Federal Police Reform Efforts During the Barack Obama and Donald Trump Administrations

Policing is a highly controversial topic in the United States, with critics claiming that police officers regularly abuse their power and mistreat citizens, especially African Americans, with impunity. People of the opposite opinion believe that reports of police brutality are exaggerated and that accusations of widespread racism in the American police force are simply unfounded. The death of an unarmed African American man George Floyd in 2020 has partially revealed to the world how real police brutality in America really is - as well as how much this issue resonates in American society. During the riots, President Donald Trump was often compared to his predecessor Barack Obama, who faced a similar situation in 2014. and issued several comprehensive police reforms as a result. Trump was also forced to proceed with police reform in the tense situation. At the same time, Democratic lawmakers were drafting a more comprehensive and legislatively stronger police bill. This paper examines these federal attempts to reform American policing. Its goal is to analyse all of the federal police reforms that have occurred during the terms of these two presidents. The secondary aim of this thesis is to illustrate the differences in the approaches of the two presidents through this analysis.
What is the impact of reform changes in resources and powers over the years 2005-2011on the efficiency of the Police of the Czech Republic ?

This diploma thesis explores the efficiency of the Czech police in 2005-2012 to evaluate the impact of the reform changes that took place from 2007 to 2009. The aim is to answer to the question, whether the Police of the Czech Republic, is working more efficiently after this reform. The research method was inspired by the concept of efficiency in the organization by Skogan. The study was conducted by comparing the inputs and outputs of the organization when inputs were identified as sources and changes in legislation and outputs as detection rate of six types of crime. Identification of the reform changes and their impact was conducted on the basis of qualitative research among police officers. Data were collected during eleven semi-structured expert interviews with police officers. These interviews approached important reform changes. The research took into account the respondents' individual opinions about the reform changes and most important changes which affect policing were identified. Using the aforementioned method it reveals that in general police works more effectively after reform. However, the research also shows that detection rate of economic crime, crime related to traffic accidents and other crime had slight downward trend for the period after the reform. The role of international organisations in forming of Kosovo police

The subject of this bachelor thesis is the reform of Kosovo police after 1999 and the role of international organizations NATO, UN, OSCE and EU, and their missions KFOR, UNMIK, OMiK and EULEX in this reform. The paper is divided into three parts - the first one explains the background of presence of UNMIK, EULEX and OMiK missions, and KFOR units in Kosovo. The second part is dedicated to the experience that UN, EU and OSCE have with police work and reform in hosting states. In the third part, the paper explores the actual reform of Kosovo's police force. It looks at the creation of Kosovo police school, cooperation of international organizations and transfer of responsibility between the analysed subjects. In closing the paper identifies the main problems which accompany the reform of Kosovo police, and answers questions about whether it established sufficient ethnical diversity in Kosovo police staff and which issues, if any, can be seen in the way that responsibilities were transferred.
