Pension reform in the Czech Republic

Pension reform in the Czech republic Abstract This thesis analyzes the development and changes of the pension system in the Czech Republic. The main attention is paid to the legal regulation of old age pension. Old age security is an essential element of the social stability of the state. The share of older people in the population increases in the long term, which places higher demands on the state budget. The main goal of implementation of the pension reform is to take measures to make the pension system sustainable in the future. The thesis is systematically divided into five chapters. The first chapter deals with social rights, their development and enshrinement in the documents of international organizations and the Czech legal system. Social rights belong to fundamental human rights. In the context of the thesis, adequate material security in old age is the most important right. The second chapter discusses the social security system. Its task is to deal with social events affecting the population. It uses various legal instruments for this purpose, especially social insurance. The social security system is affected by number of factors, which are also described in this chapter. Pension savings schemes with state contributions in the Czech Republic: a prop rather than a pillar

The third pillar should appropriately complement the first pillar, which is thecornerstone of the pension system. It should therefore be set up such that the level ofpayments from third pillar savings reflects how great a proportion of people’s netincomes is replaced after retirement by their old age pension from the first pillar. In this study we analyse working people’s savings behaviour dependent on how largea proportion of their net incomes will be replaced, once they retire, by their statepension from the first pillar. The first pillar old-age pension pays out a lowerproportion of incomes for employees with higher salaries and for the self-employedin particular. Payments from third pillar savings should therefore play a larger rolefor these people.

Comparison Of The Pension System Of The Czech Republic And Slovakia

The subject of the thesis is comparison of the pension system in the Czech Republic and Slovak and their complex evaluation. Due to steadily degradating demographic distribution, a change in the pension system is necessary as a current state of affairs is unsustainable for the future. The first pension pillar, paid by the state, will not be able to finance a degnified pension for an increasing of retired people. In my thesis, I will compare which of the above countries is better prepared for change. Pension reduction are expected to be up to ten per-cent, so it is important to inform and prevent, for example, meaningful retirement savings.

Essays on labour force and its productivity

This doctoral thesis presents four articles analysing labour force and its productivity. It utilises simulation modelling to assess the impacts of demographic changes, migration or shifts in productivity determinants on public finances and the economies in the Czech Republic and the USA, as well as statistical modelling to evaluate determinants behind workplace productivity. The first three studies assess the topic from a high-level perspective, providing economy-wide projections for the future decades. They also utilise the same core simulation model, an overlapping generations (OLG) framework coded in MATLAB, which is further developed for the particular use in each study. The fourth study, on the other hand, approaches the topic from the opposite direction, analysing the individual-level factors affecting productivity. Specifically, the first article deals with demographic changes -- population ageing and shrinking -- in the context of the Czech pension system. The findings show that the existing system can provide pensions increasing at the rate of change in nominal wages, be financially sustainable in the long term, or increase the default retirement age by only two years in the next decades -- but only two of these three objectives can be achieved at the same time. Citizens on the Pension System - November 2018

In its November survey the Center for Public Opinion Research focused on some issues related to the pension system and pension reform. Within this thematic block respondents were presented three pairs of opposing statements expressing general attitudes to the different characteristics of the pension system. Respondents expressed their position through a five-point scale, where point 1 meant identification with the first of a pair of opposing statements and point 5, on the contrary, featured complete shift to the second statement. Individual claims were related to contradiction between principle of solidarity and merit in the pension system, whether financial security of retired people should be ensured by state or by the citizens themselves and whether the pension system in its current form is just or unjust.

The Selected Aspects Affecting Formation of the Pension Policy in the Czech Republic in 1990-2017

1 Abstract The diploma thesis focuses on defining the factors that significantly influence the frame of the pension reform in years 1990-2017. It observes the evolution of the predominant discourses relevant to each period, as well as the role of political parties, both from the point of view of individual governments and during their activity within the expert committees focusing on adjustments to the pension system. The thesis analyses the election programmes of political parties and movements, which are then confronted with the submitted variants within the I Bezděk Committee and the Expert Committee on Pension Reform. There is also a role analysis of other selected participants, who significantly contributed to the creation of possible reform options. The thesis finds answers to the set hypotheses dedicated to the issue of political parties and their interest and possible consistency in the field of pension reform. The impact of the created coalitions on the deviations from the originally declared intentions and the expert committee's influence on the possible form of the pension reform are discussed, too. Pension Systems Sustainability in the European Union

This thesis explores the future of pension systems of the European Union and Norway in the period between years 2016 and 2080. Due to demographic trends in fertility and life expectancy the number of people in working age declines and the number of people applicable for public pensions grows. This leads to increase in pressure put on public pensions and increase in pension expenditure in terms of GDP. By using EUROPOP2015 population predictions together with several economic predictions from the 2018 Ageing Report this thesis tries to capture future scenarios of pension expenditure. The results suggest significant challenges for most countries in the EU. We further analyse the results under different series of demographic assumptions identifying fertility as the most important factor and noticing different behaviour among states of Western and Eastern Europe. Finally, we try to test possible parametric solutions to compensate for increases in pension expenditure. We arrive at the conclusion that 8-10 year increase in pensionable age would stabilize the expenditure up to the year 2080 and a similar result would be achieved by nominal pension growth being equal to only 60% to 70% of nominal wage growth.

Funds of the supplementary pension savings in the pension system of the Czech Republic

This bachelor thesis focuses on the comparison of supplementary pension savings funds according to selected criteria. There are eight pension companies operating on the Czech market offering supplementary pension savings funds. The thesis is devoted to the description of the history and the current state of the pension system in the Czech Republic, the definition of terms related to supplementary pension. The transformed and participating funds and their representation in the market in the Czech Republic are also described. The bachelor thesis deals with the analysis of funds according to selected criteria such as profitability, risk, fund equity and other indicators. At the end of the thesis is a written evaluation of individual funds and recommendations. The result of this work is to evaluate the impact of pension reform on this market segment. Within the chosen criterion, a simple order method is used, according to which the criteria are allocated according to the preferred way of the participant.
