Policy Failure and Policy Success: Case Study of Labor Offices Organizational Reform

This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). The second stage included changes in the content of the public employment services provided by the labor offices (the newly introduced services were all non-insurance social benefits). Conflicts in the workplace

(in English) Bachelor thesis writes about conflict as a normal and natural part of a workplace. It discusses the conflicts in the workplace and in a human life as a helpful factor of changes, but also a source of dissatisfactions, depressions, despair in case of being unsolved. Thesis describes conflict division styles, conflict resolution styles and personal assumptions of conflict perception. In the work teams part I am writing about differences between work team and work group, then I am describing division of teams and I am presenting several developmental theories. Thesis also follows up socio- psychlogical aspects of team membership and team work. It focuses also on team relations mapping. Other element of thesis is a description of symmetrical and asymmetrical communication. Identification of relationship between communication style and conflict presence is a subject of experiment proposal.
Psychological aspects of teamwork

Forming individuals into work groups is a common practice to effectively achieve given goals. However, people are not well aware of psychological aspects affecting group work. This paper introduces chosen psychological phenomena and summarizes their influence on teamwork into one comprehensive unit. Second, it examines emergence of groupthink based on Janis' model (1972) in a decision-making environment with high impact on subjects involved. The results confirm implications of Janis' model in practice and suggest that groupthink may have an indirect effect on team performance mediated by interaction within the group. The findings of this study indicate more attention should be paid to internal activities of the team in future research of Janis' model of groupthink.
