State Land Office Abstract This thesis is dedicated to the State Land Office of the Czech Republic, which was established on the basis of Act No. 503/2012 Coll. As an administrative office with a broad scope, it is impossible to deal with all the aspects of the State Land Office in detail and thus provide a thorough analysis within this thesis. Therefore, the aim of this thesis is to provide a general introduction of the State Land Office - its establishment, place within the system of state administration, organisational structure and its main scope. This thesis is divided into six parts. The first part is dedicated to a general characteristic of the State Land Office. First of all, the transformation of the Land Fund of the Czech Republic and the establishment of the State Land Office of the Czech Republic is briefly described, following its placement within the system of public administration, respectively government of the Czech Republic. A large segment of the first part of the thesis then follows a detailed description of the organisational structure of the State Land Office. The comparison of National Property Fund of the Czech Republic and Land Fund of the Czech Republic

The goal of this thesis is the comparison of selected areas of two transformation institucions in the Czech Republic, which are Land Fund of the Czech Republic and National Property Fund of the Czech Republic. In the introduction of the theoretical part, there will be characterized all the terms and definitions related to transformation changes. The thesis will describe the starting position and determinants of the transformation process of the Czech economy, resulting in characteristics of all the pillars of the transformation process in the Czech Republic. Also, there will be characterized all the transformation institutions and their role in the process of transformation. The practical part of the thesis will analyze the legal framework of both institutions of the transformation, then there will be processed the analysis of activities of both funds and their management. At the end of this section, there will be comparisons based on the analytical findings of previous chapters.
ANALYSIS OF THE PROCESS OF PRIVATIZATION OF ASSETS IN THE MINISTRY OF AGRICULTURE

I chose this topic because I commented that in the current period, a considerable portion of the assets in agriculture is not yet privatisation and therefore logically Land Fund of the Czech Republic remains the only one from all the transformation of institutions in their natural range. The theoretical part should be based on the definitions and the foundations of economic policy or of a change process to transform the economy from a centrally planned economy to a market economy and changes in ownership. Your work will be analyzed in the privatisation process of agricultural property, which is by its nature, much more complicated and more time-consuming than has been the privatization of property of the other ministries of the national economy. I will analyze the scope of the Land Fund, asset management and privatisation sale. To work is a comprehensive analytical material concerning the processing of all methods of privatization of agricultural property and fundamental issues that accompany this process.
Transfer of real estate of the Czech state to other subjects

This thesis follows the historical development of real estate tenancy in the Czech Republic from its origin to present days, including the state interventions into the property relations, and describes and defines the transfer of state property to other subjects by means of state agencies authorized to transfer such property. The thesis is divided in seven chapters. The first chapter deals with the historical outline of the development in ownership and user relations in the territory of the Czech Republic that were suppressed as a result of real estate conscript by the state. The issue of so called {\clqq}restitution stop`` is also mentioned as well as acquisition of real estate by foreigners. The second chapter pursues the procedures and methods used with transfer of real estate of the Czech state to other subjects by means of Land Fund of the Czech Republic. It analyses in detail sale and transfer of real estate in accordance with Act No. 95/1999 Coll., on Conditions for the transfer of agricultural land and forests from the state ownership to ownership of other persons, in accordance with Act No. 229/1991 Coll., on the Arrangement of ownership relations towards agricultural land and other agricultural property, in accordance with Act No. 569/1991 Coll., on Land Fund of the Czech Republic, in accordance with Civil Code No. 40/1964 Coll., and in accordance with Act No. 92/1991 Coll., on Conditions of transfer of state property to other persons. The third chapter deals with the current issue of transferring real estate from the Czech Republic to other subjects through the Office of the Government Representation in Property Affairs. The fourth chapter offers an outline of valid legal enactments related to transfer of real estate of the Czech Republic, which the state enterprise Forests of the Czech Republic has the right to manage. The fifth chapter observes the procedure of selection of the agricultural land transferee in accordance with section 7 of Act No. 95/1999 Coll., at the District Office of Land Fund in České Budějovice. It provides information about the number of agreements regarding the transfers of state-owned real estate that were concluded at this office in the year 2006. The sixth chapter addresses the transfers of state-owned real estate in some neighbouring countries of the European Union. It considers especially the legal regulations in Slovakia. Poland and the Federal Republic of Germany are also mentioned. The thesis is accompanied by appendices related to the selection of transferee and transfer of land in accordance with section 7 of Act No. 95/1999 Coll., referred to in the fifth chapter.
Analysis of the activity of Land Fund of the Czech Repulic

I will aim in my Bachelor work at the activity of Land Fund of the Czech Republic which is the substantial factor in solution the problem of deprivation and disregarding of private ownership during the political system before the year 1989. I have chosen this theme because the working of Land Fund in contrast to other transformation institutions hasn't finished yet by far. In the first theory-methodical part I will introduce the basic matter at issue of the transformation of the national economy after the year 1989, mainly the changes on laws in force and the following process of privatization and restitution. I will focus the cause and conditions why Land Fund of the Czech Republic was established. In the analytical part I will map out the position of Land Fund within institutional framework and I will introduce the object of its working and the structure of property which has been operated. In the description of the principal function of Land Fund I will use the basic established law No 569/1991. In this part I will refer to leading areas of its engagement, especially administration of the real-estate property, its privatization sales to people without the restitutional claim and eventually the realization of agricultural and forestry restitution to authorized people. Finally I will analyse the Fund management system including the organizing structure and some other procedures of this organization. The intension of my work is to characterize the influence of Land Fund in the process of the transformation of real-estate property. In conclusion I'd like to think over the functionality of Land Fund and its importance for today and future.
