Public participation in the EIA process of projects of wind power plants. Brno 2016. Diploma thesis. Mendel University in Brno, Faculty of Regional Development and International studies. The thesis deals with the participation of the public in the EIA process in the context of the construction of wind power plants in selected regions of the Czech republic. The first part of the work focuses on the comparison of individual regions from the point of view of the construction of wind power plants and installed capacity of wind energy. Most of the constructed wind power plants and at the same time, the largest installed capacity is in the Usti region. This region also has got the second greatest potential in the use of wind energy after the Vysocina region, so far is the installed capacity using 23 % of the total potential power in the region. The second part of the thesis describes the participation of the public in the EIA process, evaluates the public involvement in this process and at the same time, compares the region between them. The highest public participation in the EIA process is in the Olomouc region and South-Moravian region, where it is also about less than half approved of the project of wind power, compared to the other evaluated regions. In all examined regions is public opinion on the EIA process mainly reflecting the concern of the negative impact of projects of wind power stations on fauna and flora. The conclusion of the thesis is devoted to consideration of the comments received from the public related to the EIA proces for the projects of wind power plants.
Postproject analysis of Golf course Beroun
Helebrantová, Renata ; Martiš, Miroslav (advisor) ; Vlastimil, Vlastimil (referee)
The thesis deals with the issue of post-project analysis within the EIA process. Post-project analysis is one of the most important stages of the EIA process, which allows us to consider the process for good and closed. Evaluates the status of the project and whether its effects correspond to the effects of the expected range and have been complied with measures to mitigate the adverse impacts of the project on the environment. This paper aims to describe the EIA process, including poprojektového evaluating impacts on the golf course Beroun and evaluate to what extent it affects the environment. In the practical part post-project analysis Beroun golf course through the analysis of EIA documentation with evaluation of the effectiveness of implemented measures. To achieve the objective of this work was important to select appropriate indicators for determining post-implementation controls predictions with the actual situation and on the basis of the experience gained and the collected data to develop recommendations for handling post-project analysis similar plans.
Environmental risks Assessment arising from the implementation and operation of biogas-stations
Onderková, Petra ; Keken, Zdeněk (advisor) ; Pavel, Pavel (referee)
Environmental pollution, natural resources consumption and global climate change have been threats for mankind since 21 century. In order to antedate environmental pollution in many countries of the world including The Czech Republic we use legislative tool as a process of influence of the environment EIA. Substitution of non-renewable energy sources for renewable ones may retard global climate change markedly. This thesis deals with analysis of specific biogas plants located in Moravian-Silesian region in relation to the environment and population. It means that it deals with biomass utilization as a renewable source of energy. Within EIA process, it assesses the unity rate between prediction, said in documentation, and the real state after implementation. As far as the population perspective is concerned, poeple assess great strength, weaknesses, opportunities and threats. Results of the research showed different perceptions of biogas before and after project implementation. The risk of discomfort housing (smell, increased traffic congestion, noise) threatens residents in older facilities where an EIA was not yet part of the legislation. The results also showed compliance with the information provided in the EIA documentation in relation to the population and the environment, and the state after realizing the plan of a biogas plant. The thesis brings us new information within post-project analysis, it shows us the importance of EIA process and publicity involvement into this process. Defining the specific effects of biogas plants by mutual cooperation between the investor and the public authorities can be achieved some functioning device with regard to population and environmental components.

SMOLKOVÁ, Eva
The aim of the bachelor thesis is to summarize and descript the current legislation concerning the process of the Environment Impact Assessment (EIA) in the Czech Republic. The basis of the thesis is the description of the relevant legal provisions of the EIA on the EU level, which should be - due to the accession of the Czech Republic to the EU - transposed into the national legal order. On this background the compatibility of the national legislation with the EU rules has been assessed. The thesis is divided into five sections. The first section contains the description of the main aspects of the EIA process in global. The second and the third parts summarize the development and current state of the Environment Impact Assessment on the EU and national level. The fourth section deals with the role of state administration bodies and courts in the EIA process. The last part has been devoted to the question of compatibility of the national legislation with the relevant EU rules concerned, from the perspective of the infringement procedures initiated against the Czech Republic.
