Early Local Elections. Case Study of the Ústí Region

The bachelor thesis examines early local elections in the Ústí nad Labem region. The thesis aims to quantify the phenomenon of early local elections and to determine their circumstances and impacts. Their occurrence is examined in the last completed electoral period, i.e. between 2018 and 2022. The thesis uses mainly data from the Czech Statistical Office, personal interviews and documents of individual municipalities, which are mainly minutes of municipal council meetings. Using these data, the situation since the 2018 regular elections is described. Within the regular elections, the election results are interpreted and the situation in each municipality is described. Subsequently, the causes of the elections, the reasons for the resignation of councillors, the results of the extraordinary elections and, last but not least, the consequences that are related to the holding of early local elections in the individual municipalities of the Ústí nad Labem Region are mapped. This is directly related to the deduction of the possibility of preventing their holding through substitutes and the identification of changes in the municipal council and changes in the position of the mayor of the municipality. Permanentní opakování komunálních voleb: zablokované obce?

The submitted dissertation includes the issue of repeated holding of new elections to municipal councils leading to the blocking of a municipality. Although the topic is not new, it has so far been given minimal space in the examination of Czech municipal politics. The dissertation can thus be understood as the first comprehensive study devoted to the given issue. In its theoretical part, the thesis contains a large amount of data revealing the extent of the problem and its legislative background. Part of the theoretical and contextual anchoring is also an extensive European comparison of the legislation affecting the holding of elections after the decrease in the number of council members. The empirical part is then focused on the specific reasons for the repeated holding of new elections in selected municipalities of the research sample, along with their subsequent categorization and the creation of a typology of blocked municipalities, including a thorough description of individual types of municipalities with examples. The dissertation presents a possible legislative solution to the whole situation and critically evaluates the recommendations of the Ministry of the Interior applied.

Mayor as a Black Peter? Case Study of the Moravian-Silesian Region

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The aim of the thesis is to find out what affects the mayor's interest in the post of mayor. Correlation between the popularity of the ANO brand in the Moravian-Silesian Region and the success of the elected mayor Tomáš Macura in the 2022 municipal elections

The bachelor's thesis titled Correlation between the Popularity of the ANO Brand in the Moravian-Silesian Region and the Success of Elected Mayor Tomáš Macura in the 2022 Municipal Elections is dedicated to a case study of Tomáš Macura within the framework of municipal politics in Ostrava. The theoretical part of the thesis defines the terms associated with brand, branding, political brand, and personal political brand. It is followed by a chapter on the socio-political context, where the work summarizes the ANO 2011 party's results at different political levels, with a specific focus on the Ostrava region. This chapter also addresses the rise of the ANO 2011 party, along with its history. A subsequent subsection is dedicated directly to Tomáš Macura and his political career. In the analytical part, the thesis delves into the analysis of internal party research and the media visibility of Tomáš Macura prior to the 2022 municipal elections. The result of the study reveals that both parties - Tomáš Macura and the political party ANO 2011 - benefited from their coexistence, thus creating a symbiotic relationship between them.

Political ideologies in the local politics of selected Czech towns

The thesis deals with political ideologies in the local politics of selected cities in Czechia. The aim of the research is to explore whether political parties at local level are formed by political ideologies and to find out what their ideological positions are affected by. To represent political ideologies, I have chosen two ideological dimensions (the left-right economic dimension and the GAL-TAN socio-cultural dimension), of which 10 parties in 33 selected Czech cities were evaluated. The thesis is primarily based on data from the "Election calculator" for elections to municipal councils in 2022. Based on its questions, an evaluation scale was created for each dimension, which determines the ideological positions of parties in selected cities. The thesis thus verifies the applicability of the concept of ideological dimensions at the local level in Czechia. The theoretical part of the thesis describes political ideologies and the possibilities of their classification. The chapter mainly discusses the meaning and the defining characteristics of ideological dimensions. Municipal Secessions after 1989 in District of Česká Lípa

Diploma thesis Municipal Secessions after 1989 in District of Česká Lípa deals with a wave of disintegration of municipalities which took place immediately after a restoration of democracy in the Czech Republic. The thesis discusses the following subjects: the development of municipal administration in the Czech lands, the current position and function of municipality, basic aspects of democratization on a local level, territorial fragmentation, local development, the concept of secession, and legislative conditions for the foundation of new municipalities in the Czech Republic and administrative development in the district of Česká Lípa on which is this paper focused. The work aims to answer the main research question: What are the political aspects of the process of municipal seccesions after 1989 in the district of Česká Lípa? The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.

Transforming of Executive Coalitions in Prague in the Electoral Period 2010-2014

The aim of this diploma thesis Transforming of Executive Coalitions in Prague in the Electoral Period 2010 - 2014 is to analyze influences, which have an important role in a process of establishing executive coalitions and also in their stability. The analysis is based on a classical theory of coalitions, discursive analysis, interviews with direct participants and on official documents. One of the aims is to describe the level of possibility in application of theoretical concepts of coalition theory in the area of Prague's political system. There are many points of view, from which we look at stability and forming of coalitions. For example, very important point of view is an influence of making and implementing politics or an influence of politicians from national level. A big importance is focused on negotiating between participants, their statements in media and their real steps and decisions. The intention of this thesis is not an invention of general model which should be applied on similar local system, but to explain and describe the uniqueness of Prague local system and the election period of 2010 - 2014.
