Municipal self-government with focus on the position of the bodies

The thesis called Municipal self-government with focus on the position of the bodies describes municipal self-government in the Czech Republic and in the Slovak Republic. The purpose of the thesis is to analyse municipal self-government, to characterize municipal bodies and their mutual relations, to assess and compare the legislation in the Czech Republic and in the Slovak Republic and finally to notify of problematic issues, analyse them and suggest possible ways how to solve them. The thesis is composed of nine chapters, which are divided into subchapters (except for the second chapter). Throughout the introduction the thesis deals with terms related to this topic, further basic models of municipal arrangement in Europe are concisely characterized from the perspective of the Czech jurisprudence and foreign literature. Subsequently historical development of munucipal self-government is described. The most important legal documents and their importance are emphasized. Subsequently municipality, its basic characters with emphasis on the separate autority of municipality and the delegated authority of municipality are defined. The Position of Municipalities in the frame of the Public Administration in the Czech Republic

The aim of the bachelor thesis is a description and analysis of the Czech municipal policy, in substance the position of municipalities in the frame of the public administration in the Czech Republic. The work focuses on explaining of the basic concepts and principles related to the local policy, the definition of a municipality according to the Czech law and the roles of municipalities that played in a mixed system of public administration. There is mentioned the division of municipalities according to their size and scale of operations taken delegated actions. The main attention is paid to the organizational structure of municipalities. The work outlines the basic characteristic of the municipal authorities and the principle of their members´ appointment (the principle of the municipal electoral system). The work responds to changes that the local government within the public administration reform passes (financing, development of municipalities, scope, etc.).
