Budget Optimization

The bachelor's thesis aims to approach the issue of creating a budget for a public university and the subsequent creation of a mathematical model. The thesis explains the rules and formulas for the distribution of funds for higher education to individual universities. Then, the formulas for the redistribution of these funds between individual faculties are given. Subsequently, a mathematical model of nonlinear programming in the GAMS system is built using real data and constraints. The model is then used to examine the change in the distribution of funds for various objective functions. The aim of compiling the model was not to offer a tool that will be automatically used for the distribution of funds at BUT, but to provide its users with a wider range of computational experiments and gain better insight into the problem.

Quality coefficientes in financing of tertiary education in the Czech Republic and Slovakia

Educated people are becoming one of the most important priorities for the countries nowadays. It is the educated population that is the main prerequisite, which can ensure economic growth, stability and prosperity of a country. Because universities are considered the top education centers, it is suitable to focus on themselves. Tertiary education is one of the areas which is bound to national budgets of both the Czech Republic and Slovakia. Both countries must solve difficult questions focused on allocation of funds to individual levels of education and the schools themselves. The bachelor thesis focuses on financial system of tertiary education in the two monitored countries and in description of mechanisms, which govern the subsidy policy. At the introduction, the education is set into the context of public finance, where its dimension is perceived as a positive externality. Later it fluently continues to a legislative framework of tertiary education of both countries as one of the factors, which affects the economics of universities with funds. Then an analysis of system of financing the tertiary education is performed, where there are quality coefficientes introduced in the Czech Republic. It consists of partial indexes, therefore the amount of obtained funds from the government for public universities depends on indexes of the coefficient. It is for instance results of development, research and art activities, number of professors and associate professors, or number of employed alumnis. At the conclusion the goals and knowledge coming from the analysis are summarized.
Optimization Models for Strategical Decision Making

The thesis deals with possibilities of mathematical modeling for public university budgets. Firstly, external conditions of public university financial inflows are discussed and~illustrated by using particular data. The related basic legislature is introduced. In~the~next part, internal financial flows are described the help of a general scheme. Step-by-step, a mathematical model of the university budget was built with using analysis of existing data, rules and formulas. The proposed model represents nonlinear multi–stage scenario-based stochastic programme, involving linear and network-flow like constraints. It allows to take into account more objective functions and related parametric analysis. The model was implemented in the algebraic modeling system GAMS with~interface to MS Excel. The aim of the presented mathematical model was not to offer a tool that would be used for automatic distribution of financial resources of the university, but to give flexible possibilities to its user to realize computational experiments and in this way to achieve a deeper insight into the modeled problem.
