Loan Book Credit Risk Stress Testing - Survey on Practice in the Czech Republic

Stress testing is a general term for framework that assesses possible impact of an adverse shock on the financial health and a capital adequacy of a bank, other financial institution or the whole financial system. Because credit risk is typically the most important risk of a bank and many international surveys describe the credit risk stress testing as one of the least developed, it became the main topic of this thesis. Credit risk stress testing methods developed in the last years very dynamically especially thanks to the requirements on stress testing under the Basel II regulatory framework and a fact that further improvement of these methods is expected to ensure higher financial stability of institutions and financial sector to adverse shocks and enable to withstand severe crisis. The thesis concentrates on the micro level stress tests that are run by each individual bank. It describes the whole credit risk stress testing procedure, Basel II regulatory requirements, the importance of this framework for an institution and offers examples of possible stress testing methods and scenarios. The Analysis of the evolution of the banking portfolio's quality

The diploma thesis is focused on analysis of the banking portfolios quality evolution of the Czech market in observed period from 2004 to 2014. In the first part related regulatory rules and their changes are defined. The rules are listed for the categorization of the receivables due from customers, the creation of allowances, the portfolio concentration and the amount of capital. Next part of the thesis is focused on the analysis of the banking portfolios quality evolution of the whole banking sector. In this part are described factors, which influenced the banking sector in observed time period. In the last chapter the thesis examines quality of banking portfolio of three banks in related areas. For the comparison were used chosen financial ratios.
Analysis of the new Basel III regulatory principles

The aim of this diploma thesis is to analyse the development of the regulatory framework and its current state according to the latest Basel III framework. The new rules were created as a response to the financial crisis that started in 2007. The framework represents significant increase in quality, amount and transparency of the capital base in comparison with the pre-crisis situation. Basel III has both micro and macroprudential focus. The diploma thesis describes the development and shortcomings of regulatory framework that necessitated revisions of the regulatory rules over time. These rules evolve with the changes in the financial system and the way how financial risks are managed. Although the roots of financial crisis are related to the mortgage-backed securities market, the banking sector played an important role in spreading the problems. Therefore the diploma thesis will also concentrate on fundamental flaws that contributed to the financial crisis. Then the immediate corrective action taken as a response to the financial crisis are described. After that, the Basel III rules are presented in detail. The newest monitoring of the rules carried out by the Basel Committe and cost analysis carried out by IMF including evaluation based on various analyses of Basel III are presented. Basel III has addressed most of the flaws revealed in Basel II. However, some issues still remain unsolved, which can lead to future problems with the financial system stability.
