Impact of Universal Basic Income on Income and Poverty in Italy: A Multi-Scenario Analysis Using HFCS Data in EUROMOD

Mikrosimulace základního nepodmíněného příjmu v EUROMOD přisprívají probíhající diskusi o sociálních důsledcích a rozpočtové proveditelnosti této politiky. Evropská HFCS data použitá v této práci umožňují zdanění majetku jako způsob financování, aby byl základní nepodmíněný příjem rozpočtově neutrální. Tato práce zkoumá vliv tří unikátních scénářů na redistribuci příjmů a míru ohrožení chudobou na různé části italské populace. Rozmanitost italských regionů a boj s veřejným dluhem mohou vážně ohrozit proveditelnost scénářů v reálném světě. Výsledky práce následují trend radikálního snižování celkové chudoby a nerovnosti pozorovaný v této oblasti výzkumu. Tyto scénáře, spolu s pevnou daní z majetku, mají nepříznivé dopady na starší věkové skupiny, které se spoléhají na starobní důchody. Systém sociálních dávek má ve scénářích různé úrovně náhraditelnosti, které významně ovlivňují dopad na ohrožené skupiny. Práce nastoluje potenciální zmírnění nežádoucích účinků, které lze analyzovat v dalším výzkumu. Mikrosimulace postrádá behaviorální dopad základního nepodmíněného příjmu na jednotlivce, který je zachycen v provedených studiích v Evropě a Severní Americe.

The risk analysis of the pay-as-you-go pension system studies population development in the Czech Republic and its effect on pensions. Finally, achieved outcomes are used to compare the pure pay-as-you-go pension system with the pay-as-you-go pension system combined with private funds; these comparasions are based on different scenarios of the economic development. Retirement pension insurance system

The submitted thesis deals with the system of retirement pension insurance within the territory of the Czech Republic. In the opening chapters it explains rudimentary terms and other important notions whose - at least sketchy - characterization is necessary for further full comprehension of the complex system of retirement pension benefits. The fifth chapter focusses on elementary terms which make clear the general calculation of retirement pension income. In the thesis different pension incomes (old age pension, disability pension and surviving dependant's pension) are defined by a general introduction into the topic of the respective types of pensions and their caracterization. In some cases there is a brief note about the historical context of the pension, in particular in case of surviving dependants' pensions. The thesis refers to the roots of such an adjustment. Then it is made clear what the legal conditions for the pension claim are, what entitles the benefit duration and when - according to the law - the respective benefit of pension insurance system expires, including the amount and payment of different pension incomes. Pension security of miners in the Czech Republic

This thesis deals with the analysis of the pension security of miners in the Czech Republic from its historical beginnings to the present day, with the main focus on the legislation de lege lata. The selected range of employees in mining industry is in Czech law of pension insurance in comparison with other insured persons favoured in determination of retirement age and the determination of amount of the old-age pension. These benefits are limited for the time being; however, currently the preferences are enforced to be listed in the public pension system permanently. The main focus of work is therefore an analysis of the legislation relating to the entitlement of miners to an old-age pension, taking into account the specific retirement age and the determination of the amount of this pension. The work also touches other pension benefits paid out of the Czech pension system, i.e. disabled pension and survivors' pensions. Mentioned are also some of the claims arising from compensation legislation and the selected topics of international legal issues that may have an effect on the performance of paid to the miners from the Czech pension system (particularly the top-up allowance).

Analysis of the evolution of retirement system in the Czech Republic since 1993

The purpose of this thesis is an analysis of the evolution of the retirement and pension system in the Czech Republic since 1993 up to the present time, with focus on law reform provisions and associated financing methods, applied legislative and institutional framework and encumbrance of public budgets. Many European countries have already performed reformation of their pension systems, the reason mostly being demographic changes and unsustainability of pension financing solely from public budgets. This topic is becoming relevant also in the Czech Republic in view of the II. pillar pension savings introduced in the beginning of the previous year. Nevertheless, this will apparently not be the last step in the context of pension reforms given the unexpectedly low number of participants in the pillar. Overburdening of the public budgets and insufficient provisioning of elder population thus still remain some of the capital problems of the Czech Republic. In the theoretical part we first characterize the theory of public budgets and sketch the significance of the cash flow itself. Next we will define the meaning of retirement and pension systems, their classification according to the type of financing and operation and their respective advantages and disadvantages. We will also determine the main factors influencing the form of these systems. In the practical part we carry out the analysis of the retirement and pension system in the Czech Republic, structured into several time intervals delimited by the effected reform provisions since 1993 until the present. We investigate each of these stages separately, focusing mainly on financing methods and the impact on the public budgets; and further from the point of view of the legislative and institutional frameworks. Finally we will assess the effectiveness of the reform provisions and their impact on the provisioning of elders and the public budgets.

Pension systems and their financial sustainability in the last few decades are frequently discussed topic. Many evaluate existing PAYG systems as financially unsustainable. They come up with pension reforms solutions like introduction of a three-pillar system. This thesis deals with the analysis of pension systems of the Visegrad Group. This group is composed of Czech Republic, Hungary, Poland and Slovakia. Application of Aaron's rule is measured by return on different types of pension schemes. Then, ongoing financial sustainability of pension systems in the V4 countries is evaluated. The final assessment of financial sustainability is directed to the situation in the Czech Republic according to the results of the carried out analyzes of the entire group of Visegrad.
Reform of the Czech Pension System using Dutch Way

The aim of the diploma thesis is the detailed description and comparison of working of pension system in the Czech Republic with the system working in the Kingdom of the Netherland. Dutch pension system is considered one of the best pension systems in the world and that is why the diploma thesis contains also reflection if there would be the possibility to implement some elements into the Czech system. Partial aim of the thesis is the description of necessity of pension reform due to unfavourable demographic growth which brings higher pressure also on financial costs of pension systems. In addition to the comparison of how first pillars based on pay-as-you-go financing work is an important part of the thesis the comparison of private pension savings in the Netherland with currently introduced system of private pensions in the Czech Republic. For the clear arrangement is at the end of chapters short summary and final chapter contains the global comparison of both systems including the description of profitability and expensiveness, positives and negatives.
Causes and consequences of economic inactivity in the Czech Republic

The aim of study is to analyze the causes of economic inactivity in the Czech population of working age. Attention is focused on its development, deeper understanding of the structure of the population and the consequences for him mean. The first section presents the concept of economic status, population and methods used by survey data in this area. Next chapters deals with the particular reasons for economic inactivity, such as education, retirement and disability pensions and other reasons that are asked in the Labour Force Survey conducted by the Czech Statistical Office. In the development there is particularly noticeable the prolonged duration of education of young population and the increasing age of retirement. The study continues with the analysis of the age and educational structure and development of the economically active population of working age. The last chapter analyses the issue of the average length of economic activities according to individual education based on the tables of economic activity.
