Toxicology of opioid analgesics and their impact on traffic accidents in the Moravian-Silesian Region

The bachelor thesis is devoted to the issue of the use of opioid analgesics, their effect on traffic accidents and accidents caused under the influence. Opioid analgesics, which belong to the group of narcotic and psychotropic substances, are still a topical topic, as a large number of traffic accidents are caused by drivers who are under their influence. The theoretical part is devoted mainly to history, classification of opioid analgesics, distribution of narcotic and psychotropic substances, list of drugs containing narcotic and psychotropic substances in the Czech Republic, occurrence of side effects, addictions, route of administration, detection of addictive substances in the body, but also drug policy strategy in Moravian-Silesian Region, the Czech Republic and the European Union. The practical part is focused on the comparison of traffic accidents caused under the influence of opioid analgesics in the years 2014-2018 in the Moravian-Silesian Region. In the practical part, I processed the results based on the statistics of the Police of the Czech Republic. After evaluating the results, it was found that in the period 2014-2018, the number of traffic accidents under the influence of opioid analgesics increased in the Moravian-Silesian Region, but there was a decrease in traffic accidents caused under the influence of alcohol. At the same time, there was a reduction in the number of people who were slightly injured, severely injured and killed. The result also showed that the most accidents that were caused in the period under the influence of addictive substances were in the South Moravian Region.
The issue of synthetic drugs in Czech criminal law

anglickém jazyce The inner functioning of human nervous system allows for changes in states of mind after a consumption of specific substances. It is well known that these changes have an impact on the health of a consumer, be it acute or chronic. The undesirable effects are multiplied, if the consumption grows in scale to a society-wide issue and is not properly addressed. Any health damage is followed by social effects that endanger the cohesion of a society. States reacted to this development by a wave of drug regulation, be it their consumption or distribution, through international and domestic legal instruments. This approach is at present time unable to tackle the problem of so called "synthetic drugs". Synthetic drugs are unregulated chemical analogs of illegal drugs. They offer to users' effects very similar to conventional drugs, only without legal barriers and at a fraction of a price. The dangers of synthetic drugs are twofold. Not only are they more accessible to users, but they are also exponentially more dangerous and unpredictable. Dozens of new substances appear in the European market without their effects on human body being studied previously. Czech Republic has tools with which it regulates new synthetic drugs. Substance abuse crime

1 Abstract Crime relating to the abuse of addictive substances This thesis deals with the issue of substance abuse and criminality associated with this pathological phenomenon. Addiction and substance abuse can be considered a significant criminogenic factor, which is a common cause of traffic accidents, domestic violence, reduced self-control, increased aggression and other crime-related behaviors. Criminality related to the production, distribution and use of addictive substances covers a wide range of offenses, from trivial offenses bordering on offenses to the diverse activities of international organized crime, which can be consider a global issue. Subject matter of this thesis is to link this stated issue with fundamental knowledge about narcotic and psychotropic substances and its effects on individuals, along with their potential influence on the delinquent behavior of drug users, while providing a theoretical definition of crimes related to substance abuse and an effort to quantify this phenomenon. This thesis is devided into four parts. The introductory chapter focuses on interpreting concepts related to substance abuse, which is necessary for a comprehensive understanding of the stated issue. Emergencies related with using narcotic and psychotropic substances in South Bohemian Region

I chose the topic "Emergencies related with using narcotic and psychotropic substances in South Bohemian Region" for my bachelor thesis. These events are extraordinarily dangerous and overall abuse drugs threatens the healthy development of the whole society. The main objective of empirical quantitative research was descriptively chart development trend of emergencies related with using narcotic and psychotropic substances in South Bohemian Region. Availability of literature to the topic was considerably limited. In the theoretical part I focused on theoretical background, basic concepts regarding with emergencies related with using narcotic and psychotropic substances. Further I wrote overview about the most famous abused drugs and their classification. At the end of this part I mention laws and regulations regarding drugs. The practical part consists of empirical quantitative research whose the main objective was descriptively chart development trend of emergencies related with using narcotic and psychotropic substances in South Bohemian Region. For the method I chose content analysis of the text which I made in a quantitative way. By determining statistical population of texts I analyzed official documents - public available official statistical data of criminality of Police of the Czech Republic and data provided of Police Presidium of the Czech Republic, Department of Computer Science and Information Technology Operation. The research survey in the term of 5 years - 2010 - 2015 I answered on a research problem, defined by using research questions. I concluded that some emergencies are trully committed under the influence of narcotics and psychotropic substances. The research demonstrated upward developmental trend of emergencies committed under the influence of narcotics and psychotropic substances. Finally I summarize the results of bachelor thesis and I recommend its use in practice.
The Specifics of the Negotation of the Czech Republic´s Police with People under the Influence of Narcotic and Psychotropic Substances

This thesis deals with the negotiation of police officers from Riot Police Services with people under the influence of narcotic and psychotropic substances. These individuals often become perpetrators of offenses and narcotic and psychotropic substances also have an impact of this fact, because they cause changes in human personality. The work has two main parts - a theoretical part and a practical part. The theoretical section contains information about narcotic and psychotropic substances, their use in the Czech Republic, as well as Czech drug policy and prevention. A crime committed by people under the influence of narcotic and psychotropic substances is also described as well as the personality of the offending drug addict. The last chapter of this section includes information about police and police procedure when dealing with a person under the influence of narcotic and psychotropic substances as well as the peculiarities of questioning people under the influence of narcotic and psychotropic substances. The practical part consists of quantitative research carried out by the group of 51 police officers who work in the South Bohemian region in the Riot Police Services. The research covers issues related to the conduct of police officers towards people under the influence of narcotic and psychotropic substances. The method of interrogation and questioning techniques were used for the collection of data. The main objectives of the study were to determine the facts, whether or not and how often respondents work with people under the influence of narcotic and psychotropic substances, whether or not the negotiations with these people are specific and how specific are they. Another objective was to determine the extent of respondents' knowledge of drug problems. The obtained results and the possibility of their use in practice are outlined and presented at the conclusion of the study.
