Resüme Titel: Die Zuständigkeit der Gemeinden Das Hauptziel dieser Diplomarbeit besteht darin, die Zuständigkeit der Gemeinden in der Tschechischen Republik zu beschreiben. Die heutige gesetzliche Regelung schließt sich seit 1990 wieder an die ehemals Ősterreichisch-Deutsche kommunale Tradition des gemischten Vollzugs der öffentlichen Verwaltung an. Nach einer nötigen kontextuellen Einführung (in der Form der Abgrenzung des Begriffes der "Zuständigkeit" und in der Form eines kurzen historischen Exkurses des Verlaufs der gesetzlichen Regelung bis zum Jahr 1990), folgt das Kapitel über den übertragenen Wirkungskreis der Gemeinden. Das Ziel dieses Kapitels ist die Verankerung dieser Zuständigkeit innerhalb der Rechtsordnung der Tschechischen Republik, ihre Prinzipien und ihre Funktionieren zu zeigen. Der eigene Schwerpunkt dieser Arbeit ist in den Kapiteln zu finden, die den eigenen Wirkungskreis der Gemeinden beschreiben. Erst beschäftigt sich die Arbeit mit der verfassungsrechtlichen Verankerung und mit dem Vergleich des Rechts auf die Selbstverwaltung in der Tschechischen und Deutschen Rechtsordnung. The powers of municipalities and regions

1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. With regard to the comparison of the Czech legislation and issues of European legislation, so we can get a rich variety of assumptions and considerations, which could be formulated in the context of the considerations de lege fedenda at the level of regions and municipalities. The importance of changes of administrative borders in the formation of inner peripheries on the territory of Czechia since the mid-19 th century

The dissertation thesis covers the theme of the relationships between the changes of administrative borders and the peripheriality of space on the territory of Czechia since the mid-19th century. The author first defines the fundamental objectives and discusses the bases of the research of changes of administrative borders in Czechia in the process of polarization of space, as well as the general background and approaches to the issue of borders and regions, while emphasizing the concept of inner peripheries and internal borderland. The thesis attempts to contribute to the debate regarding: the importance of administrative borders of regions of different scales in the polarization of space; identification, analysis and evaluation of areas that changed their administrative affiliation at the level of mesoregions (regions) and microregions (districts) on the territory of Bohemia and the Vysočina Region in particular; evaluation of the degree of stability of administrative regions and stability of centers of these regions; and to assessment of the importance of the borders of regions in the context of problems associated with the development of peripheries. Generally binding ordinances of municipalities Abstract This thesis deals with generally binding ordinances of municipalities. Generally binding ordinances are legal regulation which issue municipalities in independent competence on the basis of Article 104 Paragraph 3 of the Constitution of the Czech Republic. It is necessary to distinguish them from decree of municipality issued in delegated competence according to Article 79 Paragraph 3 of Constitution. The approach to generally binding ordinances significantly influenced the Constitutional Court. The first chapter deals with constitutional and legal basics of local administration generally, also with territorial and personal basis and independent and delegated competence of municipalities. The second chapter analyses in more detail process of passing of generally binding ordinances and potential public involvement on this process, also content requirements and structure of generally binding ordinances. It deals also with announcement and record of legal regulation of municipalities and draws attention to planned colection of legal regulation of municipalities and regions. Comparative analysis of Czech and Spanish constitution with focus on differences caused by different organization of state and analysis of relevant legal terminology

The aim of this bachelor thesis is a comparation of the constitutional adjustment of the territorial organization of the Czech Republic and the Kingdom of Spain. The whole thesis is divided into several chapters. The opening section is dedicated to the outline of the historical evolution of constitutionality of the both countries and to the brief definition of the terms of the state administration and the local administration. The main part of the thesis deals with the analysis of the territorial organization of the Czech Republic and Spain. The emphasis is put especially on the inner organization of the territorial units and their authority. This part is followed by the comparative analysis, in which the systems of both the countries are compared. The whole thesis is concluded with a short language analysis and a Spanish-Czech glossary of which formation is the secondary aim of this thesis. The résumé is written in Spanish.

Elections to the municipal council in Telč (1848-1914)

The bachelor thesis deals with elections to the municipal council in Telč between the years 1848 and 1914. It is divided into three parts. In the first one, we introduce the cultural and economical background of the city and it is supplemented with inclusion of the city into the system of national administration during the period of our interest. On the basis of available documentation, the second part tries to characterize legal standards dealing with elections and municipal council, more precisely a Temporary city council, Municipal regulations of Margaviate of Moravia and Electoral regulations of Margaviate of Moravia. The third and the key part is focused on municipal elections in Telč, and nominal lists of the members and deputy officers are put together mainly on the basis of the commitee meeting reports.
