Risk Management of Bank Credit System and Decision Making Process

The theoretical part of this thesis describes the development of Czech banking sector, especially with emphasis on post-revolutionary rebirth within the new conditions of market economy. The following part demonstrates the decision-making credit account process of a bank on a particular case study based on the methodics and procedures leading up to maximal elimination of credit risk. At the same time, the author presents a partially modified internal opinion on a decision of particular business transaction. It is accented that every decision of a bank must comply with the regulations of CNB. The conclusion of the thesis affirms the maximal efforts of domestic banks to minimalize risks within their decision-making credit account processes, which is mirrored in current stability in the development of Czech banking sector.

This diploma thesis is dedicated to the topic of evaluating the banking per-formance of large and small banks in the Czech Republic in the period from 2018 to 2022. The main goal of the thesis is to compare the financial performance of large and small banks operating in the Czech Republic, to find out factors causing the difference in performance and the sources of profitability of these two groups of banks. A financial analysis is performed to evaluate the financial performance of the selected banks. As part of this analysis, indicators of profitability, capital adequacy, quality of the loan portfolio, as well as indicators of bank productivity and cost intensity are used. ČSOB, Česká spořitelna and Komerční banka are ana-lyzed as representatives of the group of large banks. The group of small banks is represented by Air Bank, Fio banka and Banka CREDITAS. Finally, the results of the application part of the work are compared with professional studies of other authors.
Makroobezřetnosntí politika v kontextu ekonomicko-politické nejistoty

The thesis examines credit activity in the context of economic and political uncertainty (EPU index) and macroprudential policy (MPI index). The empirical analysis is carried out by regressing panel data for European Union countries between 1998 and 2015. The dataset for the analysis includes data for 5,176 banks from the Orbis database, macroeconomic data from Eurostat and the ECB statistical warehouse at an annual frequency. The regression analysis is per-formed using fixed effects. The results of the empirical analysis confirm the effect where the interaction between MPI and EPU reduces the negative impact of eco-nomic and political uncertainty on bank’s lending activity.
On Supervision of Financial Markets by Czech National Bank

1 Abstract This work deals with the performance of supervision over the financial market and the entities operating in the financial market. Part of the work is devoted to consumer protection in the financial market and compensation systems. Because of the fact that the Czech Republic became a member of the European Union in 2004, this work includes also legislation of regulation and supervision of this level, as this treatment significantly predetermines Czech adjustment. Following questions were examined as an example of protecting the interests of clients of supervised entities: - whether there are any tools to protect the client's interests at the level of supervised entities, - what kind of role the supervisory authority has or may have in relation between a supervised entity and its client, - how are the client's financial interests protected in the event of failure of the supervised entity and whether this protection is de lege lata sufficient. The theoretical part of the work briefly describes the institute of supervision, its assorting and forms. Relations of the Central bank to Commercial banks This thesis deals with the relations among the central bank and commercial banks laying emphasize on the situation in the Czech Republic. The aim of this thesis is to characterize and analyze relations among the Czech National Bank and commercial banks, to evaluate them and suggest possible legislative improvements to strengthen the stability of banking institutions and thus the entire economy. In the beginning of the thesis the basic terms are defined. Then the types of relations among the central bank and commercial banks are described. The thesis is due to the wide number of emerging relations among the central bank and commercial banks focused mainly on relations associated with entrance into the banking sector, on the proper functioning of banks and on the relations associated with their extinction. The main part of the thesis is logically divided into another three parts. The first part describes the mechanism of granting banking licenses and the possibility of foreign institutions's establishment in the Czech banking market. Capital adequacy of banks - grounds, development and prospects of its regulation

xi Abstract This thesis aims to provide eclectic legal and economic insight into the history, current principles and possible future development of bank capital adequacy regulation. We have worked with a variety of legal and economic literature and official Basel Committee publications. Our goal was to explore the economic background behind the Basel standards and find its legal ramifications and the incentives they create. In the first chapter, we analyze the economic rationale for banking regulation, explain possible methods of bank capital regulation and juxtapose them with other means of regulatory measures in the field of banking. The first chapter also gives overview of the Basel I framework, its implementation process, describes its utilization of new regulatory techniques, as well as its weaknesses. Second chapter provides overview of Basel II approval process and discusses its transparency and institutionary framework. Problematic issues of CRD directive in the Czech Republic are discussed in contrast with norms of due legislation process. In the next chapter, we describe the mechanics of the Basel II framework. Basel III: Evaluation and Impact in the Czech Republic

The thesis is focused on content and impact of the new Basel Capital Accord, commonly known as Basel III. These rules react to recent development in global financial markets and introduce some substantial changes into regulatory approach, which include changes to the definition and required amount of regulatory capital and presents new liquidity requirements. The thesis then assesses new rules form two points of view. First, a quantitative model is constructed that predicts the impact of new rules on capital adequacy of four major Czech banks based on default rates data. In the second part of the analysis, institutional impact of new regulation is stressed, namely the question of how new rules fit within the theoretical framework of optimal regulatory architecture and what pitfalls they have. The thesis is unique in the eclectic nature of its approach, whereby two seemingly disparate approaches oppose each other and an attempt at synthesis is presented.
