The impact of Covid-19 pandemy on the sport motivation in para swimmers

Title: The impact of Covid-19 pandemy on the sport motivation in para swimmers Objectives: The aim of the study is to search for the existence of changes in the level of sport motivation in a group of para swimmers as a result of the pandemic crisis in the Czech Republic. Methods: The object of the research is to evaluate the data of a repeatedly submitted standardised Sport Motivation Scale questionnaire to a research cohort of 22 disabled para swimmers aged 19 to 48 years (as of 2021). Then a comparison of this assessment with the responses obtained through a structured interview conducted at the end of the research survey in August 2021 has been developed. Graphical processing and an appropriate form of t-test is used to investigate differences in motivation levels. Results: Although the statistical analysis of the data of the whole group did not show a significant difference between the two studied time periods, nor between men and women, a change in the level of intrinsic motivation to know was observed in the group of men studied separately. Furthermore, a correlation of intrinsic motivation to experience with age was found. When comparing these results with a set of descriptions of the respondent's subjective feelings, the answers to the scientific research questions are not entirely clear....
Logistic plan of selected legal entities affected by the crisis and their response to the announced crisis and emergency measures.

The diploma thesis deals with the relationship between selected legal entities and their logistical planning, which could be affected by the crisis situation and related reactions to announced crisis and emergency measures. The aim of the work was to analyze the reactions of selected legal entities to the announced crisis situation, procedures and activities of selected legal entities within the framework of crisis and extraordinary measures outside and in society with the help of legal regulations, measures, decisions and logistical, or other relevant plans. The theoretical part contains the basic definition of concepts, definitions and terminology in the areas of logistics, characteristics of legal entities, legal regulations related to the Czech Republic, crisis management and the covid-19 epidemic. The practical part is devoted to a questionnaire survey, where respondents were approached as representatives of selected legal entities, who answered a set of questions regarding the relationship between legal entities and logistical planning in the context of reactions and activities within the framework of crisis and emergency measures. Furthermore, a clear information resource was created in the form of a checklist, which takes into account a set of activities connected with crisis or emergency measures. The created draft of the logistics plan complements and takes into account a comprehensive view of the issue and characterizes the selected legal entity. The diploma thesis and its content can be implemented in practice in the form of the use of one of the legal entities, or it can be used as study material for crisis management in legal entities such as trading companies.
Securing crisis measures with a focus on epidemiological situation

The chosen theme of the bachelor's thesis responded to the currently ongoing SARS- CoV-2 outbreak, which affected most of the world's nations. The aim of the work is to highlight some of the mistakes that have been made while dealing with the crisis associated with the occurrence of this highly contagious virus.
Method of execution crisis provisions according to the crisis law in selected regional self-governing units

Crisis management and implementation of crisis measures is an actual topic not only in the Czech Republic but also abroad in the world. This thesis examined the implementation of emergency measures and crisis measures, as a priority under the emergency law, by selected regional self-governing units. It primarily addressed the implementation of crisis and emergency measures announced in connection with the Czech Republic's safety problem, which concerns the epidemic caused by Covid 19. The theoretical section dealt with crisis management and information related to the topic of thesis. The aim of the thesis was to compare the way in which crisis measures were implemented in selected regional self-governing units, in the Covid 19 epidemic in 2020 in the territory of the Czech Republic according to the applicable legislation, priority crisis law. The answer to the research question was found: "Do the selected regional self-governing units implement emergency measures announced by the government, emergency measures issued by the Ministry of Health and implemented them in accordance with the applicable legislation?". In order to meet the objective, the basis of the comparation was managed semi-structured interviews with experts in the crisis management section of selected municipalities with extended coverage in the Liberecký and Ústecký regions. After comparating the responses of the respondents, a SWOT analysis of the whole situation was also carried out, which gave us the possibility of using the most attractive strategy of all 4 possible SWOT analysis strategies. The offensive strategy uses opportunities through strenghts. In the discussion, the interconnection of respondents responses and SWOT analysis from the implementation of crisis and emergency measures by selected regional self-governing units. This thesis can serve as teaching material in schools dealing with crisis management or as a model for how measures are implemented during unexpected and new crisis.
Financial security of emergency measures of municipalities with extended powers in the Vysocina region

This thesis deals with financial security of crisis measures of municipalities with extended power in Vysocina Region, focusing mainly on the analysis of financial resources and the mutual comparison of funds that individual municipalities allocate in group 5 State security and legal protection. All municipalities are legally obliged to earmark certain resources and they do so, however each municipality allocates different amount of financial resources that are an integral part of preparation and implementation of rescue and disposal work for emergencies and to provide preventive measures against these situations. Given issues has been solved primarily by the comparison method and thereafter by analogy method to do the mutual comparison of individual municipal budget analyzes from 2015, 2016 and 2017. Each municipality has been compared with each other as well as within individual municipalities in recent years. In addition, the analysis method and the method of synthesis have been used to evaluate given problem. The research revealed that more than 50 % of given municipalities with extended power in Vysocina Region increase their budget within group 5 - State security and legal protection every year. These municipalities with extended power include Bystřice nad Pernštejnem and Chotěboř. Despite the fact these municipalities allocated lower amount than in 2015 they still earmark one of the highest percentage of their funds in 2015.
Financial security of emergency measures of municipality

Financial security is an important means for implementing quality preparation for the crisis and consequent solutions. The basic component of the municipal budget consists of funding from the State, where the municipalities further funds apportioned on the part of the sectoral into groups, sections, subsections and paragraphs. Funding for emergency measures to protect the population constitutes Section five national security and legal protection. The main instrument of financial security and the preparation of budget expenditures in the group of five is a law on crisis management, law on IRS and the law on budgetary composition. Current legislation talks about financial security crisis measures and financial reserves. The amount of funding is not provided by law. The funds are intended to ensure that preparations crisis situations, respond to and remediate according to the emergency act and tasks set by law on integrated rescue systém. The aim of work is to analyze the practical part of any revenues of municipalities. Further analyze budgetary expenditures, which are intended to provide emergency measures, including protection of the population. The aim is to that under the current legislation municipalities spend funds according to budget chapters on crisis measures and whether the financial reserve is sufficient. The research question was posed subsequently: "Do municipalities create a reserve funds for emergency security measures determined to them by the legislation of the Czech republic?". The research sample is consisted of three municipalities of the cadastral area Tabor. Municipalities are similar in size and population. The municipality Planá nad Lužnicí is different in geographic positioning, where on the edge of the village flows the river Lužnice. The crisis plan of Tábor is not publicly publishable, but a general knowledge may arise following crisis situation: flooding in large scale, epidemics, radiation accidents, disruption of gas and heat supplies, and other natural disasters. This is a risk or potential incident, which can initiate an emergency situation. Each municipality is the promoter JPO 3 and in the village is a unit of volunteer firefighters. The potential risk and rise crisis situation can affect all three municipalities surveyed. When comparing expenditures to a group of five national security, a comparison was made including subsection 531, which is according the budgetary rules led to the municipal police, CCTV (closed-circuit television) etc. Furthermore, municipal expenditures were compared separately to section 52 and section 55. In Section 52, the amount of funds according to the surveyed year was for example, 0%, 0.1%, 0.4%, 2.9%. Section 55 was significantly different and the amount of funds was for example 82%, 97%, 100%. The exception is 2013, when all three municipalities have significantly increased funding in Section 52. These funds reached 12.2%, 17.4% and 47.5% of the expenditure of sector part. A more detailed research showed that communities do not always have budgeted expenditure for emergency measures as required by law. Often in the budgetary composition in the expenditure of section 5 is not a subsection protection of population, subsection crisis management or other components and operation of the integrated rescue system. Subsection 521 protection of the population was only in village Mladá Vožice in all four surveyed financial years. Other municipalities in the mentioned subsections did not have any funds. The analysis carried out in the sectoral budgetary expenditure of the group of five - national security can be evaluated that municipalities do not create a financial reserve funds as imposed by current legislation. The results will be made available to municipalities and regional authorities. The work will be provided to crisis managers, schools with a similar field, to improve the educational process.
Planning of municipality specialized on solving of emergency measures

Today's world is sensitive and fragile. With the growing number of emergencies caused by natural causes, there is a growing need to effectively prevent such events and minimize their impact on lives, health, property and the environment. These problems are solved in the area of crisis management, which is at excellent level in the Czech Republic. Crisis management is firmly anchored in the Czech legislation, especially in so-called emergency legislation, and described in specialized publications. It is a system of crisis management bodies as defined by Act No. 240/2000 Coll., On Crisis Management, who have roles and responsibilities to secure the necessary protection. This thesis describes the system in detail together with another integral part of crisis management contingency planning. The product of crisis planning is the crisis documentation which serves to the crisis management bodies for solving of emergency situations, i.e. large-scale disasters during which a state of emergency was declared. There is one controversial point in this area which this work deals with whether the municipality as a legal entity should prepare an emergency preparedness plan for facilities that can be used to carry out emergency measures. This point is included in the objective of the thesis, i.e. to evaluate the current planning documentation of the municipality aimed at solving emergency measures. It is covered also by the research question whether municipalities prepare plans as recommended by the Ministry of Interior or by the respective municipality with extended authority. It was found out that municipalities keep crisis documentation in cases of risk that their administrative areas get endangered by an emergency. Contingency plans are elaborated in fewer cases. With exceptions, if municipalities have in their possession a facility which could be used in carrying out emergency measures, no emergency preparedness plan is usually prepared for such premises. Based on these findings, the thesis comes with a plan which could be used by municipalities to deal with emergencies or crisis situations and buildings usable in the fulfilment of crisis measures of accommodation and provision of food. The plan consists of three parts: The 1st part would contain basic information about the town (number of residents, size of the area, water areas, information on Crisis Staff, etc.), the 2nd part would be divided into two other parts. Part A would address emergencies and crisis situations in the form of a list of tasks that the municipality would have to fulfil, in chronological order from the threat detection to damage documenting. This part would be organized into three sections. The first section would cover the tasks that the municipality would have to fulfil before an emergency occurs, the second section would include practices for events that already occurred and the third section would contain tasks needed after its ending. Part A would contain a description of cooperation with the regional Fire Brigade and bodies of emergency management according to applicable laws. Part B would apply to buildings owned by the municipality, which could be used to carry out crisis measures of accommodation and provision of food. It would contain a list of these premises, instructions on when and how the facility can be used in state of emergency, and information about the needed number of people and the amount of stock, etc., including how to get them. The 3rd part of the plan would consist of supplements. This documentation would be beneficial for municipalities, as they would have accurate and well-arranged materials based on which they could proceed. It would actually be two plans in one, securing easier handling and organization for the municipalities. The documentation should be prepared even in cases when there is no immediate threat to the town because of its geographic position.
