Legislative process in public administration Abstract This diploma thesis addresses the legislative process in public administration. The aim was to approach the procedure for the adoption of legislation by the government and to describe the legislative activity of the authors of this legislation, which are the already mentioned ministries and other administrative authorities. The activities of territorial self-governing units and their procedure for adopting generally binding decrees and regulations of the municipality/region were also described in passing. The thesis reflects the important case law of the Constitutional Court specifying both the requirements for issuing by-laws based on individual types of authorization provided by the Constitution of the Czech Republic and in terms of the binding nature of the Government Legislative Rules in the form of government resolutions. The thesis deals with the issue of mandatory requirements of the legislative acts, without which they should not be discussed by the government, as well as the position and role of the Legislative Council, which is only an advisory body to the government irreplaceable. This essay targets entrepreneurship to trade is concentrated to public catering. The main target was point out the control institutions which inspect observance of legislative rules in public catering. In practical part I tried to get information from restaurants. I choose forms for my inquiry. I found out some shortages so I tried to suggest some arrangements for betterment of this situation.
Internal Regulations of Municipalities

The Diploma work is aimed at analysis of internal regulations state that are seen as internal forms of procedure to maintain a smooth office work. In the theoretical part, there are essential terms explained in relation to internal organization regulations and internal municipal regulations, its principal, structure and legislative rules which are the basics for the internal regulations forming process. In the practical part, there is the analysis of internal regulations carried out through the use of questionnaire on a sample of 10 municipalities the first degree . There are the evaluation and comparison of 3 municipalities the second degree and 5 municipalities the third degree.
