4-Coalition- anomaly or the expression of the systemic tendency? Case study of the Czech party system

v anglickém jazyce: This study focuses on the analysis of former Czech political project of "4-Coalition", which was established by four Czech oppositional parties (KDU-ČSL, US, ODA and DEU) in the years 1998 - 2002. This analysis is done through the case study, which focuses on the development of "4-Coalition" in its three developmental stages: from the cooperation of the sovereign parties, throw the formalized platform of party cooperation to the project of "4- Coalition" as a peculiar actor of the Czech politics. The analysis of ideological background, program and personnel questions shows the potential tensions, that arose inside of "4- Coalition", gives them in the appropriate historical context and analyses its causes. These tensions together with the external factors are viewed as a fundamental cause of the final failure of the project of "4-Coalition" and its disintegration. The aim of this study is to answer the question, whether it is possible in party system perspective to speak about "4-Coalition" as a potential third pole of the Czech party system, or whether it is anomaly, which the systemic tendency to the bipolar configuration doesn't infringe. Minority Governments

This diploma thesis presents a model of minority governments. In the theoretical part is the analysis of the political parties in parliament. Then there is a comparation of selected European countries in terms of how the governments are formated. The main part is given to the countries in which the minority governments are very frequent. In conclusion is mentioned the experience with minority governments in the Czech Republic.
The Opposition Agreement - Conditions, Forms and Consequences of Party Patronage in the Czech Republic

The thesis deals with the topic of party patronage in the Czech Republic, specifically in the context of the so-called opposition agreement, i.e. the CSSD minority government in the years 1998-2002. Patronage is a concept that has recently been given to the forefront of scientific research. An important part of this thesis is to identify the different concepts of party patronage and to specify the context of clientelism and corruption. Political order as it was designed by the opposition agreement has been subject of many discussions and conformed to cartel party system, the thesis analyzes significant events of this period on the background of the cartel party theory and draws conclusions about the application of this theory in the Czech Republic. The period of the opposition agreement is still remembered in the context of expansion of corruption and clientelistic ties and practices, the thesis is trying to question this relationship and suggest other possible tendencies that can contribute to the extent of these practices in Czech politics. In addition to corruption and clientelism, special attention is paid to the form of party patronage. The first part defines the theoretical concepts, clientelism, corruption, patronage and the cartel party theory. The next section introduces the opposition agreement, the circumstances of its creation and is followed by the application of the theory of cartel parties on the political organization of that period. The last part presents the form of party patronage in the Czech Republic, focusing on the context of the opposition agreement and persistent tendencies.
The Evolution of Electoral System in Czech Republic and Present Discussion about Possible Changes

Contemporary electoral system of Czech Republic is not optimal. It is really difficult to find favorable and also acceptable system. After the velvet revolution and the political and economic transformation was hard to find operational governments. The winning party is not able to create a majority government. There are just minority governments or governments with support of some opposite M.P.s. Is it the change of electoral system the possible way to solution of problematic situation after elections? The thesis takes into account historical context and present discussion about possible changes of electoral systems.
