Bachelor thesis deals with the evaluation of the information system which serves as electronic document service and also as agenda information system for a public authority. Moreover it offers suggestions how to improve its effectiveness. Part of the thesis offers also more detailed look at current state of the public authority which rises from used analytical methods. Analysis of the current state of the institution and its information system is processed according to the theoretical outcomes. In the conclusion of the thesis there are suggestions offered that aim to improve imperfections of the information system and so to enhance its effectiveness.

The bachelor thesis deals with the issues of eGovernment tools used at a munici-pal authority. Specifically, it concerns electronic archives, electronic signatures, agenda information systems, data boxes, electronic systems of public administration, Czech POINT and registers. The thesis is divided into two parts: literature research and the main part. The research part includes basic terms concerning eGovernment, a description of the aforementioned tools, corresponding with legal requirements, and the contemporary situation of eGovernment. The main part deals with the use of the tools in practice at the anonymous municipal authority of XY. The final section introduces changes proposed to secure the effectiveness of the authority.

The liter-ary research describes individual Instruments of eGovernment, which are elec-tronic signature, data boxes, basic registries, electronic record management sys-tem, Czech POINT, electronic information system of public administration, agendas information systems. The goal of the main part of the bachelor thesis is to evaluate the work of the Instruments of eGovernment in the practice of a particular city office and then assess if there are imperfections in the use of eGovernment Instruments. For the identified imperfections are proposed motions, how to eliminate their incidence to streamline eGovernment processes at the specific city office.

Measuring the effectiveness of the introduction of data boxes

This work addresses the issue of data boxes information system, which supports electronic communication between public authorities and other bodies. Aim of the work is to identify measure and evaluate the effectiveness of the data boxes at selected public authorities when processing received and sent documents. The effectiveness is detected by using the proposed metrics and also based on the analysis conducted in order to examine the processing of documents at selected institutions. The effectiveness of data boxes is being researched at the Municipal Office Dub nad Moravou and the Czech Agriculture and Food Inspection Authority. The information needed for the process analysis and the data required for evaluating the effectiveness of the implementation of the proposed metrics were obtained from the staff of those institutions. The work is divided into four parts. The first part is a thorough description of the data boxes information system. The functionality, use, technical solutions and legislations of data boxes are described based on available information. The second part focuses on the description and analysis of selected public authorities and on the way they process received and outgoing mail. In the third part of the work appropriate metrics to assess the effectiveness of the data boxes are proposed, followed by implementation of two-phase measurements. In the fourth section the effectiveness of the data boxes is evaluated based on the measurements conducted at selected public authorities. The main contribution of this work is that it will be the first evaluation of the effectiveness of the data boxes in selected subjects approximately one month after the official launch. Another benefit is the proposal of process for the evaluation of the effectiveness of a very specific new information system within the body and a comprehensive description of the data boxes information system.
