Healthy Ageing and Healthcare Expenditure
Mach, Petr ; Bryndová, Lucie (advisor) ; Bertoli, Paola (referee)
In the recent decades, a significant demographic shift is underway, with increasing life expectancy and falling fertility rates, causing a change in the age structure of populations. This introduces a problem for the sustainability of many modern social systems, which rely on funds from the economically active population to pay for the increased expenses of the elderly population. Over the last few decades, two scenarios that would alleviate the problem have been proposed. One is the compression of morbidity or healthy ageing, which assumes that a large part of the gains in life expectancy will be spent in good health, thus reducing the pressure on the healthcare system. The other being the concept of death-related costs hypothesis which assumes that a large portion of the older populations healthcare costs is tied to the death of the individual, which would mean that the increasing life expectancy would just shift the existing healthcare expenses to older age at the same rate as the increase in life expectancy. This thesis provides information on the situation in the Czech Republic, and whether any of these scenarios are present in the data from the last 20 years, which could be relied on to improve the healthcare system financing in the following years. Analysis of healthcare financing in the Czech republic with particular regard to assessment of reasons and impacts of introducing regulatory fees in the years 2008--2015
Matláková, Eliška ; Chmelová, Pavla (advisor) ; Lukášová, Tereza (referee)
The topic of this bachelor s thesis is healthcare financing in the Czech Republic. It predominantly focuses at the impact of regulatory fees introduced in 2008. The theoretical portion defines healthcare politics, its models as well as various ways of healthcare financing. The practical portion covers the issue that arose with the introduction of regulatory fees and especially aims at analyzing their impact at certain parameters of the healthcare market in the Czech Republic. The goal of this paper is to find out whether the aforementioned regulatory fees fulfilled their planned expectations, especially considering that the whole policy ended up being canceled seven years later. The analysis showed that its impacts were indeed positive and as predicted, which makes their cancellation questionable. This suggests that there must have been a different motive for the cancellation, because their effectiveness was demonstrable. The paper also contains a comparison to Slovakia, where regulatory fees were also introduced in the past and the development of their cancellation can be analogous in the Czech Republic. Analysis of certain parameters of the Slovakian healthcare market proved that the cancellation was not effective, because the observed parameters are slowly shifting back to their original values and the issue of healthcare overuse has also started reappearing.

Běgeřová, Michaela ; Janíčko, Martin (advisor) ; Čermáková, Klára (referee)
This bachelor theses analyses impact of regulative out-of-pocket payments that have been introduced in January, 2008 as a part of a Czech healthcare reform. It summarizes specific characteristics of healthcare economy, compares main healthcare-financing models and describes development and current layout of the Czech healthcare system. Out-of-pocket payments were implemented mainly to prevent over-using the healthcare system and also to bring additional financial means to the healthcare budget. Conducted econometric analysis revealed that an obligation to pay the fee reduces quarterly number of outpatient doctor visits by 0,198.

The funding of the department of health care in the Czech Republic is a long-lasting problem. This department represents a significant item in the government expenditures and also in the expenditures of taxpayers in fact that the University Hospitals are the biggest medical centres in the Czech Republic, it is will be really interesting and useful to analyze theirs administrations. The University Hospitals are contributory organizations of Ministry of Health and that is why I will characterize the running of the state institutions which do the economic activities and I will describe thein specifics. Then I will characterize the administrativ of these subjects of the theoretical point of view and the fundamental parameters of the financial analysis. In the analytical part I will analyze the chosen economic parameters and the economic outcomes of chosen hospitals and other non-economic parameters which influence theirs own administration. The result of the thesis will be the complete evaluation and the comparison of the effectivity of administration in each hospital and my recommendations of improvement not only in the economic area.
