Aspects of public procurement in context of Criminal Law

The topic of this thesis is the analysis of criminal activities related to public procurement, the analysis of individual crimes that affect public procurement, the analysis and analysis of individual means of evidence used by law enforcement agencies to detect and prove criminal activities. At the same time, the thesis deals with and analysis of selected criminal offences that are imposed in connection with criminal activities related to public procurement. The aim of the thesis is then to evaluate the possible shortcomings in the legal regulation and the proposal for modification of the legal regulation. To this end, the thesis also deals with a comparison with foreign legislation in order to possibly inspire de lege ferenda proposals. The thesis is divided into five thematic chapters. The first chapter analyses the existing regulation of public procurement with the definition of concepts crucial for the criminal law regulation of public procurement. The author also briefly makes a comparison with the previous legal regulation, taking into account the fact that the terms mentioned in the criminal regulation refer precisely to the previous legal regulation of the Public Procurement Act. The thesis addresses the process of assigning construction contracts and its acquisition from the perspective of the construction company. The task is focused on creating public tender`s price propositions by the contender. These findings are from my own personal experience as I was involved in the creation of this particular price proposition. At the time of publication of this tender I worked in a construction company INSKY spol. s r.o. which is mentioned in this thesis. I described the terms which you may encounter during assignment, the progress and the finalization of the contract of the public tender.
Sustainable development from the perspective of the public sector

The thesis focuses on the evaluation of sustainable urban development. The theoretical part is processed as literature research, from which important indicators for the design of the methodology of sustainable development assessment of the city are derived. The research presents basic concepts related to the public sector, local government, sustainable development, and public investments. The core part of the thesis is the design a methodology to help local governments to identify the strengths and weaknesses of the city's sustainability. Additionally, it can serve as a basis for investment decision-making. This methodology is based on a multi-criteria analysis of selected key indicators that assess the functionality and sustainability of cities. The aim of this work is to offer cities a practical tool that will not only help with the assessment of the situation, but will also contribute to improving the sustainability of urban areas as centers and producers of significant economic, ecological, and social processes.

It describes the steps in the procurement and identifies risks that threaten the individual phases of the procurement process. The practical part is concerned with comparing the order of candidates established on the basis of two different evaluation methods stanovenýh in the Law on Public Procurement.

Dissertation titled Optimization of the process from the perspektive of the public project sponsor indicates the procurement process both through public procurement, and primarily through PPP (Public Private Partnership). The main objective is to optimize the procurement process by PPP from the perspective of the owner. Therefore, under the general statutes of the Ministry of Finance is processed general process and design methodology for assessing the project within municipalities. This model is then verified in the context of case study in a specific project.

The diploma thesis deals with the topic of Optimization of Public Procurement Process from the Perspective of Specific Contracting Authority. The thesis introduces the main contracting authority problems based on the analysis of concrete public procurement and an interview with Town Hall staff. Next there are described the main differences between the current and previous Public Procurement Law and the method Design - Build is presented.
