Analysis of technical efficiency of the Slovak public healthcare system since its reform in 2004

The subject of this thesis is an assessment of effectiveness of the Slovak healthcare system. On basis of data provided by the OECD and using an input-oriented DEA model, it analyses the rate of technical efficiency achieved across four periods, while two of them are "before reform" and the other two are after-reform periods. This approach, besides determining the efficiency rates, helps to provide information on how the most influential healthcare reform in the era of independent Slovakia influenced the healthcare efficiency. The results of the analysis reveal above-average efficiency scores for the two pre-reform periods on one hand and some significantly below-average scores for the post-reform years on the other. Based on these results, we can judge the influence of the reform on the technical efficiency of healthcare as negative. Moreover, the attempt to verify the hypothesis of a positive influence of healthcare expenditures growth on efficiency scores was also unsuccessful. Another outcome of the analysis is the fact, that current (2011) health outcomes in Slovakia could be produced with a significantly lower volume of inputs. In conclusion, the analysis provides some of the input-minimizing suggestions, which could be made in order to increase the overall efficiency of healthcare.
Application of Data Envelopment Analysis on selected banking institutions

The following thesis documents application of Data Envelopment Analysis method on the sample of eight banks which were functioning on the Czech banking market during the period 2007 -- 2010 in order to measure their technical efficiency. Thesis consists of two major parts -- theoretical and practical one. The first part includes main principles, areas of application of the method and theoretical base of the DEA which will be used in the practical part. Second part presents brief description of the trends on the Czech banking market and it's development during the period 2007 -- 2010. Practical part also contains results of the measurement, its interpretation and analysis of main reasons of banks' inefficiency.
Analysis of the effectiveness of the EU economies

Analysis of technical efficiency can be carried out by several possible approaches, such as a deterministic parametric approach, deterministic non-parametric approach (data envelopment analysis) and stochastic parametric approach. The content of this work is an analysis using stochastic parametric approach and deals with the efficiency computed by the help of production functions. The best known and most commonly used aggregate production function is a Cobb-Douglas production function, which is a modification of the static formulation of a relationship between variables and factors of production. The analysis of efficiency can be explained by using of different factors. In this work, the effectiveness is analyzed by the export value of controlled entities and dependent on GDP and public investment. Technical efficiency is studied comparing twenty-seven European Union economies. The analysis is applied to the universal values of the variables and the values per capita.

By its nature, Data Envelopment Analysis (DEA) leaves no room for uncertainty in data such as measurement errors. To improve this fact, we consider a-stochastic efficiency concept, and we relate this problem to the stochastic programming problem. Probability inequalities are employed for introducing ew criteria, and two special cases for normal and for general distribution are discussed. The strengths of new criteria are illustrated with a numerical example.
Measurement of the Efficiency of Bed Facilities in the Czech Republic

This thesis concentrates on effective providing of hospital health services. It tries to capture basic processes of hospital performance, describe persons who are associated with its activities and reveal reasons which can stand behind different efficiency and effectiveness of hospitals. The first part involves information on bed facilities, specifies efficiency and related terms. It includes an analysis of the utility functions of individual participants on the hospital services market and discusses an influence of different payment systems on the efficiency. The second part is focused on a practical demonstration of the measurement of the efficiency in the Czech hospitals.
