Policy Design of the Unified National Examinations to Higher Education Institutions in Georgia

The Unified National Examination (UNE) is a policy, which regulates the students' admission procedure to higher education institutions in Georgia. The UNE is a special policy in terms of its design, which manages admission procedure with a centralized and standardized approach. The main goal of this thesis is to study the 'side-effects' and challenges of UNE policy, explore its organizational structure and understand the main design patterns in the policy process to find the optimal solutions for current challenges. The research problem is studied through policy design conceptual framework in order to understand how a specific instrument mix was chosen by the policy-makers and how particular redesigns of the system were made in the previous years. The thesis discusses the design process of UNE, its design types and spaces and identifies the levels of government capacities in this process and its impact on tool choices. The thesis highlights the following challenges of UNE policy: contested testing model, controversial design of reforms, 'black holes' for corruption, inequality of access to higher education and restricted autonomy of higher education institutions, which need to be addressed for system sophistication in the future. Attitudes of Policy Actors to the Question of active Fatherhood in the Czech Republic

Bachelor thesis deals with the topic of active fatherhood in the Czech Republic. The purpose of this paper is to describe attitudes of family policy actors and discuss possibilities to further support the concept of active fatherhood in the Czech Republic. At first, it identifies key family policy actors, whose attitudes are necessary to be observed. These attitudes are then identified using primary (expert interviews) and secondary data. The paper comes to a conclusion that even though notable actors problematize lack of involvement of fathers to the child care, we are presently in the phase of problem identification on the level of state subjects, such as Ministry of Work and Social Affairs and active fatherhood is currently supported especially by civic associations. Some degree of communication is ongoing only within The Government Council for Equal Opportunities for Women and Men. The reason why active fatherhood is not supported more is that a grand coalition of actors which would support active fatherhood through its shared beliefs has not been formed yet. It can be expected that civic associations will further support active fatherhood with their own projects. Effectiveness of "Active Employment Policy" for combating graduate unemployment in Teplice region

The theme of my diploma thesis is analyse Active Employment Policy and evaluation of effectivity Active Employment Policy tools of unemployment solution in region Teplice. The diploma thesis is divided into theoretical and empirical analysis, the theoretical part occupies with Active Employment Policy and Active Employment Policy tools. I have used for empirical part data from information system of the Labour office, data from questionnaire survey with job applicants and on the basis of interviews with experts of Labour office. Based on questionnaires survey with job applicants and interviews with experts of Labour office I have come to the conclusions on providing of Active Employment Policy tools in region Teplice.
