The evaluation of protection of selected soft targets and the evaluation of preparedness of heritage conservation objects in terms of safety

The thesis is evaluated the conservation of selected soft targets in the South Bohemian Region as well as the readiness of these installations in terms of safety. The objective of this work is to evaluate the safety of the selected installations of historic preservation in the South Bohemian Region and characterise the tasks and actions of the basic components of the integrated emergency services when ensuring the conservation of these selected installations of historic preservation. This thesis aims to evaluate the safety and conservation of selected castles and chateaus in the South Bohemian Region. The installations in question are The State Chateau of Hluboká, The State Castle and Chateau of Český Krumlov, and The State Castle and Chateau of Jindřichův Hradec. In the first section, there is described the issues of the soft targets, their conservation, and protection, whereas, in the second section, there is provided a brief preview of the history of the conservation efforts for each castle and chateau and describe a number of unpleasant events that took place at the castles in the past. In the third section, I illustrate the castles' and chateaus' current use as well as their brief characteristics. In reply to the research questions "How is the conservation of the selected installations of historic preservation in the South Bohemian Region ensured?" and "How did the basic components of the integrated emergency services and, in particular, the Police of the Czech Republic participate in the conservation of the installations of historic preservation?", the answers of the semi-structured interviews with the responsible persons from the selected castles and chateaus are applied, as well as those of the responsible persons from the Fire Brigade of the South Bohemian Region and the South Bohemian Regional Police Directorate, of which this entire thesis and the objective of this work are based. Furthermore, the data taken from the semi-structured interviews are used in the SWOT analyses, which assemble the analysis of the safety and provision of conservation for each selected castle and chateau.
Analysis and evaluation of knowledge of individual components of the Integrated Rescue System in terms of radiation protection and emergency preparedness

Bachelor thesis is focused on analysis and evaluation of knowledge of individual components of the Integrated Rescue Systém in terms of radiation protection and emergency preparedness. The thesis mainly deals with the knowledge of the basic components of the integrated rescue system in the South Region within the topic. It is important because of a nuclear power plant Temelín. The theoretical part is primarily focused on radioactivity, ionizing radiation, radiation protection and emergency preparedness. It is important to know what are the basic principles of invisible radiation effects on the human body and how high are the risks of radiation exposure. Although it is also very important to say public knowledge of radiation plays big role in the topic as well as working staff´s attitude. I also mentioned cimportant Czech and world organizations dealing with ionizing radiation and radiation protection. For us is crucial The state office for nuclear safety, the main administrative body, supervisors and government in the area. Its position is based on Law n. 2/1969 o zřízení ministerstev a jiných ústředních orgánů státní správy České republiky and next important is regulation The state office for nuclear safety č. 195/2000 sb., o požadavcích na jaderná zařízení k ochraně zajištění jaderné bezpečnosti, radiační ochrany a havarijní připravenosti. The thesis also deals with the Integrated rescue system itself with all its parts Hasičský záchranný sbor České republiky (Law č. 320/2015 Sb., o Hasičském záchranném sboru České republiky), Zdravotnická záchranná služba (Law č. 374/2011 Sb., o zdravotnické záchranné službě) and Policie České republiky (Law č. 273/2008 Sb., o Policii České republiky). It is defined as the system of coordination and cooperation between the security forces actively involved in solving emergencies. In the researchal part of the thesis I am dealing with real knowledge of the integrated rescue system in the South Region. In the effort of doing so I have chosed the method of questionnaire research. I have created a questionnaire for each of the basic compounds of integrated rescue systém. It´s a set of common general questions and issues characterizing each individual activity. The questionnaire will then be evaluated and graphically processed. I have came to the conclusion and answered chosen questions. The next part of the thesis formed in a discussion I have chosen the questions with the highest level of wrong answers to actually evaluace why is it so. At the end of the thesis I have focused on recapitulation of the results and outlined recommendations to improve the current situation.
The Implementation of the Golden Rule of Morality into Crisis Plans for the Protection of Population

In my diploma thesis entitled Implementing the Gold Rule of Morality in Crisis Planning for Population Protection, I will try to draw on the ideas and conclusions of my bachelor thesis, in which I investigated whether members of the Integrated System Can use the golden rule of morality in an emergency. I have come to the conclusion that the members of the individual components of the integrated rescue system are guided by the valid legislation and orders of the commander of the intervention. Nevertheless, they would welcome in certain situations the possibility of deciding according to the golden rule of morality, which briefly tells us: "I do not want to do the other to you." Translated into situations in the event of an extraordinary event may mean deciding in tedious situations so, as if you were the Rescued and not the savior. The aim of my thesis is to find out whether it is possible to implement this idea in the crisis plans themselves and, above all, whether the intervening members of the integrated rescue system themselves would use this rule in certain situations. The association of two seemingly incompatible worlds seems at first glance absurd, but research and interviews with individual members of the integrated system have convinced me that the philosophical questions and the name of Imanuel Kant can very closely mingle with the world of extraordinary events and the salvation of Human lives, health and property of the population. I would very much like to work with this bachelor thesis together with my previous bachelor thesis, tried to create a unified whole as an idea that can motivate us to think whether it is necessary to change the current state of legislation or whether the legislation itself is set as a form of golden rule of morality .
Effectiveness of emergency

Annotation The submitted thesis deals with the role and importance ofemergency and emergency system Integrated Rescue System. The theoretical part describes the history and creation ofthe IRS in the Czech Republic with links to European developments. It documentsthe current laws of the IRS and its individual components. The comparison ismore focused on individual specifics of IRS, their tasks and content of workdescriptions of the various systems and forms of IRS and mutual cooperation.Furthermore, this section deals with the issue of emergency in the context ofbasic and primary articles IRS, which are individual operational centers of theIRS, taking into account the particular OS work of the Czech Parliament inPrague, where I work. Analyzing the information and support needs IRS. In the end of the theoretical eacut part Ithink about the situation of emergency calls within the IRS, awareness amongcitizens, streamlining its potential and possible options for the improvementof services to citizens. Carrying out research into practical methodology for transferringpart of the empirical survey on the main objective of the work - to determine,assess and generalize public awareness of emergency calls in the IRS.
The Golden Rule of morality in everyday practice population protection

The aim of the bachelor thesis titled The Golden Rule of Morality in Everyday Practice of Population Protection is to ponder about the questions of rescuers' obligations within their work duties and to find out to what extent can they, in their line of work, operate with a certain amount of empathy to their surroundings, to the people, who are immediately affected by a crisis situation, whose health or even life is endangered, or who are in the danger of losing their property. I would like to use my thesis to find out, whether there are some situations in which the rescuers can encounter an inner conflict. Should they only follow the legislation, that is currently in effect, or should they sometimes follow their intuition, and especially the golden rule of morality? Can the rescuers imagine themselves in the position of the rescued and and use it to adjust their decisions? I will back my thesis with an anonymous qualitative research, in which fifteen members of the three basic rescue agencies (Fire Rescue Service of the Czech Republic, Police of the Czech Republic and Emergency Medial Service of the Czech Republic) have participated. The respondents were answering questions which were suitable for statistical evaluation. What can we find out from the questionnaire, and the proffesionals' answers? The questions were aimed at the proces of evacuation of civilians from flood areas and the possibility of application of the golden rule. Can we claim it necessary to define the field of population protection and the work of the individual rescue agencies of the Integrated Rescue System through legislation and observance of the current law, regulations and degrees in the area of population protection and crisis management? It is because of this legislation, that we have clearly defined procedures in various crisis situations, specifically in the area of planning, preparation and preventive measures. In spite of that fact, we will find out, whether some of the rescuers have ever followed the golden rule of morality in their line of work, or whether they can at least imagine themselves following it in some occasions (and if so, what would be the occasions). It is not my goal to use this thesis to detract from the siginificance of clearly set rules, designated procedures and orders from intervention commanders in crisis situations. The goal, that I have set for myself, is to discover how thin the line is between that which I have to do even though I might not agree with it, and that which I want to do, even if it means breaking some rules. As emerged from the research, we have a specific, embedded sense of justice and order. Are we more inclined to follow the rules and the individual given regulations, or to have a certain amount of liberty in deciding and following the golden rule? I find the topic itself highly attractive. The interconnection of the three agencies of the Integrated Rescue System may appear nonsensical at first glance. However, in this thesis, we will discover that there is, in fact, a very distinct link between them. When an intervention of the Integrated Rescue System occurs, it very often involves interaction between the firemen, paramedics and policemen on one side, and the rescued people on the other. None of the rescuers can resist feeling a certain amount of empathy towards the rescued person. What if it was me in his place? It is in this way, that the topics, at first glance so very different, interconnect into a very specific issue. I do not think there is a lot of situations in the field of population protection, in which one can follow the golden rule of morality. Certainly, the official procedures are the most effective way of work of all the agencies of the Integrated Rescue System. However, I think that there are some situations in the everyday practice of population protection, where one can, indeed, follow the golden rule of morality.
