VAT issues in respect to municipalities
TYEMNYÁKOVÁ, Jana
The primary objective of this thesis is to assess the impacts of VAT on municipal economy, to determine when it is advisable for a municipality to become a VAT payer and how the VAT payership affects the municipality{\crq}s income, and what the associated rights and obligations are. Based on an analysis, we review Municipality ``X{\crqq} that registered for VAT voluntarily on July 1, 2004 and Municipality ``Y{\crqq} that only became a VAT payer beginning January 1, 2009. According to the information revealed, the VAT registration associated financial benefits for Municipality X were closely connected with its financial investments made with the assistance of received subsidies and capital investments into property. Compared to Municipality X, the implications are that Municipality Y would have not benefited from becoming a voluntary VAT payer. The anticipated financial effect would have been neutral. At present, we can state that the greatest financial benefits for municipalities under the VAT scheme arise from investments into the renovation, repairing work or construction of water-supply and public sewer systems provided that the municipality operates or lets it on lease to another VAT payer.

Pavlíčková, Kateřina ; Sedmihradská, Lucie (advisor) ; Hartlová, Alena (referee)
This thesis deals with funding methods of municipalities in France. The first part of this thesis is theoretical, it introduces fundamental terms and theories, regarding funding of municipalities, problems of budget setting and components, which can form revenue side of the budget. At the beginning of the second part I introduce the structure of municipalities in France. The main objective of this thesis is detailed characterization of revenues, that these municipalities collect, and their subsequent analysis. For this reason I answer these questions: What revenue sources are collected by municipalities, what are the most important revenue sources, how individual revenue sources evolve over time, whether there is in this country the tendency to strengthen the financial autonomy of municipal authorities or rather the state tends to finance municipal authorities through subsidies. At the end of this thesis, I have compared the system of municipal financing in France and in the Czech Republic and made some recommendations, how could the Czech system be reformed.

Mojžíšová, Radka ; Slavíková, Lenka (advisor) ; Jílková, Jiřina (referee)
This bachelor thesis should answer this question: Would the phenomenon of organic farming boom and flourish even without the generous support of subsidies? Would there still be an interest in existing in this field even without pump-priming done by the state and by the European Union? Would the mere desire to live more healthily be enough for organic farmers? We will examine the growth in popularity of organic food which is illustrated by the existence of 2000 organic farms in the Czech Republic and also by the supply of organic food in shops. The theoretical part deals with the explanation of the term "organic farming". Attention also will be paid to legal regulations because organic farming in the Czech Republic is defined by Act No 242/2000 coll. on organic farming, by MoA Decree 16/2006 coll., by Commission Regulation (EC) No 889/2008, by Council Regulation (EC) No 834/2007 on organic production which came into effect on January 1, 2009. The thesis also deals with Common Agricultural Policy of the European Union between 2007 and 2013, the Action Plan of the Czech Republic for the Development of Organic Farming and principles of subsidisation in the year 2009. The practical part will be focused on results on economic analysis at approximately 3 farms which are specialised in bull or goat production.

Kvítková, Radka ; Peková, Jitka (advisor) ; Pělucha, Martin (referee)
The purpose of the thesis is to analyse subsidies system of municipalities in Czech Republic. The thesis examines needs and development of municipalities in the context with their financing. The theoretical part defines the basic terms relating to municipal revenues with orientation on subsidies. Furthemore, it analyzes and evaluates possibilities of acquiring of subsidies and their subsequent usage. In the process of obtaining these financial resources procedural requirements and some principles must be complied. Due usage of subsudies is controlled afterwards. Folowing part of my thesis on the base of analysis and comparison of a few concrete municipalities with different size provides information on methods that municipalities use to obtain subsidies, how effective they are in using them, whether the subsidies are sufficient and how they affect needs and development of municipalities. In the conclusion my thesis evaluates whether bigger municipalities, in comparison with smaller ones, are more succesful in aquiring of subsidies and what is the effect of this successfulness on the standard of provided services by municipalities that are different in size and whether this standard of publicly provided services is identical.
