Financing of Building Construction from Public Sources

The Bachelor’s thesis is focused on public construction orders and their financing options. The theoretical part describes public orders and funding sources from the perspective of the investor. This section also contains information on the financial management of the project and links to the European and the state budget. The example of financial plan preparation from investor's perspective is shown in the practical part.

This thesis deals with the problem of British attitude towards European integration. The relationship between the United Kingdom and the European Union is described via the existence of a phenomenon of British European budget rebate. The budget rebate is a British reduction in price of the cost of contribution annually sent to the common European Union's budget. It was won by the Prime Minister Margaret Thatcher in Fontainebleau Summit in 1984. The main reason for giving Great Britain this privilege was the fact that the UK was one of the biggest net contributor to the budget. On the other hand, the UK received too little from the budget because it had only a small agricultural sector. The European budget was aimed primarily for subsidising the European farmers. The UK's annual VAT-based contribution to the European budget is reduced according to a formula first set out in the Fontainebleau Agreement. This reduction is equal to 66 % of the difference between what the UK pay for the EC budget and the receipts, which the UK gets back. But, the rebate applies only as for spending within the EU and the British contribution is calculated as if the budget were financed only by VAT. Should common economic policy be implemented in Eurozone?

The aim of this thesis is to define issues related to the implementation of common economic policy in Eurozone and put it into context of wider economic and political coherency. The thesis is divided into six chapters, whereas first two chapters were dedicated to the beginning of integration process and to the later relationship of integration and globalization. Following chapter describes the principles of economic policy. Important part of this thesis is focused on financing of common European budget, taxes and minimum tax rate. Finally, there is description of actual point of view on Eurozone.

This thesis gives a description of the system that regulates the flow of the European finances. Special attention is paid to UK Rebate. Member states' points of view to the European Union in reference to their Net Balances with the European Budget are also analyzed in detail. The resources of the Budget are explained in order to explore the Rebate and the Net Balances in more detail. Brief description of the Budget expenditures and eriorities is included. One chapter is devoted the budgetary procedure.
