The impact of turistification and decentralization of functions on the use of city centre of Třeboň

This diploma thesis deals with the impact of turistification and decentralization of functions on the use of city centre of Třeboň. The aim is to evaluate how changed the functional use of buildings in the city centre over the past 20 years, who visits the city centre in a variety of daily and yearly periods and whether there is depopulation of the city centre. It has been shown that in Třeboň grows mainly outer zone of the city, while in the city centre is a gradual loss of permanent residents. Over the past 20 years there has been a change in functional use of buildings in the city centre in favor of commercial functions and services for tourism. Due turistification and decentralization leads to depopulation of city centre primarily during out of the tourist season.
Heading for a personal union? Current development of decentralization in Belgium

This thesis deals with the process of decentralization in Belgium. There live two dominant nationalities - Flemings and Walloons in the country. Their disputes influenced the constitutional development of Belgium and culminated in the transformation of a unitary state to a federation. Despite the formation of the federation and constitutional changes, the relationship between Flemings and Walloons is tense and unresolved, there is still the pressure to further decentralization. After the elections to the Parliament of Belgium in 2010, there was a political crisis in Belgium. The winning parties were unable to form a coalition government throughout the 541 days. As a result of this crisis constitutional changes, which led to decentralization were adopted. The aim of my thesis is to determine if the country is heading to become a personal union.
The development of territorial structure of public administration in the Czech Republic after 1989

The content of the paper is the analysis of the development of territorial structure of public administration in the Czech Republic. The contribution of the paper is the evaluation of the present state of the Czech public administration after the introduced administrative reforms that however have not been completed from the viewpoint of their proper intentions. The foreground character of the present paper is rooted in the solution of the most pressing problems of structural design the area public administration function, that have not yet been corrected by the up to now provided reform steps. In the process of the working of the individual designs, the author has been considering the historic development of the stipulated problems since the year 1848, and the individual views of specialists engaged in the public administration in the Czech Republic and the actual designs provided by the Ministry of the Interior. Among the chief steps that would improve the present state of the public administration in the Czech Republic the author classifies the abolition of law No. 36/1060 Sb., the territorial division of the state, the abolition of municipalities of the 2nd rank and the reduction of the competences of small municipalities with delegated province.
Kingdom of Spain: from decentralization to an independent states? Efforts of Catalonia

The main point of this thesis is to analyze the status of Catalonia in Spain and the relationship between them. In recent years, in European and even in the worldwide media we can read about the efforts for the Catalan independence with the aim of creating an independent Catalan state. A theoretical analysis of the formation of constitutional arrangement and its vertical structure is instrumental for getting to the heart of the matter. The twentieth century is characterized by the development of democracy and the emergence of new states. Theory of decentralization and separatism are integral parts of these processes. To elucidate the events and the incentives to the efforts for the Catalan independence from Spain is described by the acquisition of Catalan autonomy, since its establishment II. Spanish Republic. By examining political, economic and social spheres, it is clear that Catalonia will continue to seek independence and the creation of an independent state. For now, it appears appropriate to continue the dialogue with the Central Government of Spain and to find common solutions to the project in a conflict-free way. The contribution of this thesis is to clarify for the Czech and Slovak public the Catalan efforts to create an independent state. If the goals of these separatist endeavours are achieved, both the Czech Republic and Slovakia will have to express their opinion on the international recognition of the Catalonian independency.
Monitoring and auditing in structural funds of EU

This thesis explores the question of the decentralization processes between institutions and other parties involved in auditing and monitoring of the structural funds of the EU. I evaluate the present functional relations of these subjects using document analysis. The thesis follows two levels of analysis, which are compared in the end. The first level concerns the general setting of the systems of relations between union bodies and member states. The second one presents specific situations in the operational program Prague Competitiveness. The thesis disproves the initial hypothesis and claim that the relations on the supranational level tend to be more deconcentrated than decentralized, whereas the system at the national level shows more decentralization characteristics in this specific case.

The topic of this diploma thesis is Intraregional differences in fiscal positions of communities. The goal of the thesis was to analyze incomes and expences of communities of the chosen region, to find differences in these incomes and expences, and to specify the cause of their origin. The introductory part cosists of the theory of fiscal federalism, decentralization and position, incomes and expences of communities and horizontal and vertical imbalances. The main part talks about fiscal capacity and fiscal need of individual communities and factors that cause differences in fiscal positions..

The text deals with the management of the Norway's crude oil and natural gas with a view to financing and sustaining the welfare state. First, the thesis deals with the development and the principle of the Norwegian welfare state. Subsequently, the attention is paid to the cooperation of Norway and the European Union within the European Economic Area, especially in the context of the dependency of the EU on energy imports from Norway.
Financing of post-secondary education in Canada

The thesis focuses on higher education as an economic good and identifies its characteristics in relation to the method of financing. The main objective is to analyze the system of financing post-secondary education in Canada. The focus of this paper is mainly evaluation of decentralization and thus participation rate of federal and provincial governments for funding. Then it looks at issue of tuition fees and financial aid for students. On the basis of the analysis are evaluated the pros and cons of the system. The last section is devoted to the current lack of funding tertiary education in Czech Republic and proposed concept of tuition fees.

Measure of fiscal decentralization

The aim of this thesis was to quantify and asset the degree of fiscal decentralization and its development in the Czech Republic. We managed to quantify the measure of fiscal decentralization and its development in the Czech Republic from 2000 to 2006 through indicators of tax decentralization, expenditure decentralization, revenue decentralization, financial and tax autonomy. The figures for ČR were compared with other countries.
