Analysis of Czech army reserve units and their employment in crisis situations

The aim of the diploma thesis is the analysis of existing reserve units and the legal framework with respect to natural, entrepreneurial natural persons and legal entities, comparison with a similar system abroad. Analysis and evaluation of the level of readiness, equipment, and possibilities of deployment with regards to feasible tasks in crisis situations. The theoretical part deals with the general concept of reserves, the definition of Active reserves, the structure of command and control, and the system of requiring forces and resources of the Army, including Active reserves. It defines crisis situations and describes the possibilities of using Active reserves in crisis situations. It describes the reasons and way of calling Active reserves into active duty. It specifies the duties and requirements of the soldier's employer and at the same time the obligations of the Army towards the soldier's employer in Active reserves. It describes a similar types of Active reserves units abroad, specifically in the United States the National Guard and the Army Reserves. The practical part consists of a questionnaire survey, in which respondents comprised of Active reserves soldiers and professional soldiers who are dedicated to run Active reserves agenda. DOTMLPF-I, the military analysis, was conducted as well as SWOT analysis. The questionnaire survey was also used to directly ask targeted questions to complete the DOTMLPF-I analysis. The focus of the work was to obtain and analyse data and information. The conclusions are summarized in the evaluation of the possibilities of deploying Active reserves and at the same time, based on the processed results of analyses, specific recommendations for the short, midterm and long term are given.
Long-term interventions of selected integrated rescue system units and affected population during emergencies and crisis situations focusing on their supplying and feeding

The thesis is focused on supplying during an intervention, especially during a long-lasting intervention, when it is important to replenish liquids and energy for members of the Integrated Rescue System (IRS). The second part of the thesis is focused at the civilian population itself, who should have enough knowledge to pack all the necessary items that should satisfy basic needs during the first days of a possible evacuation, in their evacuation luggage. The thesis is divided into a theoretical and a practical part. The theoretical part is mainly based on legislation. The issue of long-lasting interventions is primarily determined by Fire Safety legislation. In this part there is also basic information on the evacuation of the population, especially the process of warning, evacuation and the content of the evacuation luggage. The practical part deals with the analysis of completed questionnaire surveys from members of the IRS and the civilian population. Based on the preferences of both groups, the practical part also includes a diet plan from the point of view of a nutritional therapist. In response to the evacuation luggage, there are some advice on what foodstuffs to pack. The aim of the thesis is to evaluate the intake of food and liquids among members of the IRS considering the quality of food and liquids. The analysis took place not only during a long-lasting intervention, but also during a normal working day in which such an intervention can take place. Just like the preparedness of the IRS, the preparedness of the civilian population is also important, the goal is to see if they can recognize the warning signal and manage to pack their evacuation luggage properly. The information in the thesis can serve as a tool not only for members of the IRS, but also for the civilian population with regard to the packing of evacuation luggage, especially with regard to the selection of foodstuffs and liquids in evacuation luggage.
Ministerial Priesthood as the Assisting Profession

The thesis " Ministerial Priesthood as the Assisting Profession" introduces, in the first part, the general view of the assisting profession as a process having its input, stages, output and anticipated target. It shows the connection and similarity to other assisting professions associated with various difficulties and experience that may be beneficial for priesthood. The assistance provided using the means of the priesthood is perceived as a therapeutical process, the result of which shall be sanation - however, the debt is not understood to be an illness, but a sin, the sanation of which leads to redemption. The second part is focused on the specificity of the ministerial priesthood, while tracing it in the theology of the Gospel according to John, as well as in the historical context of the Czech territory, searching for similarities and differences of priesthood compared to other assisting professions. Regulatory measures in the transport sector focused on processing special emergency plan for the Bridge No. 4-043 in the Strakonice town.

The present paper concerns the topic of regulatory transport management and focuses on the elaboration of an emergency plan of bridge no. 4 - 043 in Strakonice. This topic touches partly the field of transport management in crisis situations and should be part of the crisis plan for the extended municipal area of Strakonice. The objective of my bachelor thesis is to conduct an analysis of the transportation network within the area of the extended Municipality of Strakonice and to develop a proposition of an emergency plan in case of a closing of bridge no. 4 - 043 on road No. 4 in Strakonice, with a proposition of bypasses for traffic routing during the closing of Road No. 4 as well as traffic signaling for indication of the road closure as well as the bypasses. The proposition for the traffic signaling, which ought to be placed on the corresponding grounds shortly before the start of construction works on bridge no. 4 - 043, was elaborated according to the law, rightful norms and its corresponding regulations. The introduction of the paper describes the regulatory measures of rail traffic, road traffic and civil air traffic, as well as provisions of road management initiated in crisis situations. This paper also addresses the laws and responsibilities of the Ministry of Transport, the Regional Office, and the extended Municipal Authority of Strakonice, who are responsible for the road reparation and maintenance. Furthermore, this paper deals with the transport policy of the European Union designated to modernize the transport infrastructure in member states in order to correspond to the pan-European standards as well as to its role in the defense sector during the state of constant preparedness for the transition of normality to a state of crisis or a state of war demanding the defense of the state. The result of this bachelor thesis is the elaboration of an engineering transport management plan in case of a closing of bridge number 4 - 043, in which six specific traffic situations are applied to the closing of the bridge, the rerouting of traffic and the corresponding signaling communication. This engineering transport management is practically applicable in case of an actual closing of the bridge during construction works. Ultimately, the paper also addresses potential complications for the population of the city of Strakonice and nearby communities caused by higher traffic density due to the closing of the bridge. It was necessary to account for higher traffic density on the proposed bypasses. According to the official information of the Directorate of Roads and Highways, responsible for Road No. 4, there are no major construction works planned on bridge no. 4 - 043, neither are there any plans for its closure. The hereby presented bachelor thesis does not contain only theory but makes an actual practical contribution. It will support the Transport Department of the Municipality of Strakonice in the elaboration of their regulatory transport management and will be included in the crisis plan for the extended municipal area of Strakonice.
