Basic Firearms Training for The Police of the Czech Republic

Title: Basic Firearms Training for The Police of the Czech Republic Objectives: The objective of the thesis is to elaborate on basic firearms and shooting technique training within the scope of the basic training course of the Police of the Czech Republic. Methods: The fundamental methods used in the thesis are the data collection method, applied not only for studying literature, but also in the subsequent selection of professional experience and knowledge. Another method is the analysis method, used for expert evaluation, verification, the quantitative, material, as well as interpretative and comparative analysis. Another basic scientific method is applied, for the purpose of describing basic methodological and tactical procedures and also creating a set of preparatory training sessions. The method is referred to as information synthesis. Results: The output of the thesis is creating a complex view of the issue concerning firearms training for the Police of the Czech Republic according to today's methodology, tasks and objectives laid on this education course. Despite the curriculum of the firearms training being the same for several years, there is a definite improvement and effort to draw the training closer to actual situations and operations. Level of knowledge of members of the Fire Rescue Service of the South Bohemian Region and the Police of the Czech Republic in the South Bohemian Region in the field of providing first aid in the case of emergency

The diploma thesis offers an insight into the issues of first aid. The theoretical part describes the history of first aid, its legal basis and the distribution of first aid. Furthermore, the thesis describes the general procedure for providing first aid, the principles of safety in providing first aid and basic examination of the affected person's health are mentioned. The next chapter of this paper is devoted to dangerous injuries and conditions and their treatment. This chapter is followed by a description and solution to an emergency with a large number of injured. For psychological support is often needed at the scene of an emergency, a chapter on first psychological assistance is added into the thesis. The last chapters of the thesis are devoted to the Fire Rescue Service of the Czech Republic and the Police of the Czech Republic. The research part of the diploma thesis defines the methods and goals of own research and the results, which are then discussed in the discussion. The main goal of the thesis was to find out whether members of the Fire Rescue Service of the South Bohemian Region and members of the Police of the Czech Republic in the South Bohemian Region have sufficient knowledge in the field of first aid at the scene of an emergency. Part of this goal was also to answer research questions: Does the knowledge of members of the Fire Rescue Service of the South Bohemian Region reach 90% in the given issue? Does the knowledge of members of the Police of the Czech Republic in the South Bohemian Region reach the same level as the knowledge of members of the Fire Rescue Service of the South Bohemian Region in the given issue? To determine this information, a questionnaire survey was used, in which a total of 125 members of the surveyed units participated. The research has revealed that the knowledge of members of the Fire Rescue Service of the South Bohemian Region does not reach the necessary limits and is therefore low. The knowledge of members of the Police of the Czech Republic in the South Bohemian Region reaches a lower level than the knowledge of members of the Fire Rescue Service of the South Bohemian Region.
What is the impact of reform changes in resources and powers over the years 2005-2011on the efficiency of the Police of the Czech Republic ?

This diploma thesis explores the efficiency of the Czech police in 2005-2012 to evaluate the impact of the reform changes that took place from 2007 to 2009. The aim is to answer to the question, whether the Police of the Czech Republic, is working more efficiently after this reform. The research method was inspired by the concept of efficiency in the organization by Skogan. The study was conducted by comparing the inputs and outputs of the organization when inputs were identified as sources and changes in legislation and outputs as detection rate of six types of crime. Identification of the reform changes and their impact was conducted on the basis of qualitative research among police officers. Data were collected during eleven semi-structured expert interviews with police officers. These interviews approached important reform changes. The research took into account the respondents' individual opinions about the reform changes and most important changes which affect policing were identified. Using the aforementioned method it reveals that in general police works more effectively after reform. However, the research also shows that detection rate of economic crime, crime related to traffic accidents and other crime had slight downward trend for the period after the reform. Far-right as the problem of Czech police since 1989

Thesis closely deals with two heavily discussed aspects of contemporary society, that are very strongly inter-connected. The first aspect of society is the problem of right-wing radicalism and extremism in Czech republic, which manifests itself by xenophobic and hateful behavior, which then disrupts public order and therefore is related to Police of Czech republic, whose job is to prevent the ruptures in order. Thesis deals with development of extremism and Police of Czech republic since 1989 and how the police reacts to this development by adequately improving its equipment, tactics, etc. The year 1989 has been set because it is the year when political regime changed and new rules in society were established. Organizational structure of the police itself is discussed in detail, considering their interventions at events organized by right-wing radicals and extremists, which nowadays most often take form of demonstrations and meetings. Activation soldiers of the Czech Army for fullfilling Police's tasks in the case of radiation accidents in nuclear Power Plant Temelín.

One of non-military tasks of Army of the czech republic based on the act 219/1999 col. on the armed forces of ČR is a situation when the Army of the Czech soldiers may be called up to perform the tasks of the Police of the Czech republic, unless the forces and resources of the Police of the Czech republic are sufficient to ensure an internal order and safety, namely for the time necesssary. Based on Exeternal emergency Plan Nuclear power plant Temelín, in the case of radiation emergency 200 soldiers are called up to perform the mentioned tasks. Since the moment the announcment about radiation emergency at the nuclear power plant Temelín has been verified, the Regional Directorate South Bohemian regional will be provided with 30 soldiers, at least 12 drivers of this number, within 12 hours. 170 soldiers, at least 16 drivers of this number, within 24 hours. Each soldier will be armed with a firearm a handgun with one firing diameter (24 projectiles), accouterments, means of individual protection and other military stuff. Next the Army of the Czech republic provides 10 offroad passenger cars, 1 rescue vehicle and 2 offroad platform trucks with tarp. All cars will be available with drivers and operating personell. After the activation all troops will be massed at a receiving point at the Regional Directorate of the Police South Bohemian regional, where they will be equipped for a service performance of the riot police by armbands or reflex vests with a logo POLICIE, batons, handcuffs, protective masks and filters. After that they will be divided and sent to: territorial departments to perform tasks off the area of massed force and means for performing tasks in target zone or to the area of accommodation. Parking of vehicles Army of the Czech republic is arranged in advance within the grounds of the Regional Directorate of the Police South Bohemian regional, the Regional Military Command in České Budějovice and the barracks of Prokop Holý in Tábor. The accommodation Army of the Czech republic troops is arranged in the sports hall of Pedagogical Faculty of South Bohemian University in České Budějovice and in the barracks of Prokop Holý in Tábor. By performing tasks in target zone the main task of the Army of the Czech republic troops along with Police of the Czech republic will be ensuring public policy, safety, regulation of movement of people and vehicles. The troops will be organized in predefined mixed patrols under the command of a member of Police of the Czech republic. The target zone area is divided into an inner and outer part. The target zone inner part is in the form of a circle of radius 5km and he outer target zone is in the form of an annular ring 5 13 km. The outer part is divided into 16 regular sectors. The target zone division defines the border for planning the regulation of movement of people and vehicles. On the command of the Incident Commander or Governor, Police of the Czech republic along with Army of the Czech republic troops will close all access roads on the outer part of the border 13 km target zone and occupy them by defined fixed site of patrols. By the order of evacuation, Police of the Czech republic along sith Army of the Czech republic troops will close the border of 5 km target zone on the roads by fixed site of patrols and farther along the border of the evacuated sectors. On the evacuation routes pointing out of target zone to the areas of decontamination there will be mobile patrols of Police of the Czech republic and Army of the Czech republic regulating movement of people and vehicles. Within the preparation and implementing measures consequent on Exeternal emergency Plan Nuclear power plant Temelín by radiation emergency at Nuclear power plant Temelín , the detached troops are preliminarily instructed by lecturers of Police of the Czech republic and of Fire Department Czech republic once a year. Members in the service employment to the armed forces and the security corps are currently in the States of the European Union and NATO considered as the special separate category of the State administration staff. This is due to their mostly "negative'' specifics of the service for a democratic political system, it manifests in the areas of human rights and freedoms, political rights, social work and criminal justice. Therefore, the special rules of the social security system, which is also characterized by the ethical dimension, are related to these groups. Specifically, in the Czech Republic this is the attitude to the service in the former totalitarian regime. There is also monitored the merit of the systematized places in the service employment.
Logistics support police of the Czech Republic in dealing with crisis situation

Police of the Czech Republic provides for declaration of an emergency or crisis situation many activities. For the successful implementation of these activities must be appropriately trained police staff and to provide appropriate conditions for carrying out these tasks. An integral part of providing adequate conditions of police personnel and logistical support. This work provides a study of available literature and law basic picture of the logistical support of the Police in dealing with a crisis situation, which is described in the first part. Using quantitative research in the form of an anonymous survey validates the level of logistical support to the Police of the Czech Republic. The sample was composed of the officers of district police department of various regions of the Czech Republic. The sample consisted of rank and file police officers, as well as heads of district police department. A questionnaire survey during the first three questions focused on the characteristics of the sample. Another part of the questionnaire assessed, among other things, whether the respondents participated in a crisis situation, whether they are satisfied with the equipment your department, your company vehicles and their personal resources to tasks in dealing with crisis situations. Subsequently, respondents are asked whether they accomplish tasks in dealing with crisis situations and receive food and rest assured that they are by the employer in the event of damage to equipment and facilities these parts replaced and whether they changed equipment before its expiration time. The last section of the questionnaire addresses the information to carry out treatment (intervention), the possibility of connection points emergencies, providing medical services respondents and provide training with legislative changes well in advance. Based on the study of available literature in the thesis are defined in terms of crisis management, emergency, crisis situation and found there is a parallel between these concepts and the concept of logistic support. In the second part describes the methodology and hypotheses. The third part consists of the results. The final part consists of discussion, where they are analyzed achievements work. To achieve the objectives of the work in this work used methods of data collection, analysis, mathematical and graphical. When writing a thesis, I first studied the literature in logistics and logistical support and the study of the legislation, which serves as the legal basis for the logistical support of the Police of the Czech Republic in dealing with crisis situations. When choosing a topic for this bachelor thesis I stated hypothesis "Logistical support the Police of the Czech Republic is at a good level." This hypothesis was disproved in the thesis.
