Voter Perception of the Electoral System for Local Elections

1 Abstract This paper tries to demonstrate an incorrect perception of the Czech municipal electoral system by voters. In order achieve this aim I identified the following research questions. Firstly, what is the perception of preferential voting by voters in the Czech local electoral system? Secondly, do voters use a strategic voting in the municipal elections? Thirdly, is there some influence on voters' decisions depending on the form of a candidate subject? These questions were answered on the basis of my own research, which took place in a chosen municipality. I showed that voters perceive preferential voting by the wrong way, which primarily comes from their low awareness of the electoral system. Furthermore, it was found that the different perception of the candidates affects a voter behavior. Unfortunately, whether voters use a strategically choice in municipal elections, I could not prove it.

The thesis deals with the local elections in 2014. It focuses on the District Děčín. The aim is to assess the importance of preferential votes in the distribution of political seats in municipal councils. Meaning of preferential votes is assessed using the variation coeficient, which is calculated for all the municipalities in district Děčín. The operational objective is to evaluate the use of preferential votes in the electoral behavior, which also results from the values of the variation coefficient.

The thesis is concentrated on problems of municipal elections in the Czech Republic, especially the character of the elections in the context of the size of the municipality and knowledge of municipal electoral system. The theoretical part characterizes the municipal authorities and electoral systems used for particular types of elections in the Czech Republic. Further is aimed in detail at communal electoral system and the development of municipal election legislation to year 1990. The practical part analyzes the results of the survey and the results of the analysis of documents. At the end of the work deals with a summary of the survey results and data obtained during the census results of the election.

The study is concerned with the integration of panache vote, which allows voters to cast their votes for candidates from different party lists, into proportional electoral systems. The study tests the effect of panache vote on the intention of personalization of elections. The integration of panache vote into electoral systems of Switzerland, Luxembourg, France and Slovakia is compared, and, in addition, there is the current draft of electoral law amendment in the Czech Republic discussed.

Analysis of the Influence of Preferential Voting on the Municipal Elections

The bachelor thesis deals with the transmission of voting behavior patterns from elections to the Chamber of Deputies to the Municipal elections in 2010. There has been recorded an entirely new phenomenon of preferential voting for the last four candidates on the lists during the last Parliamentary elections, which had been created by Citizens' Initiative. This kind of preferential voting has proved very effective in order to show dissatisfaction with usually always the same candidates on the lists. The aim of the thesis is to find out what was the impact of the Parliamentary elections on the voting patterns in the Municipal elections that took place five months later. The text is divided into four chapters. The first one is a theoretical basis of the thesis which deals with proportional and majority systems with a focus on preferential voting. The second chapter concentrates on the personalization of the vote in various types of elections to the Czech representative bodies. The third chapter could be characterized as a bridge between theoretical and empirical part, where the author describes the phenomenon of the preferential voting in the Chamber of Deputies in May 2010. The last (fourth) chapter consists of author's analysis of preferential voting in the Prerov Municipal elections, which in the end enables to answer the questions.
