment of public founds into construction projects. Subsequently is made the analysis of available methodology for evaluation of public investment economical efficiency. Within the dissertation was made the survey between the representatives of most important public investors in the Czech Republic. Their attitude to evaluation of construction investment efficiency was examined. The results of survey and good and bad praxis examples are concluded into methodical recommendation and instructions for public investors in order to implement into the decision making process about the public construction projects the evaluation of economical efficiency.
Tactics of construction companies in preparing bid prices for public works contracts

Diploma thesis deals with the analysis of the approach of construction companies to the preparation of price offers. The theoretical part contains an explanation of the basic concepts of the issue and possible ways to determine the price of the construction work. In the practical part, this topic is researched in practice using a questionnaire survey. The results of the questionnaire survey are followed by two interviews with representatives from practice. After evaluating these data, the established hypotheses are verified and recommendations are expressed.
Use of value engineering elements for realization of building in the municipality

The aim of my thesis Use of value engineering elements for the realization of buildings in the municipality is to compare the evaluation methods of procurement in municipality and evaluation methods using elements of value engineering. A tender for reconstruction Šubertovo square was realized in the city Dobruška. In the thesis is shown way of evaluation of competing offers of the city Dobruška itself in sublimit simplified procedure and evaluation of competing offers by selecting more evaluation criteria and selecting the best offer with the highest degree of effectiveness.
