Social housing problems
Müller, Erik ; Hlaváček, Michal (advisor) ; Filip, Ondřej (referee)
The motivation of this paper is to explore the assumptions of an effective social policy which is efficient, economical and persistent. The theoretical part is based on comparison of the different realizations of social housing in Europe and in the Czech Republic. New trends from abroad show that the efficiency of resocialization depends on the quality of the social works, which are performed simultaneously with the provision of housing. Nowadays, the role of social housing in a society changes. The instrument of social policy becomes a complex tool that may determine, among other things, high building standards as well as increase general social cohesion. The identified aspects of effectiveness are compared with the new proposal of the Social Housing Act. The innovation is the concept of Housing First, which emphasizes fast provision of dwelling and subsequent individual work with the client. The practical part verifies several hypotheses that led to the formulation of the Act, using econometric models. My goal is to contribute into public discussion by proposing specific innovative approaches. They may lead to the successful reintegration of socially excluded into society. What should be the main goal of social housing.
Analysis of the development of approach to social housing in the Czech Republic in 2000 - 2017
Staňková, Karolína ; Lukášová, Tereza (advisor) ; Prudká, Šárka (referee)
The bachelor thesis focuses on the increasingly topical question of social housing. The bachelor thesis deals not only with the current situation in the housing market, but also the development in previous years, which has influenced the present situation. The secondary topic of the bachelor thesis is the Housing First philosophy of social housing, which shows significantly better results than the Czech three-degree permeable system. The issue of social housing is crucial for the future development of the Czech population, because the number of people at risk of poverty is not decreasing and the number of people "on the street" is increasing. Based on the analysis in the bachelor thesis, it is clear that the situation of people at risk of poverty is not as much influenced by the amount of state expenditures in the housing policy, as rather by the set-up of state care in the area of housing. However, the adoption of the bill on social housing and the housing allowance in its present form brings with it many problems, such as the abuse of social partments by privileged citizens and interest groups and the pressure on the state budget. Also for these reasons, the legislative process of this act is lengthy and it is therefore a question whether the act will actually be adopted, or whether the set-up of the current housing policy in the Czech Republic will only be adjusted.
The Building of Social Housing in terms of Local Government and Non-Government Organisations: The Case of Prague in comparison with Tábor.
KŘÍŽKOVÁ, Zlatuše
My diploma thesis deals with social housing issue and its building approach in Tábor and Prague, furthermore it monitors current system setting in "the capital" in comparison with "the municipality with extended competence". In both observed areas my research is based on work of carefully selected Non-Government Organisations which focus on the social housing issue. Moreover my diploma thesis examines realization opportunities of social housing and its cooperation with self-governing institutions. The main part describes long and difficult formation of legal framework and final face of Act on Social Housing as well as ideas and attitudes of all key counterparties in Czech Republic during its negotiation. Finally my thesis describes different views of social housing issue in selected European countries and shows its funding options.
