Analysis of retraining supervised by employment agency in Rakovník since year 2009

Starting with year 2009, full effects of financial crisis, including rising unemployment, became evident in the Czech Republic. We can observe growing importance of active employment policy and retraining schemes, which helps to match structure of labor supply with labor demand. This thesis aims its analysis towards local labor market in minor district area in the Czech Republic. It contains description of its local labor market and its trends since the begining of the crisis. I used this situation to show the rise in usage of public employment policies. Topic of retraining is discussed from the view of targeting retraining schemes on groups threatened at the labor market and also effects on leaving the database of unemployed. Results are based on unpublished data, which I acquired during cooperation with local employment agency.
Efficiency of training programs organized by the local labor office in Havlíčkův Brod during the years 2008-2011

The thesis is a partial analysis of the efficiency of training programs in Havlíčkův Brod district during the years 2008-2011. Gross effects analysis showed that two thirds of the participants were able to find a job within 12 months after completion of the program. In comparison with other territorial units, training programs achieved same or even better results with lower average costs per participant. Sociodemografic characteristics of the participants did have impact on the value of gross effect. Lower gross effects were found for disadvantaged groups. In most cases the value of gross effect did not fell below 50 %. The highest gross effects were found for vocationally oriented training programs. Targeting analysis based on the value of targeting index showed that training programs targeting on disadvantaged groups were not only in Havlíčkův Brod district in many cases far from being satisfying. The thesis concludes that training programs seem to be efficient labor policy measure and recommends maintaining their range with higher preference of vocationally oriented courses in the future. Labor office officials should improve training programs targeting on disadvantaged groups and consider implementation of zonal counseling along with profiling of employed persons. Further records about unemployed could improve training program preparation process and could ease net effect analysis of the programs which overcomes gross effect analysis's limits discussed in the thesis.
