Regional Elites Stability in Czechia (2000 - 2012): The Example of Karlovy Vary Self-governing Region

Master's thesis focuses on a role of regional councillors in process of regional development at the case of Karlovy Vary region. The aim of the thesis is to determine how the process of regional development is influenced by the stability of regional elites in terms of their territorial distribution in the region and their time stability in the subsequent regional elections. The thesis is based on theoretical background related to regional development with emphasis of soft factors of development in context of institutional approaches. The important part of the thesis represents analysis of inner differentiation of the model area and explanation of its causes. The original research consists of two parts. The outcome of the first part is an extensive database of candidates elected into regional assemblies of the Czech Republic in periods of 2000, 2004, 2008 and 2012; and analysis of changes in membership structure of those regional assemblies. In the second part regional identity, attitudes and motivation of current regional councillors of Karlovy Vary region and their influence on the development of the region were examined by a questionnaire. "Cooperation and Partnership between the Civil Society Organisations and Regional Administration in the Region Vysočina"

There is no doubt that civil society organizations play an important role in the regional development. One of the inner factors of the regional development potential and the tool to ensuring the quality and sustainability of the implemented measures is the cooperation and partnership between the civil and public sector entities. The cooperation and parthership should be strenghtened by the inner organization of civil sector into the ubrella organizations and by the provision of their services. In this diploma thesis is realized the quantitative research which is focused on the fact what is the role of regional umbrella organization in the setting of cooperation and partnership with the regional government.

Regional Reform in the Czech Republic

The reform of regional government in the Czech Republic was part of the stream of institutional changes that took place after the demise of the Communist regime. It has been implemented in two stages. The first stage took place in the early 1990s when the constitutional foundations of the sysrtem of subnational government were laid down and the municipal tier was put inti place. The second stage occurred in the second half of the 1990s and in the early 2000s when the reform embraced the intermediate tier of government. It is the reform of the regional (intermediate) government which is the main focus of the paper.

Regional interests in the Ústí nad Labem Region and their backround

A subject of the contribution is political culture, as the concept of pure and mixed types accordinto Almond and Verba. The concept is operationalized through the scheme of 48 statements developed by the team of Feierabend and applied in the survey of the citizens of Usti n.L. A model of measure of identification with some type of political culture is developed here. Information on regional election is added.
