Thesis Title The Technical Means of Forestalling Further Vehicle Movement: Legality, Proportionality, and Other Application Problems Abstract This thesis analyses the institute of the technical means of forestalling further vehicle movement, the so called "clamp", from a theoretical and applicational viewpoint. Its aim is to present a detailed description of this institute, explain the modes within which it is used and the differences among those modes of application, and present the differences of applying this institute by different authorised authorities (i.e. Police of the Czech Republic, Customs Organisation of the Czech Republic, municipal police). This thesis also aims to analyse the contemporary use of this institute in practice, namely concentrating on the frequency, methodology, and legality of this application. A substantial part of this thesis consists of the research and analysis of the expenses of the use of the afore-mentioned institute. The focus of the analysis of expenses is on their legal grounding, character and the circumstances taken into consideration when determining the full extent of the expenses regarding specific cases. The District court in Lišov in the years 1918-1939 taking into account the criminal cases

Justice of the First Czechoslowak Republic follows on from the justice of Austor-Hungarian Empire. The theoretical part of the presented thesis illustrates how the criminal law has changed and what the system of a judiciary organization was. The second part of the thesis, based on the research of archival sources, focuses on district court and cases which falling within their jurisdiction on the example of the town Lišov in South Bohemia in the years 1918-1939. Attention is payed on a local municipal police, as well as the persons of judges and notaries.
Local police and their powers in the field of supervision over the safety and uninterrupted traffic flow on highways

The competency of municipal police related to road safety This thesis deals with the competency of municipal police focused only on the issue of road safety surveillance. The main purpose of the study is to present basic orientation in particular authorizations to represent public law when enforcing road safety regulations. The study is composed of three main chapters devided in relevant subchapters, each of them dealing with different aspects of the administrative law. The first chapter briefly describes the origins of enacting the municipal police as a municipal body, pointing out the past difficulties, followed by the summary of the law regulation establishing the municipal police and controlling its activities by the municipal self-government. It also defines the municipal police as a part of the administrative law. In the main second chapter the single competencies are described, divided into subchapters by its source according to the Municipal police Act and the Road traffic Act. The permition to control speeding and testing the drunk drivers are most widely described, followed by the issue of towing vehicles. Analyses of the factors affecting municipal policeman performance

The bachelor thesis is talking about efficiency of municipal policeman in Prachatice. It is serving summary of factors that can influence their work efficiency. Also it analyses influence of the chosen factors. Based on regression analysis I evaluate data from panel model of the years 2010 -- 2013 and I show correlation of tobacco addiction and efficiency of municipal policeman. Then I prove correlation between increased traffic of inhabitants in the centre of the town (it is shown on the car taxes income and the season) and whole municipal police work. As the outcome of regression model is shown that smoking policeman has lesser efficiency -- he makes 24% less work than his non-smoking colleague. It means that non-smoking policeman makes 1,5 actions per shift more than smoking one.
Preparedness and the role of the Prague's Municipal Police in declaration of certain crisis situations

The main aim of the thesis "The preparedness and the role of the Municipal Police Prague during the announcement of some crisis states" was to determine the role and the actual preparedness of the organization to deploy its officers in the areas where the state of danger or emergency has been announced, with focus on the provision of Prague's officers to another municipality. Introductory section acquaints the readers with the Municipal Police Act development and the historical development of the organization - from its formation to the present form. It also contains an overview of the duties and powers which officers have - particularly with focus on its use in crisis situations outside the establishing municipality. Results of the survey in the middle and top management of the organization are graphically and statistically processed and evaluated in the next part of the thesis. Then there are results of interviews, particularly with managers of specialized organization's departments, followed by analysis of the Municipal Police Act and related legislation. Preparedness of the Municipal Police Prague has been assessed based on a questionnaire survey, interviews and own collected data, as well as analysis of internal documents of the organization. The results of the performed investigations revealed that the preparedness from the perspective of organizational, personnel, material as well as technical view is at high level - in the Czech Republic, and between municipal police forces, completely unprecedented. The role of the organization has been then assessed by analysing the Municipal Police Act, primarily focusing on cases of provisioning of Prague's officers to other municipality in case of an emergency situation announcement. It has been found that while the Municipal Police Act allows to use officers in crisis situations also outside the establishing municipality, it paradoxically does not allow using all the powers which officers have under normal conditions, respectively it doesn't allow to complete certain acts and interventions. The only solution in this case is the amendment to the Municipal Police Act. The role of the Municipal Police Prague is clearly defined within the capital city and is completely irreplaceable and undeniable, and in the case of provision of Prague's officers to another municipality, despite the above mentioned legislative deficiencies, significant. A comprehensive document has been prepared for the mayors of municipalities in the Czech Republic, based on which the decision upon the utilisation of Prague's officers in a given situation can be made.
Training for police officers as the key to their professionalism

In my thesis, which deals with education of police and municipal police officers, I am trying to capture the specifics of both these educational systems. The aim is to analyze the education system in its present form with respect to increasing legal awareness of persons with whom the police in their work come into contact with. Bachelor thesis also focuses on the issue of continuing education, developing social skills and their further use in practice. I would like to point out today's perception of the police as a necessary component to enforce legal standards. The work deals with the history and education of members of security forces, with a focus on professional ethics and access of citizens to the police as a folder that significantly affect their rights and freedoms. At the same time point out the current perception of the police as a necessary component to enforce legal standards. The thesis is focused on the specifics of training of police officers from the Police of the Czech Republic and municipal police officers depending on the performance and usability of educational services in their practice. It deals with the requirements that are imposed on the police in a theoretical and practical level and interrelations between theoretical and practical training for their profession.
