Repolonization and deconcentration: the importance of limiting foreign capital for the media market in Poland

The bachelor thesis aims to map the debate on the repolonization or deconcentration of the media in Poland after the 2015 elections when the Law and Justice party won. First, the thesis provides a basic overview of the Polish media market and its development after 1989, which is crucial for the entry of foreign investors. It also summarizes the developments surrounding the ruling party's efforts to push through two laws that could transform the ownership structure of the media, namely a law introducing a new tax on advertising and an amendment to the Broadcasting Act. These two bills were, according to experts, intended to fulfil the ruling Law and Justice Party's vision of repolonizing or deconcentrating the media. The paper then compares the amendment to the Broadcasting Act, which was intended to directly restrict foreign owners of audiovisual media in Poland, with existing legislation in other European countries such as France and Hungary. One of the chapters is devoted to the analysis of foreign capital in the Polish media market. The thesis does not omit the key event that is often referred to as 'repolonization in practice', i.e. the purchase of the regional media network Polska Press through the state-owned petrochemical company PKN Orlen.
