Further education of civil servants

This diploma thesis deals with the area of further education of civil servants at the level of the central government and its aim is to critically evaluate further education at selected departments in connection with the introduction of Act No. 234/2014 Coll., which came into force on the 1st January 2015. The thesis describes how the Civil Service Act influences the further education of central government officials, it outlines the key issues that are related to the education of central government officials and shows what are the problems that central government officials encounter in the field of further education. The research project is the case study, which included public policy documents related to the topic of further education and data collected through in-depth interviews with ten officials of two selected departments and two representatives of the human resources department, was used. Based on the thematic analysis, key issues of further education of central government officials were identified: educational needs, meeting educational needs, sources of information retrieval, and a official exam. Problems encountered by central government officials in the field of further education are part of these issues.

External Action of Catalonia: the Path Towards Independence?

This bachelor thesis deals with Catalan's external action and its role in seeking independence. The research focuses on the strategy and institutions formed by the autonomous government of Catalonia since 1978, through which this autonomous community is seeking to get the idea of independence at international level and gain support for it. The aim of the thesis is to prove that foreign relations of a non-state entity could play an important role its efforts to promote independence, and to contribute to the knowledge of the topic in the Czech environment. The paper describes the development of Catalan external actions since the adoption of a new democratic constitution of Spain from 1978, both in terms of the emergence of new institutions and of its mission and strategic goals. The first two parts of the thesis are separated by a chronological milestone, the year of 2006, and deal with the development of Catalan external action. Its third part is a brief analysis of the attitude of the European Union and the central government of Spain on the issue of conducting Catalan paradiplomacy. Analysis of Public Sector Accounting Standards in France

The subject of this thesis is an analysis and a description of the accounting standards applied in the central government of France. In the first part, it focuses on the description of the public sector and its components with an emphasis on finance. Moreover, to introduce readers to the context, the second chapter is presenting the accounting of central government in reference to the organic law on finance laws. The analysis of particular accounting standards, especially of basic conceptual rules and specifics of the public sector, can be found in the last chapter.
